- Chicago Mayor Rahm Emanuel’s administration is leaving a West Side police commander in his post despite an April recommendation by the city’s Independent Police Review Authority that his police powers be stripped.
The recommendation followed a DNA test bolstering a complaint that Harrison District Cmdr. Glenn Evans, 52, assaulted a South Side arrestee.
The complaint, according to sources close to the case, alleges that Evans threatened to kill Rickey J. Williams, 24, and jammed his police pistol into the man's mouth. The sources spoke on condition they not be identified because they are not authorized to speak with the media.
The DNA test, described in an April 17 laboratory report from the Illinois State Police, found that material swabbed from the weapon “matches the DNA profile” of Williams.
A DNA match on the gun? And Rahm is leaving him in place? 100-1 says he's gone by the close of business Friday. Jason Ervin is going to have a field day with this one.

I don't think that the DNA test can conclusively prove that the weapon was jammed in the punk's mouth. I'm sure it was still completely functional and ready to go.

He makes street stops, traffic stops and he shuts down those crazy ghetto parties. This man is a role model for other commanders on how to inspire their subordinates. BREAKING NEWS FROM 011 DISTRICT.
A uhaul truck just pulled up in front of the station and unloaded numerous cardboard packing boxes and delivered them to the commanders office. A crew of movers then proceded to to pack up all of Commander(former) evans junk and load it up into the truck.
Evans was then driven to the call back unit where he will answer calls from now on. He will no longer be able to run around the district causing chaos and havoc.
So long glen, you were just as dumbfounded as a commander as Penelope was. Yes, you were that bad!

Its sounds like his aggressive style may lead to his demise. With all the actual violence in his district, it looks like his willingness to put an end to the carnage led him to color outside the lines. The man was overwhelmed and it sounds like he was pushed to his breaking point.

While I know things like that alleged (and now substantiated by the ISP Crime Lab) sometimes NEED to happen, Evans fucked up plain and simple. People that aren't the police (ghetto police, especially) don't realize that ghetto motherfuckers sometimes need to be talked to in a language they understand. Coppers also need to understand the days of being hands-on in the fashion elaborated in today's papers is a thing of the past.
That said, if Glen Evans isn't smart enough to make sure any possible source of DNA was removed from that pistol, he sure the hell ain't smart enough to run a district. This isn't the late 80s/early 90s, "boss".

Commander Evans is a good guy and a hard worker. He should still be a patrolman being watched over by a competent sergeant.
The Chicago politicians need black faces in command positions. They promoted any face that fit the bill regardless of their ability. Most, if not all, of these faces were meritoriously promoted to their sergeant and lieutenant rank. Add the stress of command to those faces and you have really done them a disservice.
Glen Evans is a victim here too. Put in to a position he was not equipped for and pushed to produce these ridiculous COMPSTAT numbers by a maniacal superintendent who was only interested in making a name for himself.
The politicians will turn their backs on Glen, as will the superintendent. The taxpayers will foot the enormous bill. I hate politicians, I really do. You taxpayers let them do it, so there is plenty of blame to go around.

("If" is a pretty big word. Compared to other occupations, what are the chances of being disabled or killed on the job?)

Evans wants to be superman but is only a normal man. Well, not normal but only the powers of a normal man. In Glenn's mind no one can out smart him, out run him, or out fight him. He is a one man army in his own mind. The short time he spent in 003 I ultimately knew that unfortunately for all the good he wants to do. I knew we (my partner and I) had to avoid him.
He is chaotic, a manic at times. He created more bad than good and left others (beat/tact guys) holding his bag.

I like how stand-up a lot of the people on this blog are. We used to get behind other coppers. Especially when they're only allegations. I'll give the guy the benefit of the doubt like I hope he'd do for me.
Possible but very unlikely skin contact would be enough for a positive DNA test. Theres a reason the most secure way to get DNA is swabbing saliva from the mouth.

Funny that you used the mayors description as " Racoon Eyes" I was talking a black department of aviation workers who is juiced up in city politics from the old man Daley and Harold Washington days. He said that our beloved mayor(barf!!) had plastic surgery done and that only a few people know about it. What part of his body had the plastic surgery? The guy in the know said he had the black rings around his eyes removed. I guess being called Racoon Eyes by the people on this blog really affected him, but they don't read his insignificant blog. I've looked at his recent pictures on the news and the black rings are gone! You guys cannot call him Racoon Eyes anymore,LOL!
This Cmdr. is the "Fo Reel Polezze".
DNA can be on that gun from various sources including rubbing against it. This is not enough for demotion or termination. Now if it had been feces on the barrel, well that would have been more difficult to explain.

If it was my kid I would figure he probably deserved it. My kid was a rotten SOB in high school, I wish the cops in 016 were like the 015th District Police were to me in 1967. They introduced me to a guy named Judge Saul Epton. I ended up on the Police Department instead of IDOC. Thank you Judge Epton. He turned lot's of kids around. The rest he sent to prison or to the Army Recruiter. Quite a few 18 year olds got to Vietnam, Republic of via Judge Epton's court.

We complained about the publication of the CR list because 90-plus percent of this stuff is Not Sustained/Unfounded bullshit. And if it's a small group of coppers, it's also a small subset of complainers gaming the system. We've stated it dozens of times before. Are there a few bad apples? Sure. Clout-heavy jags? Of course. Hard workers who get tagged for working? Definitely. We've stated for the record that coppers aren't above the law - but they aren't beneath it either. If no one is charged, they don't deserve to have their name splashed all over the place where plaintiff attorneys are going to try to make hay and get some truly notorious people out of prison on some made up shit, like Porter.
Second, these allegations are bombshells and the media already published them. We're supposed to turn a blind eye to this just because some fan-boys think he's the "real police?" Cozzi went to prison for a slap. A sergeant lost his job after being spit on and slapping a punk. Another sergeant got fired for hitting a drunk. Anita Alvarez has this case for months and ....nothing? Evans has been a loose cannon for years, protected by the powers that be. Google his name and "Chicago cop" and see what pops up.
This isn't the 1950's any more. We aren't liked. We've made no determination that this might be true, only that punishment has two or three different tiers, and it goes all the way up to the top. This is a prime example. And if it "surprises" you, you might be part of the problem.

them his client couldn't have shot that man because there was none of the bad guys DNA on the bullet.
In the real world, DNA is actually a little harder to transfer. It just doesn't fly off of us as we walk down the street. Could he have spat at the Commander's gun and hit it? Sure. Let's look at the evidence, not look to CSI Miami for speculation.

This isn't the 1950's any more. We aren't liked. We've made no determination that this might be true, only that punishment has two or three different tiers, and it goes all the way up to the top. This is a prime example. And if it "surprises" you, you might be part of the problem.

That's a stretch. How does a gun have so much DNA on it that they can make a match? We aren't talking about skin cells floating through the air. In 28 years I can't remember my gun coming into contact with an offender where his DNA would be on it. And as for any transfer, you'd have to get DNA off an offender, then pull your gun out and hold it pretty tight. Most likely the gun was in the shitheads mouth--best defense would be to say you didn't have a buccal and you used your gun as a swab....and we know how likely that is to fly.

I agree. That is a tactic from days gone by.However,the test results prove nothing, it simply indicates that Evans was in close proximity to a bad guy,and that is an activity most exempts are not familiar with and have no recollection of ever doing.God bless Commander Evans.

Evans was making a street stop of three dudes by himself. Being out numbered, he had his gun out at his side. The dudes got frisky and one of them spit at him. Unbeknown to Evans, spit landed on the gun barrel.
The three subjects fled on foot in different directions. Evans knew he would see them again, so he didn't chase. He did not document the incident because he was unaware any spit landed on him. He would write the whole thing up later, when he found them.
The three reunited later. They all saw the spit land on the gun barrel. They called their dope lawyer. Lawyer had them memorize a lottery story, with one complainant\victim who had gun shoved in his mouth and two witnesses.
Evans was not stripped etc, because everybody knows an Exempt would never do anything as alleged.
While I respect you, I disagree. I was on the team with the sergeant who slapped the kid under the pod cam. Had he done a TRR it would have been a non-issue. Glenn hasn't been convicted of ANYTHING yet. I would hardly call myself a "fanboy" but Evans IS the real police. Until he is charged with this, these are all allegations. They should be treated as such.
That dumb ass should have demanded a search warrant because last time I checked I bought and paid for my weapon, I was involved in a police shooting several years ago and the crime lab guys are telling me that they have to swab my weapon for DNA why, the shithead didn't touch my gun it's mine, so I wiped. It down and turned it over..... If I have to get a warrant for shit so do they....

I really am trying to figure out what the original poster is talking about and maybe that's my biggest problem. You're contradicting yourself. One minute you say Glenn doesn't have the ability to do the position. That's your opinion. For you to say Evans has no equipment for the position and that he is one of the black merit babies promoted regardless of ability doesn't add up. Loose cannon. Crazy as a bat. Sloppy. No people skills...whatever your concern with him, he actually made it off scores. There is a process for people that don't make it off their scores, its called merit. You complain that people underservedly are made because of merit then you say someone who actually passed the tests legit is not smart enough for the job either. Who is then? Let me ask you this...who do you want running the district more? The Feds can suspend any part of the contract they wish if they have oversight over a police department. It has been done before. The whole thing could go out the window, if that is what they want.

When this man got promoted to commander, I said on this blog, that he was not fit for that position. He should still be a saturation sgt in 005.
Evans and former sgt Howard are both from 005. Lol
I'm not saying that he is guilty. But he should be stripped and put at callback until it is resolved.
