Safety and Security Fee

  • Chicago should impose a “safety and security fee” — as high as $5 a month on homes and businesses — to generate the $70 million needed to hire 700 additional police officers, an influential alderman said Thursday.

    Ald. George Cardenas (12th), chairman of the City Council’s Health Committee, said Chicago desperately needs a surge in police hiring to ease a severe manpower shortage that has hamstrung the city’s ability to stop a surge in homicides and shootings.

    If a $5 “safety and security fee” was tacked on to the monthly electric bill of Commonwealth Edison’s one million residential and 170,000 business customers and remitted to the city, it would generate the $70 million needed to bolster the force by 700 officers and bolster community policing, Cardenas said. 
So.....what happens when the citizens (and "citizens") of the south and west sides argue that they are neither "safe" nor "secure" in light of a 30% increase in homicides, a sizable rise in shooting numbers and burglaries through the roof?

And we're sure Com-Ed would just love to be the conduit for all this money.  How much of a "service fee" are they going to charge the city for being the bag-man....we mean middle-man?

A fee for hiring police? And all these years homeowners and businesses thought they were paying property taxes for such basic city services.

Chicago, and other cities, are adding fees for things that used to be covered by taxes. So where are the taxes going?

OT, but important.

Extremely busy day in Area North yesterday. Not enough rooms for arrestees, who had to be shuffled around from interview room, to line-up room, back, forth, ridiculous.

Also, there were NO radios available on 3rd watch by evening.

Because of the satellite offices, radios are all over the place. Since you have to use both offices, when everybody is in area north, radios are back at satellite offices.

Also, since cars are at satellite offices, there is a shortage of cars.

Det's working alone on cases with victims coming in, doing line ups, plus all paperwork. No fillers on some cases, dets filling in. Total clusterfuck.

Yes, this was a great idea. Unfucking, fucking believable.

Does CPD even want more police? On other forums, the "current" CPD members argue they don't need the help. Not only that, but they seem to have something against people from the "safe suburbs" applying or getting on. The pompous attitude gets old after a while. It has me rethinking joining up with the city as a matter of fact.

Couple Quick Questions.

I'm in North Carolina listening to Zone 6 over the Internet. I used to live in 13.

I have NEVER heard so many "no cars available" and having to notify Lieutenants and Sergeants about "backlogs" during daylight hours. Also many calls now require a backup.

I'm assuming that they just dumped a bunch of recent graduates into 7 and 8 and that manpower is unbelievably low???

Confiscate any real property from families and baby daddies of juveniles convicted of crimes. How about a larger use of convicted felons on "work crews" rather than letting them watch TV, use drugs and lift weights.

Second City please alert the membership about the upcoming Pension Board Elections in October 2012.

We can't have Mike Shields doing two jobs any more! It's readily apparent that he can't handle FOP and Pension Board with all his blunders. These positions are full-time positions that require a dedicated trustee.

I'm all for the fee....as long as it is charged as a % of police services received. In other words if there are 100,000 homes in the district that 100,000 is responsible for the salary of however many officers are assigned to that district. Those who live in 016, 022, and 008 will probably only be paying about $1 per year because that's all the extra help those districts will get.

Also, I didn't realize new hires make $100,000 to start....that's what 1 million / 700 equals. Maybe I should quit and re-apply. Or maybe that is just the city's fuzzy math.

Well, I do want more police.

But I'd rather just take the money back from ceasefire, the shakedown revruns, all the not-for-profits that get grants to do community outreach, economic development, workforce training, summer jobs, program for at risk youth, etc.

All that shit is a boondoggle.

Neighborhood Chambers of Commerce should be supported by local businesses, not city hall. The whole Special Service Area program is Soviet. After school programs should be funded by fees from users and the coffers of the institutions within the community that run them. There should be no payments made to churches whatsoever.

Our bloated city government is just and elaborate wealth transfer scheme with crooked motherfuckers in government taking a cut everytime the money moves.

I am willing to pay the city for roads, garbage, libraries, parks, community colleges, police, fire, water/sewage, muni courts, limited free cultural programming, and maybe like 3 other things I can't think of right now. AND THAT'S FUCKING IT. Stop robbing me blind, Chicago!

Right, a safety fee. Then what is the property tax for and all the other special taxes they have added over the years? They added a tax for police officers on to the ticket price for all sporting events. Then they slipped in the TMA's. Kept the tax though. Then they were negotiating with the sports teams to get police officers back for football games etc. and the city wanted to get the owners to pay the going rate for officers. But they already paid the "special tax" they countered.

Then there is the special 911 tax on everyone's phone bills. That was supposed to pay for the building of the 911 center back in 1995. Then the number of phone lines eploded with fax lines and cell phones. Then Daley raised the tax and started using it to pay for operations and they made it permanent. Plus now there is the special tax on cell phones to give a free cell phone to you know who. You gotta love this shithole city. Who steals more, a stick up guy with a gun or the Mayor?

Saw channel 9 cover this very briefly this afternoon. The reporter stated "the city COULD use this extra revenue to hire 700 more officers". Nice to see they are admitting the manpower shortage, it comes much to late to even matter now unfortunately. What slays me is the fact that they pretend to create this new tax in the name of public safety while never explaining where all the money that was budgeted for 13000 police officers went. At best we have 9000 officers as of now, probably even less, so where is the money for the 4000 police we were supposed to have? They make it sound like 700 officers are going to close the gap, however, we had 500, 1000 officers retire within the last year or so? Something doesn't add up here, and the city is not being honest about their allocation of revenue. The city has plenty of cash to build Maggie park and bike lanes, but they have to add a special tax to hire police??? WTF!!! These thieving alder creatures and rat rahm are an outrage!

The taxpayers should just buy the 10,000 or so gang members causing the violence an Iphone, a Play Station or/and and Xbox and then they'll be busy off playing video games and be off the streets.

Much cheaper than seven hundred $100K a year cops! I figure it would cost about two grand a pop at best. That would be about $20 mil. total and we could just take that money from the $55 mil. Maggie Daley Park project.

Since so many suburbanites come into the city for our festivals, beaches, bike paths, and work here, Com Ed can start collecting $5 a month for the Park District...IN THE SUBURBS! Really? An alderman makes more than a cop, but not 20 or 30 times more. Even with all his office staff and costs for the offices, I'm sure firing 25 of them wouldn't add up to more than 100 or 200 cops maximum. The population of Chicago is down about a million from the peak. 50 aldermen and 13000 cops might be right for a city of 3.6 million people. But for a city with 2.6 million? Some cuts are in order for both. Since when does an area like the 16th district rate 190 police officers and an area like the 015 district rate maybe 400? There aren't more people in 015. The only thing they contribute to the city is the crime rate. They are government recipients of resources and cash and it isn't helping.

We can't afford to support women with 4 bastard children that disrupt your free public schools, that throw out half the free lunch and breakfast they get at the free public school while still getting 100% of your Purple Link credit card for food. The children need special education because the teachers determine that since they're a minority they are special needs and require special education, at what cost? Try this on for size, your kids are either stupid or just badly behaved and shouldn't be in school since they are depriving those that want an education of it with their disruptions. Just how much emergency room costs and ambulance rides do these family of 5 cost society? Too much. Next, why a family of 5 require a 3 bedroom apartment. How much does that cost us? Not to mention the value of the adjoining property plummets because there are 4 mutants living next to you. Now we're finished with high school, the recent graduate reads at a 4th grade level and believes he or she is far to important to get a job at McDonalds. Just what the hell are you qualified to do with a 4th grade reading and math score? Our young ladies go about the business of having their own family, including all of the benefits listed above and the young men go about impregnating every female they can stick their penis in, add in prison and jail for around 20 or $30,000 per year and you are getting close to what public aid costs this state.

No wonder we're broke. This family of 5 will wind up costing the taxpayers maybe 5 million dollars for their useless, non productive lives.

I already pay over $5500 a year in RE taxes, that include fees for Police & Fire I don't call, a Bd of Ed that I don't send kids to, Parks I don't frequent and Streets & San that come by twice a year to sweep the street and can't put a trash can back where the found it.

Those utility bills get paid all rich, only you pay them. Just like you pay their LINK card bill and SNAP card bill and cell phone bill and Section 8 rent bill and gas bill for heat. You pay for all their shit, sho' 'nuff. You know what I'm sayin'?

Did you know that if you are a landlord and someone is trying to rent an apartment from you and you are figuring out their income you have to include the Section 8 money as part of their income? Wonderful, isn't it? And it is damn hard to get rid of one of them because the Section 8 rent money always comes so you as a landlord cannot claim non-payment as reason to evict.

I love it.

I have a rental condo and it is vacant because I don't want to rent to a shithead. Last time it was vacant all I got to look at it was west side shitheads with credit scores in the low 500's. I'll keep it vacant and wait to sell it rather than rent to a savage. Meanwhile I have to pay all the bills on time but not the animals.

I already pay almost $5 in taxes on my electric bill between the city and state. The city already gets $3.24 cents just this month alone. Now I have to pay more? Why are we burdened with these costs when the city sold a multimillion dollar revenue generator -The parking meters!

Why should private industry profit from OUR assets while we go broke and politicians make up the shortfall on our backs? Why doesn't this alderman brainstorm ways on getting the city out of a contract with Lazy parking company since a city asset that belonged to the people was sold by one person who had no right to sell it. I CANNOT AFFORD ANY MORE FEES, TAXES, WHATEVER YOU WANT TO CALL IT. PLEASE LEAVE US ALL ALONE.

The aldermen agreed to give away a tremendously lucrative asset, so take the money out of your salary for the police. Jerks!

We are overcharged so they can divert part of our payment to tiff funds that they give out to businesses that have way more money than I do. Take my $5 out of that. Heck make it $10. Dear Citizens,

None of our property taxes paid in the City of Chicago pay for police. A portion goes to the Park District, a portion to Fire Dept., the largest portion to Public Schools and a portion to the tif slush fund. Who knows where else it goes but none of it pays for police service.

The Chicago Police Department's budget has historically been paid via ticket revenue. Our City leaders decided to sell this asset so the Police Dept's budget is now just too much for the City. There response was to enlarge the Dept. of Revenue and come up with street cleaning and other parking offenses to try to close the gap. Now this agency has grown to gargantuan size. The City, in it's attempt to solve the problem, has created another giant Dept. with a huge budget. Nothing has been achieved.

They should have just let the police do their job regarding ticket revenue rather than build another agency with a monstrous budget. As usual we will now have to pay more for all of these shortsighted decisions.

Maybe, Ald. Cardenas should get cozy with Proser Career Academy Principal Kenneth Leon Hunter. Hunter could give Cardenas some money from his Prosser disretionary fund, which needs not be itemized or reported to the board. Hunrer gets the money to spend how he sees fit, like on for:

-trips to Birmingham, England with a chosen few students and 'pet' prosser staffers.

Listen guys stop the we're budgeted for 13,500 police officers, 9.5 CUT from the police manpower 2,500 unfilled position so the department wouldn't be short on manpower. So 2,500 positions cut means the police department is budgeted for 11,000 sworn personnel. That also justified closing police districts and two Areas. Now my question is, before eliminating these 2,500 positions we were budgeted for and taxed for 13,500 police officers. Why wasn't the department maintained at 13,500 officers and if the positions weren't filled where did all that money go? Now I came on in 1992 where you had a Loop Traffic, Detail Unit, and every city event and sporting venue had police working them. Now fast forward to the late 1990's and what started happening? The birth of OEMC, TMA's, and Department of Revenue trippling in size. These agencies started performing duties that were once done by sworn police officers. Such as directing traffic in the loop, working baseball and football games, and writing parking tickets. Now I know some of you will say, I hated working those details and rather have civilians work them, but all that did was cause to need less police now. The question I keep asking myself is to start a new department(OEMC) and hire more TMA'S and Revenue people you need a budget. Where did the money come from? To pay for personnel, vehicles, and equipment. Could it be from the money slated to pay for the 2,500 police officers that were never filled? Since these departments have been formed,the money can't be returned to the police budget to pay for the 2,500 the department and city desperately needs. So now the city needs to find a new source of revenue to pay for the 2,500 officers the department is short. A $5.00 safety fee (word for NEW TAX) is being floated around to pay for additional officers. I blame the union for allowing police officers duties to be performed by non sworn civilians. I think we should get rid of OMEC, TMA'S , and reduce Revenue to just booting vehicles and put all that money back into the police budget and hire SWORN POLICE OFFICERS.

A tax that has no guarantees that the tax will not turn into another city slush fund, or like state tolls in that, $5 won't turn into $12 dollars after 2 years, screw these politicans for mismanaging OUR money in the first place.

If this goes through, then they will raise the fee in the future. Also, they will find other things to impose fees on. The property taxes already pay for the benefit of enjoying your property with the protection of the police and fire departments. But this is a property tax disguised as a fee.

Be careful here. It starts with a $5 surcharge for more police. Then, the fire dept will need to hire more firefighters or maybe need new trucks and streets and san might need to hire some more door bell ringers etc. and before you know it, that $5 surcharge is now $50 a month. Don't open the door to these thieves. I agree with the idea that the community should come up with the money for their own protection. Ask the drug dealers to pitch in. As for my own neighborhood, I will gladly patrol while off duty free of charge.

Really? An alderman makes more than a cop, but not 20 or 30 times more. Even with all his office staff and costs for the offices, I'm sure firing 25 of them wouldn't add up to more than 100 or 200 cops maximum. The population of Chicago is down about a million from the peak. 50 aldermen and 13000 cops might be right for a city of 3.6 million people. But for a city with 2.6 million? Some cuts are in order for both. Since when does an area like the 16th district rate 190 police officers and an area like the 015 district rate maybe 400? There aren't more people in 015. The only thing they contribute to the city is the crime rate. They are government recipients of resources and cash and it isn't helping.

We can't afford to support women with 4 bastard children that disrupt your free public schools, that throw out half the free lunch and breakfast they get at the free public school while still getting 100% of your Purple Link credit card for food. The children need special education because the teachers determine that since they're a minority they are special needs and require special education, at what cost? Try this on for size, your kids are either stupid or just badly behaved and shouldn't be in school since they are depriving those that want an education of it with their disruptions. Just how much emergency room costs and ambulance rides do these family of 5 cost society? Too much. Next, why a family of 5 require a 3 bedroom apartment. How much does that cost us? Not to mention the value of the adjoining property plummets because there are 4 mutants living next to you. Now we're finished with high school, the recent graduate reads at a 4th grade level and believes he or she is far to important to get a job at McDonalds. Just what the hell are you qualified to do with a 4th grade reading and math score? Our young ladies go about the business of having their own family, including all of the benefits listed above and the young men go about impregnating every female they can stick their penis in, add in prison and jail for around 20 or $30,000 per year and you are getting close to what public aid costs this state.

No wonder we're broke. This family of 5 will wind up costing the taxpayers maybe 5 million dollars for their useless, non productive lives.
