Wait....Rahm Lied?

  • Despite promises of staffing increases, the Chicago Police Department has fewer beat officers in patrol districts across the city than before Mayor Rahm Emanuel took office, a Chicago Sun-Times analysis of city data has found.

    Days after he was sworn into office last year, Emanuel announced the start of what he described as a major shift in how the police department assigns officers across the city. He promised to fulfill a campaign pledge by assigning 1,000 more cops to high-crime areas without reducing the police presence in other parts of the city.

    “We cannot beat crime without more officers on the beat,” the mayor said then.

    That was May 2011.

    But, as of Oct. 15, a total of 6,638 rank-and-file officers were assigned to police beats citywide, down from 6,746 beat cops at the start of 2011, according to the data obtained by the Sun-Times.

And why would that be?
  • The reason is simple: For every newly hired officer assigned to a beat during the past two years, six other sworn members of the department have retired.

    And because about 1,200 retirements have sharply depleted the payroll, rank-and-file police staffing even in some high-crime areas where new officers were added last year is again declining, the Sun-Times found.
And that's not even accounting for the Units. Anyone seen the wait time to get an ET to process a job? Eight, ten, even twelve hours isn't out of the ordinary. The Crime Lab has ceased to exist for the most part. Detective attrition must have been horrific over the past 5-plus years they didn't make a class, and the 70 currently in the Academy? They are walking into a world of shit.

If you live in a "quiet" part of town, run the numbers for your midnight shifts. There is no police protection during the hours of darkness. Or the Airports? Some nights they are running a single car - one cop covering an airport the size of three or four suburbs.

But remember, crime is down. If the police don't show up, it never gets reported, therefore, it never happened.

I have a question, do all districts keep a 2 man car for lot security? I live across the street from my station and I always see at least 2 cops sitting there in their car all night. They are very nice guys. I asked them one time why they where there and they said because people messed with their cars. I feel sorry for the cops everybody hates you! I on the other hand have never had an issue. Well I hope you guys get what you need from this mayor

Looks like we are creating a crisis to me.

The things that we should be doing to pull people back into society, like providing good education we are instead cutting.

Instead of treating the depressed and mentally ill before they go on a suicidal mass murder rampage in a school or other public place -- instead of that -- we are closing the mental health care centers because the people that use them represent a small group of no political significance....that is until they go on a rampage.

This city is in disarray.

What are we paying taxes for?

It is amazing to see how nobody in the Federal Government holds Chicago accountable for the misuse of Federal funds. Consider that millions of dollars were directed to Mass Transit and Security at the airports, yet on some nights there has been no real effort to stabalize police presence in either of these missions. Mass Transit is the prime example; in New York there are thousands of officers assigned to MTU. In Chicago there are less than 200 officers assigned to MTU. The supplement was the Voluntary Special Employment Program, which Rahn initially axed, until someone explained to him that if he cancelled that program there would be nobody on the CTA! Some nights on Mid-Nights, there are less that six officers assigned to the whole train system, and less than 4 assigned to the entire bus system, city-wide! Anyone taking the CTA after 10: P.M., especially outside of downtown, RIDES WITHOUT ANY POLICE COVERAGE, EXCEPT FOR WHAT DISTRICT LAW ENFORCEMENT CAN SCROUNGE UP! Why has the Media said nothing about this? Where are the Investigative Reporters asking for the logs or A&A sheets of how many officers are working at any given time? There is no independent Media in Chicago, it is all part of the Political Corruption.

It's amazing how when I check for ET reports I'm finding more and more that "nobody home" is the only thing in the report. Victims tell me they waited 24 hours sometimes and finally gave up.

A lot of the burglaries I handle are to businesses, and businesses can't afford to stay closed an entire day or more to wait for an ET. No evidence, no clearances. Not the ET's fault, they're running ragged. And so many of them look like they're thisclose to 63!

I'm going to start telling victims to call the mayor's office to complain.

And you're right SCC, the det's coming in ARE walking into a world of shit. 4+ process jobs a week, court, report writing, overtime running past 15 hour days. It doesn't take long to burn out.

We're anxiously awaiting the new det's arrivals!

The depletion of 911 has also helped with cutting crime. At busy tomes it might take 20/30 minutes just to get through. Hope you don't need the police for real.

Wow! Fewer than 10 years ago we had somewhere around 14,000 officers. Why does it feel like the only sectors of the population that have experienced huge decreases in chicago over the past 5 years are police and small business.

I have a friend that moved up here from the south in September. He works in a Streeterville hotel and I had warned him about the roving horde of scholars that sometimes descend on the mag mile. Leaving work the Saturday night, he approached a group of officers outside the Chicago/State subway entrance and asked if it was safe to go down there. They told him to wait about fifteen minutes.
After fifteen minutes, he asked what was going on down there and they told him that there had been a fight down there with about 200 people involved. Then one of the officers said to him "Only you can change this, tell your friends to pester all the politicians because we get nothing from them!"

Ive just completed 21 years - all in Districts. Here are some reasonable, easy solutions to manpower problems:

1- Each District gets 3 Tact Teams - thats it. No extra special robbery mission or public violence mission teams. 3 Tact teams, period.

2 - Area Deputy Chiefs need to go back to Administering their areas, not commanding small squads of P.O.'s to deploy all over their areas - THATS A COMMANDER'S JOB. No more area-wide gun teams, sat teams, etc...send them back to the watch.

3 - Districts need 1 tact secretary and 2 in the Commanders Office. Consider placing 1 P.O. in the Front Office on 3rd watch while the XO is there so you can keep the Front Office Open longer to get the work done.

4 - Combine Gang Enforcement and Gang Intel into 1 unit.

5 - Despite all the talk - the medical section is still FUBAR. Start ultra-scrutinizing medical roll cases and ordering the abusers to get back to work or quit. In my district, we have 25 P.O.'s on the medical and half of them are abusing the system.

Once the 3 watches in the district get more manpower, the W/C, Station Sup, whatever, can then put up an 06 car or two to reward the workers, put up a few foot posts, traffic car etc. Our biggest problem, as I see it, is over the last 5-8 years, we have made-up all these special units and teams and have completely depleted the Districts thereby adversely affecting Watch Operations.

What is FOP doing to address this issue? I'd like to see them get more aggressive. Shields screwed up deadlines earlier this year and lately he's been spending union resources on helping friends beat out the leadership at IBEW Local 134. He is clearly inept in leading as he can't follow deadlines a the detriment of the rank and file, but why is he helping out his buddy Charlie Dunne (someone with close ties to FBI-most wanted Whitey Bulger)with an upcoming election with a union which has nothing to do with FOP?

This isn't news to us. We see the massive shortage everyday with several cars not being manned at all and other cars working solo. In 019 there are no more rapid cars starting at 1700 HRS due to lack of bodies. 019 has now lost 50 patrolmen over the last year and 35th street has not put one new copper there. 017 and 016 is so short it's scary. Fact is many coppers all over the city are still hidden inside and very few coppers are being hired. Watch the homicide rate soar in 2013.

I know we're short and I agree with you... but it amazes me the amount of people working inside... doing work that 1 or 2 people can do.... but they have 5 or 6 people sitting around playing computer games..... inside people rarely work the whole 9 hour shift. I did work inside for a year so I know how it works and I always thought it was just not fair that the beat people had to work so much harder. They are the only ones working the nine hour day. We are still going to be short but those extra people could mean a lot if you just put them out on the street. For that I blame the commanders. and don't get me started on the people in his office.

How stupid does the Mayor and to Supt. think people really are: we don't hire anyone, but we put a 1000 more officer on the street.
Many districts have to give up two officers a night to staff 016th district where crime has increased. Wait.....did I just say crime has increased??? Yes, no matter what the Mayor and Supt. say crime has increased, but sadly there isn't enough officers on the street to take the report or the victim is waiting for over an hour to even see an officer to report the crime.
I'm so happy the Mayor and the Supt. decided to hire about 450 officers that can't help for almost a year. Oh, does that even cover the past 3 years of retirees???

I am a citizen and not a police officer. So can you please explain to me how "if a crime is not reported then it is not a crime?" Also I live in the 16th district. I live by Devon & Central. I hardly see a police squad car during the day or the night. I asked a policeman and he told me that in my district manpower has gone down by half from 12 years ago. Is that true? What can I do to motivate other citizens about this matter? When I bring up this problem with many of my neighbors and citizens they just say "oh everything will be ok, there is no crime in our side of town".

Someone should tell Rahm the account of Officer Irma RUIZ, who was murdered in a Chicago Public School, and of her partner, the wounded Greg Jaglowski, who took down the assailant. The armed gunman had killed several people and wounded a city worker when he entered the Montefiore School on 14th and Ashland. No one knows how many kid's lives were saved that day. This case is more important that the Laurie Dann case when referring to shootings that occurred in grammar schools!

OT - okay guys and gals, I have been catching up on recent posts and there is a very disturbing trend in most. It seems that we the police, as a whole, believe that any restriction of the 2nd amendment is an assault on our ultimate rights. Then in next breath we belittle, admonish, criticize and disregard people's posts that we do not like. If I'm not mistaken, freedom of speech was an inalienable right under the 1st amendment! Do you have the right to belittle, admonish, criticize and disregard the posts of other people . . . of course you do. I am not talking about legitimate arguments or debates but about the geeks and goofs that feel certain topics shouldn't be discussed, make fun of spelling and grammar or try to show of their "intelligence" by being sarcastic to posters who ask reasonable questions. We all don't have the same ethics, abilities or available time, so we write about what we believe in or have questions about and this is everyone's right. Most of us have time constraints because of family, side jobs or other obligations. If a poster's spelling isn't perfect or they don't know the answer to what seems to be a simple question the average Joe will probably understand and those self proclaimed intellectuals should be smart enough to figure out what a poster is trying to say or ask. I believe that either Einstein or Edison once said that "people of intelligence don't know all the answers, they just know where to look for them". To those posters that point people in the right direction for answers or help, a big thank you, to those who have no life and have time to read our contract cover to cover, get out of Mom's basement and see the light of day.

Honestly, let's not be hypocrites, just as the right to bear arms is inalienable, so is freedom of speech.

My son is in New York for nye, wen in to a bar coppers were there,told them I was Cpd they told him laughing "CPD" coppers are turning in badges and coming to work in New York where they keep up with attrition" true statement,and why is rahm ass in Vietnam? "SAN ANTONIO -- A man was shot by an off-duty deputy after investigators say he opened fire at a South Side theater Sunday night, injuring one person.

"Authorities said 19-year-old Jesus Manuel Garcia showed up at the China Garden restaurant on Southwest Military Drive around 9:30 p.m. Sunday and opened fire. Investigators say Garcia works at the restaurant and believe the shooting may have had something to do with the breakup with his girlfriend, who also works at the restaurant. The girlfriend was not at the restaurant at the time of the shooting.

"The employees inside the restaurant fled out a side door into the parking lot. Investigators said Garcia began chasing the employees and continued firing at them as they ran through the parking lot and into the Mayan Palace Theatre next door.

"As Garcia was running through the parking lot, he shot the windshield of a San Antonio Police patrol car after an officer in the car shined a spotlight on him. The officer was not injured.

"Garcia then ran inside the movie theater, where he continued his search for the restaurant employees. Movie-goers in the lobby, bathroom, and some theaters reported hearing multiple gunshots. The gunshots caused people inside the theater to panic.

"Everybody was just coming out of the side of the theater, running out the emergency exits. And everyone was screaming and running," a woman who was at the theater told us.

"Authorities said one person was shot by Garcia.

"Garcia was finally stopped by an off-duty Bexar County Sheriff's Department officer who was working security at the theater. Officials said the officer, Sgt. Lisa Castellano, heard the gunfire inside the theater and ran towards the sound of the shooting to find out what was going on. Sgt. Castellano spotted Garcia coming out of a bathroom with his gun drawn and fired at him, shooting him four times.

"The officer involved, she took the appropriate action to try to keep everyone safe in the movie theater," Bexar County Sheriff's Office spokesperson Detective Lou Antu said.

In the January newsletter Mike says 445 new officers were hired in 2012. Mike says 570 officers retired in 2012. Mike doesn 't say that over 1,200 officers retired in 2010 and 2011. I know you're not the police but really...it's not difficult. People eventually stop calling to report crimes because they think officers take too long to get there. If you never call and report a crime, the police have no record that it happened i.e. crime decrease. Only you and the guy who got you know it happened. The police don't know. The city don't know. So how is it reflected in data? It's not...so it did not happen statistically speaking. What do the mayor and supt talk about all the time? Statistics and numbers..."overall crime." Notice that the crimes that are down are not violent crimes. That's because if I get a call you just discovered your house burglarized but no one's inside and another call that someone might be getting violently attacked, I can only be at one at a time...you know which one I'm headed to.

Had a burg in progress, two offenders in custody. Ol' boy tells us all these houses he hit, shows 'em to us and tells us what was taken. ASA wouldn't charge him for one of the houses he showed us because of their entry. To the comment at 1129hrs, you say there are all these inside spots hiding people! Start naming these inside spots, I work at 35th street and it's shorter on manpower then ever. Many of us work more then 8 hr tours to get out work done because our boss needs it done and you don't dare put in an overtime slip because if you do your back in a district. The only positive working there is taking a day off is a little easier then a district that it's not just given. You may say I'm a suck ass to work there without getting OT, you might be right but I like being off weekends and in thr evenings for my family. So unless you know what your talking about I suggest you keep your mouth shut! Remember the grass isn't t always greener on the other side. At one time admin staff had it made, but not with the last 2 administrations, they have cut to the bone And there maybe a coue spots where people have it made and are hiding but those days are over for the majority

I remember that day quite well. I heard the male officer call for help on the radio and shots fired, PO shot etc. The thing was terrible to listen to and I was too far away to get there in time to make a difference. I believe it went out over Citywide and I was at A/3. I don't think vests were required yet and the doors of the school weren't locked. If not for those two officers there would have been kids shot that day.

There are other title codes you left out. Yes, Marine Unit and Mounted Unit each have their own title codes and are D2. Legal Affairs has Legal Officers, another title code at D3. Security Specialist, D3, Sgt working as Security Detail CO, commander pay and another title code.

Finance has it all, how many people draw a paycheck, even then, some are in no pay status, deployed, leave of absence etc.

I know that my north side district had approx. 350 on the old strength report 12 years ago and 270 recently. A decrease of 80 plus 2012 retirements and promotions.

Another serious impediment to hiring is Tracy Ladner. She shitcans good candidates through incompetence. Imagine telling people to show up for their new job by email and if they don't get that email they are dropped after the City spent thousands vetting each one. She is a moron.

For the citizen who asked what it meant when it was said, "If crime isn't reported, it means crime is down". Just means if an event or crime is not reported to the police and if a police report is not done, there is no record of that crime so it is not counted in the statistics. Therefore, it looks like no such event occurred, because there is no record of it. All reports are compiled into statistics, to see if the rate of crime is going upon. Or down. For this and other reasons, be careful when you hear the statistics.

OT Retiree here just received a letter from the city stating you have to use CVS stores for prescriptions. All others are considered out of network and you have to pay, then fill out claims forms to get partially reimbursed.

If the victim does not report the crime - there is no crime. A witness cannot report a crime. Theoretically, a victim can refuse. Not sure how many cops in 016, but the squeaky wheel gets the grease in Chicago. Call your alderman and politely demand answers to basic questions. When they tell you they don't have the answers, ask them why an alderman would not know the manpower numbers to a police district within his boundaries.

The 6 or 7 officers that work in Commanders office in 009 have it made. They seldom work a full tour, often split shifts and sometimes " forget" to come to work.
How us that fair to the officers getting pounded in a beat car? The majority of those office dollies don't even have the seniority to be on 2nd watch!

Just put job title code 9175 in crystal manpower and you will see that there are only 23 captains. White, Aguinagua, Dillon, Johnson and any others are not listed there. If you want to know how many job title codes there are go to finance page and look at the salary guide. All of the job title codes are listed there. Run each one and add up the numbers. Real simple. If it is so f--ing important to you, take the time to find out the CORRECT and don't fall for a lot of the bs written by uninformed people.

This is a little off the beaten path, but I hear from GOOD Sources that the Mayor and Super Mac are really really pissed off at Human Resource idiot Tracy Ladner, seems that she and her incompetent staff can't seem to get the numbers in order to hire the recruits, she is facing big trouble too, seems like a pattern is developing that it just so happens, Big Coincident I'm sure that coppers kids are failing the PSYCH and Lie Box, seems little Tracey has a total dislike for cops of the opposite skin texture, and no I'm not a racist, but you can't act this way when you need to fill spots, and these kids can't help it that they come from police families, anybody else hearin a story like this please post it, I can't have my nephew take this entire test over because of one persons attitude.

To the 16th district resident, crime is soaring in your area, their are many crimes that occur on a daily basis that you will not see on your tv at nite. Meanwhile because there is less crime than other areas manpower has been moved away, so less are doing more, in conjunction with a 911 system that may or may not route your call proprerly. The problem is the media covers for the politcians whose only action is to create a preception that everything is safe, which is far from reality. Another one who steals a police officer's salary and benefits and cries that office work is soooo difficult what with the paper cuts and crappy popcorn and all.

You were hired to go after bad people and put them in jail, not to do paperwork for some boss. They should all be civilians down there except for an aide or two for the very top of the command staff.

Certain jobs must be sworn but most do not need a police officer who pees sitting down in them. And that includes the alleged so called men down there. If you are a police officer you should be fighting crime. Light duty and duty related injuries excepted.
