Ignorant Boss

Too often, that seems to be a requirement. And it certainly isn't an asset. Look at this recent missive from Joseph Patterson, the Acting Chief of Patrol (B.O.P. #12-0179 issued 09 August):
  • Our personnel are our greatest resource and as managers we must make tough decisions to balance rewarding our personnel with time off against the needs of the organization.

"...rewarding our personnel with time off..."?

Um, Acting Chief Asshat? That's time off we earned. We earned it staying late, attending court, working shit details and holidays, all the while missing time with what is supposed to be our most valued possession - family.

And now you're going to "reward" us WITH OUR OWN FUCKING TIME DUE? Are you fucking insane? Or have you been deep-throating the McCarthy kool-aid right from the source? How's that taste Joe?

Fuck you. And fuck all these sanctimonious bosses who think they're doing us a favor by letting us use what we earned. From the top on down, screw you, screw your numbers, your CompStat, your endless "more with less" mantra and denying us what is rightfully ours.

Anyone bringing in numbers for these assholes is a fool. And anyone not checking the money box (since you won't be allowed to use the time you earn) is being shortsighted in the extreme. And shame on the FOP for not making a huge stink about this. Grieve, sue or have the city buy us out. This is ridiculous.

Lay off Patterson. He's one of us and a great friend to the blueshirt.. There are much worse evils in this dept right now. What he said is nothing new.. It's the supt and mayors line he has to tote .. If he doesn't say it believe me they will find someone who will.. I would much rather hear it from joe than some pencil pushing geek who worked at 35th his entire career. Joe is good people

The City believes that they are shorting the police department, but in reality they are shorting the citizens of Chicago both in the short term and the long term. in the short term, the citizens are being denied the police services they are paying for: afterall, the City has budgeted money for 13,500 officers, but are paying for far less than that (which again raises the question of where is the unspent money going?). in the long term, officers who are overworked and overstressed trying to do more with less will end up getting more complaints against them (remember the six day workweek? most complaints occurred on that sixth day). more complaints, more mistakes on paperwork, more lawsuits, more payouts.

less officers will eventually hurt the city in its pockets. meanwhile, more citizens are just getting hurt physically.

Atty Jonathan Ksiazek said the officers tapped for the security detail got preferential treatment because they had either volunteered to work security on Emanuel's campaign or had political connections to the campaign.

XO Capt. M. Ryan in 019 is using this order to fulfill his long frustrated ambition to deny officers any time off. He has been denying out of hand any furlough extensions beyond the 14 day segment and will not listen to any appeal or read any to-from.

Ryan has said he doesn't see why people need any longer than a 14 day furlough. All he has left in his life is this department. And shithole northwest side taverns.

Ryan is the complete department stroke, toeing the company line completely. Good luck getting people to do any work for you jerk.

What a complete pile of shit this job has become. Nothing but idiot asshole bosses. The few good ones are prevented from doing anything positive for the troops. Fuck this place. Retirement cannot come soon enough. All remaining desire I had to do this job has evaporated.

I was a worker and a saver.
I left my last job with 100 sick days on the books.
I currently have over 1,000 hrs on the books and the max. Pers/bfd's
I have over 35,000.00 in bank accounts and thousands more tied up in pensions and defered comp.
I am scared.
I work in a city where contracts mean nothing.
I live in a country where those who produce must subsidise those who don't, even if they weren't born here.
When I read about the pension underfunding and do the math I realize that the polititions never had any intention of making good on their agreements.
I wonder if these "household name" polititions ever stay up at night woundering what "our" response will be when the tide let's out and the consequences of their actions are clear?

Great post! I too am scared shitless and totally pissed. I was a satcom contractor for years, globetrotting from one 3rd world shithole to the next. I saved what I thought would be enough, then lost about 40% in 2008 when the masters of the universe blew up Wall street (I had a lot in "conservative investments" like Bank of America, AIG, etc., and was doing OK on the dividend income. No more dividends of course, and many thousands in principal gone. You all know the story, those bastards all got bailed out and everybody else got screwed.
I actually semi believed Mr. Hope & Change, but that fraud turned out to be another lying scumbag; nobody went to jail, and in the most outrageous case of all, Obama's fundraiser and blow buddy Jon Corzine just skated out from under a BILIION dollar theft of customer money at MF Global!
So now let me add one more to your list; "I live in a fucking country where laws don't apply to politicians or their friends."
Think about that the next time you fill out your tax return, I damn sure will.

I used to advise young cops to accumulate time on the books (money in the bank so to say). Now I would advise them to take the cash and get as much money as you can into a Roth IRA (out of the reach of the city). Just don't vote for Obama because then you may as well kiss all your money goodbye.

So you're saying management does not have the right to control how many people take the day off? Every other police department (and fire department, and private sector employer) has the right, if not a legal and moral obligation to control its staffing.

Grow the fuck up, this is a job, not a hobby. Nobody's cheating you out of your earned time, you just can't come and go as you please. Yeah we're short, but why should the taxpayers - including ourselves - pay to hire more police just so you can get an extra day off when you don't want to come to work today?

I do not know Joseph Patterson. However, I would be remiss if I didn't inform you of the following:

(1) Shortly before Bill Cozzi reported to prison, I brought him to the retirement party of a well-respected captain. On arrival, Bill and I chose a large round table by ourselves. While most bosses ignored him and treated him as a pariah, I was moved by two bosses that joined us at the table. One was since retired Captain Charlotte del Torre, 002, and her husband. The other was Joseph Patterson. After their long conversation, Bill told me that (Patterson) was "a class act".

(2) We all remember when J-FLED ran the other way in 007 as officers went into harm's way responding to a fatal shooting that just occurred only moments away. The ranking officer responding to the murder scene was none other than Area 1 Deputy Chief Joseph Patterson.

I'm certain that as the current acting Chief of Patrol, Patterson is a very busy fellow. I assume that subordinate officers draft orders for his signature.

Based on my experience, the CPD could use more bosses like Joseph Patterson.

1. Check the money box on everything.
2. File a grievance every time one of these asshole bosses violates the contract.
3. Sell back all your Baby Furlough and Personal Days.
4. File a federal lawsuit for all the hours on the books that the city is denying the use of and not paying you for. Include in that lawsuit that 8.5 out of 12.75 of the hours earned on a holiday are forced to be taken as time on the books that we are not allowed to use.
5. Don't do anything proactive and do not generate activity and revenue for the city.
6. Retire as soon as it is financially possible for you to do so.

Uncle Terry Hilliard stated in his press release that the transfers of Daleys security detail and the placement of the new mayor's security detail was above board with no politics used.He consulted experts before making the selection. The old security detail stated in their law suit that they were selected without politics based on interviews and qualifications. After you pick yourself off of the floor from laughter you will remember that jane Byrnes security detail sued, and got, a ton of cash for overtime. It always amazes me that people who obtain things, not through ability alone, but through the use of what I would call an unfair advantage, that is politics or clout, cry the loudest when they lose their position and yell out loud on how qualified they are and they " earned their position". Is this the same Uncle Terry who stated he picked the captains based on qualification?

It's a shame that this guy is such an A-hole to coppers(except his 2-3 favorites that drink with him.) Besides fucking with coppers time off with their families he is just very unfriendly and cold to most of them. Many that work are now saying they have no interest going the extra mile for this guy. Sounds a lot like the kind of shit the U of C PD would pull. Same shit-different day. The ghost of Doty continues to haunt us as morale is in the shitter and officers continue to look elsewhere for employment. No wonder it's a revolving door with hiring. Can't keep personnel. CON-STAT rules the house as " bosses " ( WALKER-BOOKER- OWENS ) are more concerned with bullshit traffic citation numbers/contact card numbers to make themselves look good in their Friday meeting. Sgts. ( non-union ) being fired-demoted to make room for the chosen golden ones who can do no wrong. Upcoming Sgts. exam ( no one will sign up ) is a joke as we all know the selections have already been made ( wink-wink ). Who would want to take a supervisors position and leave the union protection? How does someone new to the dept. and still on probation get selected for promotion and training assignments ( ET-Defensive Tactics- EVOC etc ) and other qualified senior officers get passed over? Because there are those who, as SCC says, drink the koolaid, can do no wrong and kiss ass to remain the golden chosen ones.( MS, CW, WR, MS, SE ya know who you are). Go get your 10-15 traffic stops/citations/contact cards per shift and your TVB as citizens get robbed in our area while you go to the 02 to process. Ya think we are the CHP? It's all about numbers/stats and making yourself look good. Mission be damned!!! What a joke!!

There are people at work who still go out there and generate movers, parkers, tows, impounds, contact cards, curfews, school truancy cards, etc.... Let me ask you something why does your boss behave this way? What have you done to change his behavior? In my district we do have enough manpower. Yet only 3 officers can take time off. It used to be 7. In my district even though time off is being denied officers still come in with activity. I look at the bin where you put movers, parkers, and anovs and it's full to the brim. I ask you and others, what have you done to improve your own situation? Oh you wrote 5 parkers and 4 contact cards last night? Well you certainly didn't help matters did you? Can you imagine what would happen if citywide we stuck together?

Both were written when the period and segments began on a Thursday and ended on a Wednesday. Periods and segments now begin on a Sunday and end on a Saturday. Directives have not changed to keep pace. Extending in both directions doubles the number of people who are off during those weeks and that, when granted, severely curtails the number of PO's who can take other elective time off.

Or it makes it difficult for our managers to "reward" us with our own time off. But after all we are the department's "greatest resource."

Just take the money on OT and put it in deferred. Put in deferred until it hurts. Drive used cars, live frugally and keep socking away the cash in deferred. Then, the first available day, retire and go have a life.

I now have over 1,400 hours on the books but have to kiss ass to take any of it. And that doesn't count my P-Days (recently denied) and BFD days (also recently denied) which includes carry over days from last year.

One must look at the time on the books as a retirement account to be paid out upon retirement. But there is always the possibility the City can just decide to not pay or to pay in installments. Back in the day a PO lost all time on the books come Jan 1st.

Don't ever underestimate the treachery of the City. We trusted them to always provide health care and neglected to get it in writing in the first contract. We trusted the City to fulfill their pension obligations and that is written down but now the City gas hired high powered law forms with the express purpose of getting out from under those pensions.

Never think the City won't try to fuck us out of everything we have earned. Just consider the way they treat non-connected vendors who have to wait or sue to get their money.

Remember, this place has the tentacles of the extended Daley Crime Family running through all phases of government. Who the hell are we to them? Nothing, we are nothing to them.

You have no concept of management rights which is outlined in the contract. Yes, you can extend your furlough, but the department does not have to grant the extension and really does not have to give you a reason. It is their right under management to do as they wish.

here's an idea....how about...before a person is selected or appointed to a command position, and/or a "sensitive" position, that person undergoes what might be termed a forensic background check, i.e., every family member back to when they were born and to the present, all bank accounts, financial records, credit card statements, real estate records, business records and interests, tax records, marriage, divorce, and family support obligations, familial relationships, disciplinary and lawsuit histories, etc., etc.....not that would "necessarily" disqualify a person from assignment or promotion, but....let's get the info out into the "bright light of transparency".....

I would be willing to bet that you cried and begged to take this job and was grateful for it. Now, everyone can go to hell as you ride around doing nothing? No he isn't. Mike Ryan's dad was property custodian or similar at 014. There was a family connection to Dan Ryan but not father/son unless Mike Ryan is grandson.

Furlough may be extended at the request of an officer with the approval of the Department by the use of any accumulated compensatory time, baby furlough days, personal days and individual furlough days. A furlough extension is defined as the Sunday through Wednesday prior to the start of a furlough or the Thursday through Saturday at the completion of the furlough.

The above paragraph is the only thing about furlough extensions in the contract. Periods no longer start on Thursdays nor end on Wednesdays thus the days listed as extension days no longer have relavence.

This must be addressed in the next contract. Until then, management could, it seems, deny extensions past the 14 day segment.

We have had it good as far as taking time off for many years. Obviously that is changing. It is obvious the department is going to be operating with lower manpower than in the past. It will be harder to take time off. The 4-2 schedule takes more manpower than the old 6-2. We have 18 more days off a year under the 4-2.

Look for it to get a lot harder to take elective time off. This is nothing new, years ago that is how it was: hard to get time off.

It's a joke how 60 percent of these comments begin with or have somewhere in them "FUCK YOU". I think the same person is writing all of this.
As for the comments "don't do any work for the bosses" last time I looked I thought we became the police to lock up bad guys. In 25 plus years I have never locked up anyone, wrote anyone a ticket or ANOV or even contact carded a person for anyone other than myself and my pride in my work.
We make a fair living and as long as your not some dumb ass who does illegal stuff to get arrests then you should have nothing to worry about.
As for Patterson, I know him well, worked with him and for him (in 007). He was a great policeman and is a good boss. For those of you who say "he don't stand up for you" you must have done something so stupid that your mama probably wouldn't protect you.
Now go ahead and bash me about my comments but at least I sleep well knowing everyday I do my job to the best of my abilities for no one but me.
