Witch Hunt on the Way

  • In a major policy turnabout, Mayor Rahm Emanuel will make citizen complaints against Chicago Police officers available for public scrutiny, according to city officials.

    In March, a state appeals court ruled the city couldn’t keep the records secret, and the city vowed to appeal to the Illinois Supreme Court.

    But on Friday, city officials said they won’t appeal after all.

    “We did think we had a strong case and a viable argument, but we decided this comes in line with our efforts to build relationships between the public and police department and improve transparency,” city spokeswoman Shannon Breymaier said.
That sound you just heard was the sound of hundreds of officers being thrown under the bus for the sake of political expediency.

I guessing most of the complaints against the police are coming from areas that don't deserve the police service that are receiving now, so maybe all you hard chargers might want to think twice about going out of your way to make arrest in these areas.

There's a few takeaways from this that I as a civilian (non-LEO) (and naturally to posters here, I'm a "liberal" who "got the police they wanted".)

But:
1) The cynic in me says "Rahm is doing this to fuck you guys with pension and future contracts." Oh who I'm kidding. That's exactly what it is.
2) I'm not worried about that copper who has had a few complaints over a 20+ year service record. I'm worried about the top 10 officers who have generated the most complaints. And I'd like to think you as sworn officers would be too.
3) City Hall is going drag their heels on getting the CRs out because it's City Hall. And will be sued again and lose.

The timing of this "document dump" is typical Rahm Emanuel bullshit...

After last weekend's 80+ shot and local media caught with their drawers down (coverage black-out on Rahm's orders) when national media picked this up from "The Spirits Of The Air," Rahm needed to re-take the agenda with THIS...

With that said... We can see how clout took care of repeated bad actors and other such.

It's a pity that good officers will get hurt behind this

Or maybe how crimes oftentimes go under and unreported due to excessive response times by a severely manpower-depleted CPD workforce?

Perhaps enlighten the taxpaying Sheeple with facts regarding how the police are stripped from their neighborhoods and sent as unwilling participants in the futile exercise of trying to contain the self-cleaning ovens known as the west and south sides?

Hell wouldn't it be fair both ways to have criminal background rap sheet exposed during trials as well. Lets face it when jurors sit there they don't have any idea of that persons character...its a 2 way street why hide the truth from an offenders arrest during trial making it seem as if he or she have been an outstanding citizen...just an idea! I want to wear the body cam with mic so then the public can actually see how they behave and what they actually say to police officers. It is not ok to say and do whatever the hell you want mr or ms citizen when the police stop you. There are consequences for your behavior but that seems to go out the window because you were stopped by the police. It works both ways. Have these pain in the ass citizens sign affidavits that will hold them accountable should they be found to be lying or withholding their actions in the incident. Officers should now be able to go after citizens financially for the same defamation of character they place on us. Only two more years and I am retired screw this city. And screw doing any police work. All hands off from now on. Not losing my home for doing my job. All you hard chargers out there think twice. This mayor and city don't like you and most certainly don't want you around. Let these good citizens fight crime themselves. We don't need to bag them and tag them anymore. I have fond memories of playing dodge ball in grade school. I realized one of the best ways to to get a hit happens when everyone on the opposing team is clumped together, not paying attention (usually going for a loose ball) - a sorta cluster-fuck-of-a-time to throw the ball at them. You're bound to hit someone.

That's what I feel like is going on in our country, state, and city right now. Maybe I'm getting old, grouchy, and disgruntled, but everything seems like a big cluster fuck and we've become extremely vulnerable.

Okay, thanks for letting me vent and get that off my chest. (I'm not a cop, just a regular schmoe, who really appreciates this blog for a daily reality check.)

Now morale is about to really tank. Any cop who has been a defendant in a frivolous lawsuit knows the emotional drain it places on you and your loved ones. It is humiliating to go to a deposition and have to divulge personal information for the entertainment of some whore attorney, everyone knows they are even called fishing expeditions. Officers who were in the military often have to describe and explain what they did as soldiers and Marines in combat. Coppers will and should just lie down and do little or nothing at their work. If the City is not going to protect your privacy and reputation then you must focus on reducing your liability. Under the current system IPRA as with OPS before them, will take any complaint in an effort to justify their existence. And working cops are the most vulnerable because Dude knows that he can use the system to retaliate and destroy your reputation. Suburban jurors know nothing of life in the City and based on "Allegations" not facts will rule to line the pockets of Prostitutes calling themselves attorneys. The decision by the City to not fight to protect the privacy of officers will have consequences in performance and the attitudes of officers.

Says the guy who's obviously never worked in the ghetto. They get bogus complaints on you all day long for all kinds of reasons. To get back at u for arresting them, their family member. For writing them a ticket. To try to tarnish your reputation in hopes you'll either stop working so hard and leave them alone or you and/or the bosses will move you to a different beat/sector b/c you've had too many complaints.
If u haven't worked a ghetto district, consider this an education on how they fight back against the police trying to police their neighbourhoods.

Sometimes you can do everything you are supposed to do and still get sued. You can get sued for doing nothing too. But I agree shortcuts and sloppy police work increase your chances of microscopic examination.

Both of you guys are idiots. In my district despite the lawsuits and firings, people continue to do "police work" (i.e. dime bag dope pinches, tvb's, felony tvb's, traffic stops, street stops, etc....). There will always be workers and then there will be dogs. Case in point, people like you.

Call me naive if you want. But in the end I believe that the department and the bosses do have our back. As long as you follow the rules and the law you will be good to go.

I have 21 years on this job....... I stopped working 3/4 years ago. They got exactly what they wanted, now enjoy it. Jersey City NJ July 13 2014 A Jersey City police officer was shot in the head and killed early Sunday while investigating a reported robbery, Mayor Steven Fulop said.

Officer Melvin Santiago was in the first police car to arrive at the scene - a Walgreens on Communipaw Avenue - shortly after 4 a.m.

An assailant who had apparently attacked an armed security guard at the drug store and taken his gun used the weapon to open fire on the marked police car, Fulop said at a news conference.

Santiago, who was sitting in the passenger seat, was struck in the head.

Other officers arriving at the scene returned fire, and the shooter was killed. Santiago was declared dead at Jersey City Medical Center.

No word on whether the security guard was injured.

Look at the bright side, the Superintendent's CRs will be a part of this package. Remember the incident at the White Eagle? You know, the one everyone said didn't happen. It will be in there. That's not the only one. So will all the CRs from the politically connected, like Hilliard's nephew in law shooting up the place, what, three different times?

As a taxpayer I am outraged. The slickster lawyers have opened this up solely for the purposes of generating revenue. The complaint procedure is necessary. Absolute power corrupts. But the lawyers have bastardized this process into a money generator for themselves with no regard to justice. They suborn perjury without fear of sanctions or criminal prosecution. Have you ever heard of a lawyer, or firm, being disciplined or charged criminally for abusing this system? Never! Plenty of police officers have (some rightly some wrongly) been disciplined, sanctioned, fired, incarcerated or paid punitive damages to some criminal.

Nine times out of ten these complaints are retribution, exaggerated nonsense from some criminal that thinks it will help their case, or a lowlife lawyer trying to extort money from the taxpayers. None of these cases are prosecuted...none, NEVER! Not one of these criminals has been so much as disciplined, let alone prosecuted for suborning perjury or criminal theft even in cases where there is clear evidence. I can't imagine why.

You want a legit process? So do we, but up until now this has been a one way street. We want those doors have to swing both ways.

I'm guessing this will probably increase the number of lawsuits. Plaintiffs' attorneys will request CR files to look for people who made a CR complaint but didn't file a lawsuit and reach out to them to try to get new clients. Hopefully the statute of limitations will be somewhat of a backstop on this.

The upside, in my opinion, is that the average PO would benefit from the Department doing more to rein in the officers who are outliers in terms of CR files. This will hopefully reduce the risk to the average PO of getting caught up in a failure to intervene lawsuit. And, in the long run, citizens who sit on juries are going to be less likely to award punitives against the average PO who gets caught up in a lawsuit if they know that the "problem" officers are being dealt with by the Department.

I have a Great Idea:, why not have all encounters with an offender live streamed to an advisory board consisting of neighborhood religious leaders, advocates and members of IPRA, along with a few exempts, then they could judge the officers performance during the entire encounter, then give a yey or ney in wether to arrest the person. needless to say I am joking, this will bring this city down to the levels of DETROIT !!! The city is appealing a ruling by a judge that states the city can no longer give out discipline/suspensions/etc after the four year mark, but they won't appeal this.

Public embarrassment of our police, by name, on a website.

Contact with the public equals CR#s. Always has, always will. Police have been steadily looking the other way on traffic violations, suspicious activity and street disturbances for several years now. The city doesn't understand that we would respond much better to the carrot than the stick. The number of us getting the stick in recent years is increasing, and for every member that gets the stick, ten members will drastically reduce their willingness to do any more than the bare minimum. In the meantime the criminal element is given the carrot, through no enforcement, no prosecution and money in form of all these bullshit anti-violence programs.

For those of you like 12:24am who think that all you have to do is your job by the book you are either an impostor or a moron. People lie all the time in this city. People lie on us all the time. Now instead of their lazy ass calling IPRA and making a beef and then just resuming their daily activities of being a loser, attorneys will now be able to search for these people based on their published lies and solicit them with promises of big money. This job just got a hundred times worse, and it already was a hundred times worse than it used to be.

I have to say living in a "low crime " area and having to deal with the constant property crimes on my block and thanking every police officer who has helped us it is upsetting to read about what the hell goes on in areas of South and West side. We pay major taxes and all of our police resources are being diverted to these areas where police at shot at, abused, yelled at , etc. Part of me says let the idiots kill each other in these hoods and help the rest of us keep these dirtbags out of our garages!!

I have a few things to say about CR's, some of the ones I received in 25+ years of service. Accused of MF'ing an arrestee. Yes I did. So what. Sometimes you gotta get your street on. You MF me, I give it back. Accused of burning an arrestee with a cigarette. Didn't happen, she was just really pissed about getting arrested cause she needed a rock. Was easy to check out, just look for burns, which did not exist. Got CR anyway. Accused of taking jewelry and cash during search warrant. Didn't happen. Report showed the same, to the exact dollar amount and described pieces of jewelry, as all was listed in inventory. Got CR anyway. What a waste of time. Sometimes I wanted to return the CR favor to the issuing, lazy supervisor who could have read the report or looked for evidence of the complaint. Some things are real easy to check out prior to issuing a CR, but it doesn't seem to matter. You get one anyway and this should be stopped if the facts can be OBVIOUSLY and immediately unfounded, which was the end result in two of the above CR's. The MF'ing wasn't, but it was worth every syllable. And yes I did it again. I am only human after all. This department needs to quit running scared with the bullshit complaints, and save us all from wasted time.

The problem is a lack of leadership. In the past a watch commander would keep his/her officers informed to answer questions and stop wild rumors. Now the main source of information is second city. Second city fills in the vacuum of the lack of leadership on cpd. Captains are now XO's and focus on their survival with McCarthy. LTS do little and let the sgts run the watch daily. Most commanders are the result of clout, hence the vacuum of leadership. Knowing that CR#,s might be public will have a serious affect on the morale of street officers. If we only had a few old time bosses around to lead and stop the rumors.

No reason to panic. In fact, in the long run, this will be a good thing.
1) It's a lot harder than you think to get information via FOIA.
2) Cannot request blanket data - has to be specific.
3) Departments across the country who already do this see FOIA requests drop because there's so little actionable data - do the research.
4) Morons labeled "activists" eventually find that most complaints are bullshit and don't support their "activism."
5) Like anything else, once you expose things to sunlight, people get bored and stop looking. The only reason they want it now is because they think CPD has something to hide.
6) There are "thousands" of complaints every year, but in the context of how many encounters police have each day, the numbers will look very small indeed.
7) In other words, once more of these complaints come out, people will understand there is nothing to see here, and they will move along.

As for the crybaby mopes who say this is the last straw; they will do no more work, blah, blah, blah - we know you don't do any work now. If you need another excuse to act like a glorified security guard every time you put on the blue, you are a sad example of our growing, useless "entitlement" population.

No matter what the city says, in the past they took every complaint brought to them. These days the city is supposed to get a signature before accepting complaints, and if proven false the signator is liable to be prosecuted. Yeah right. I work in the burbs. Haven't been riding alone two years yet. I already got beefed by a lady who called the state and said I propositioned her with sex in exchange for letting her off of a traffic arrest. The state initiated an investigation and called my department. The lady called the dept too and was set to come in and file a formal beef on me. The bosses reviewed the video and audio, lo and behold not only did anything that can be misconstrued as a sexual proposition occur but WHEN SHE ASKED ME for a break the video caught me pointing at the camera, showing her my mic and telling her eveything she said was being recorded. The bosses ended up shaking my hand because the video proved EVERYTHING she said was a lie and I actually was courteous and professional the whole time. The idea that a PO won't get sued if they do the right thing is so far fetched its ridiculous.

Quit talking and stop policing!!! Officers talk a lot on this blog but lets unify. Don't sign up for VRI for a start. If you didn't know what went on last weekend I will tell you. The department was in full panic confusion last week when only about 24 officers signed up for VRI. Yes on the 04th of July a handful signed up and they panicked. They had all the tact teams working their days off for Fests, so they did some last minute manpower shuffling taking them off the fest filling VRE which is VRI and put inside people at the fests. Let citizens wait for service. Document every crime , write a case report on every domestic. Battery or assault . Crime goes up , we win with manpower. Holy frickin Christ. FINALLY somebody posting on this blog with some common sense. I agree 100%. As far as people claiming they won't work anymore....those are probably the people who want to Police like its the 1980's. Beat downs, put downs and "Creative writing".

No reason to panic. In fact, in the long run, this will be a good thing.
1) It's a lot harder than you think to get information via FOIA.
2) Cannot request blanket data - has to be specific.
3) Departments across the country who already do this see FOIA requests drop because there's so little actionable data - do the research.
4) Morons labeled "activists" eventually find that most complaints are bullshit and don't support their "activism."
5) Like anything else, once you expose things to sunlight, people get bored and stop looking. The only reason they want it now is because they think CPD has something to hide.
6) There are "thousands" of complaints every year, but in the context of how many encounters police have each day, the numbers will look very small indeed.
7) In other words, once more of these complaints come out, people will understand there is nothing to see here, and they will move along.

As for the crybaby mopes who say this is the last straw; they will do no more work, blah, blah, blah - we know you don't do any work now. If you need another excuse to act like a glorified security guard every time you put on the blue, you are a sad example of our growing, useless "entitlement" population.

Arrest for possession and sale of cocaine. Called and walked to neighbors' homes to try to place children with them, at the request of the arrestee. Made seven calls and visits to do this and ultimately got one of the neighbors to watch the two kids. Bent over backwards for the arrestee. Caught a four million dollar Federal lawsuit for failure to make arrangements for the kids.
Keep telling me all about not having to worry about a thing if you just follow the rules and the law. Four years of grief and a pretty ugly pending cr number until it got tossed in Federal court. But you keep on telling us how it's all such a cakewalk.

The public generally supports and backs the allegation, whether it is true or unfounded. Furthermore, people armchair quarterback athletes but know they can't do their jobs. On our side people actually are convinced that they know what they would do in our shoes and it is horribly false. Because of that the expectations the public places on us are unrealistic and nothing that the majority of them would ever submit to themselves. In short, we wouldn't put any money that the general public can or will look at glaringly false accusations and side with us. That's why. I have a friend who had a lady say he pointed a gun at her. We grew up together. You could barely get him to curse growing up. He was that one friend my mom liked and wished I hung out with more, great guy from a great family...and a passerby tries to encourage a guy he was arresting that had a gun and see if the police were harassing him...no the public is not trustworthy on our behalf.

The problem with getting CR's is that once word gets out to the defense lawyers that you have "a lot" of complaints, then the stakes in lawsuits and criminal cases go up. It's a given if you make a lot of arrests, then the bad guys will make alot of complaints. It's a tactic developed by the defense attorneys who use the CR complaint as a way to create doubt to win their client's case: they make an allegation that somehow the officer did not follow procedures. To back up this tactic in court, the judge wants to know if a complaint was made, because if there was no complaint, the allegation of whatever misconduct will not have any credibility. Lots of arrests equals lots of complaints.

Lots of complaints tells me that an officer is the "working police" (in most cases) but to joe citizen or joe juror, who only hears of a "high number of complaints," it may sound like something more nefarious.

Most of the complaints are BS. To joe citizen reading this blog, I would venture a few officers even got complaints on days they weren't even working. Why? because the criminals couldn't remember who arrested him on such-and-such a day, so just accused an officer whose name he did remember. This would be laughable if the release of such complaints to the public wasn't so serious.

This was a case of allowing the arrestee the option of handing her kids off to a neighbor of HER OWN CHOOSING. Parents get to do that. We never had custody of the kids and didn't have to take custody of the kids because the woman chose someone to take them.

You only turn the kids over (to either the desk sergeant or svu if you take care/custody of the kids). We never did. Since I went to svu shortly after this fun-filled arrest, I know what I'm talking about. We did it by the book, we were more than amenable to the arrestee's wishes. We still got slammed with a baseless cr and lawsuit that dragged on several years.
Nothing is EVER simple stupid.

One has to first understand or know what complaints are going to be available to the public. Are they the ones in your disciplinary file or the ones in your complaint history file? You see the dept has 2 files on you regarding complaints. The complaint history file is a permanent file containing all complaints made against an officer from day one on the job. The disciplinary file is a file that contains any discipline resulting from a complaint, and is supposed to be removed after 5 yrs. However all cr's and sustained cr's are in your complaint history file and remain there until retirement. Now if you think cr's are no big deal, if you are legit you don't get them then you are either a civilian or never been the police. I've gotten cr' s on furlough and still had to answer them and they still remain in my complaint history file. If you own property, a home or have any type of savings they will be in jeopardy of civil action resulting from those complaints against you, don't be fooled. This action by the city will be the single most destructive policy ever in the history of the dept. You can't be sued for swearing at someone or being rude, but if you place your hands on someone or restrict their freedom you can be accused and sued civilly. We all will regret this policy taken by the city, we will see its effects soon, not just on how we police the public, morale, and crime stats but we will see good officers lose property and money and very likely their jobs. It's coming, be prepared......and stay safe ......remember they look for patterns of alleged abuse, and then they file and then you list your assets..........protect yourself and your partner, think first, then act, and always ask yourself is this worth it, worth my home, my families security, my livelihood .......
