- A powerful Chicago alderman's sister who failed Chicago Public Schools' selection test for principals twice will become the new principal at Gray Elementary thanks to changes in the district's hiring policy made in July.
Catherine Sugrue has been an assistant principal at the Portage Park school for a year. She is the sister of Ald. Patrick O'Connor, 40th, Mayor Rahm Emanuel's City Council floor leader.
Gray's Local School Council selected Sugrue as principal in the spring. The district did not allow the promotion to go through because Sugrue had failed a principal eligibility assessment twice in the last 12 months, making her ineligible for the position. Officials said she could retake the assessment in three years.
But under a new policy approved at the July 23 Board of Education meeting, the schools chief can appoint an interim principal regardless of whether he or she passed the eligibility assessment, if the person "has a proven record of performance" demonstrating "he or she is exceptionally qualified" to serve the needs of the school. The interim status is indefinite and at the discretion of the CEO.
In this case, "...a proven record of performance demonstrating he or she is exceptionally qualified" means "I'm related to the aldercreature and I don't have to pass your "qualifying" exams. I can just get a massive pay raise and prestige and shit on you little people."

She can't meet the basic standards and requirements. The district, thankfully, steps in and stops the local council from making a disastrous and obviously political decision to the detriment of the kids.

With over a 40% dropout rate, it is safe to say there has to be a lot of "merit" promotions in the CPS structure as well.

O'Connor's kids were caught up in the hiring scandal at the Metropolitan Water Reclamation District where clouted relatives were hired for summer jobs.
His brother-in-law, the husband of the principal was warming a chair at the Water Department before the alderman got him a place at the City Colleges of Chicago.
Other aldercreatures do the same stuff, but manage to operate below the radar. O'Connor has a talent for stepping in it.
Just like the police department promotion from the bottom prevails. The truth is either you know work material or you don't everyone takes the same test and the one that scores the best is the one that knows the material best. He undercut dozens of investigations of the city counsel by changing the ordinance and now clouts his sister into a high paying job. Not bad. And, this is the guy who gave an interview to the Sun-Times saying that Chicago is now ready for reform. Ya, right !!

O'Connor has tried to attain higher office several times, but fallen flat every time. He lost the nomination for SA to Partee; lost the general for SA to the Republican (losing his own ward too); as Rahm's chosen successor in Congress he was steamrolled by Quigley. He has to console himself by enriching his friends and family members because he cannot grasp the brass ring for himself.
This is exactly why my kids went to St. Syms and Brother Rice. Slow Connected people running the schools...

LSC's can be both good and bad. Good as the LSC can get a rid of principal who isn't doing the job.
Bad if the principal stacks the LSC with his own people, challenges/gets removed outsiders who win a position on the LSC, and he/she can stay as principal as long as they want without the school showing any legitimate improvements. And, since the principal controls the building usage and the hiring of certified (teachers, APs, counselors) non-certified staff (janitors, security, clerks, engineers), he/she can run a nice 'barely legal' fiefdom.
Case in point is the oft-mentioned principal of Prosser Career Academy High School Kenneth Hunter on this blog.
Hunter has run a underachieving and corrupt school for ten years without any noticeable improvements and not coming close to meeting any state standards. And, how does he continue to stay in command? It's because he loads the Prosser LSC, who vote on principal contract renewals, with his people. One noteworthy LSC Prosser LSC member is Ald. Patrick O'Connor's chief of staff, Tim Czarnecki.
Why is this noteworthy? It's because the same construction companies doing work at Prosser are the same ones contributing big money to Ald. O'Connor's campaign funds.
Now, everything could have continued on for years with Hunter as principal. But, Hunter got sloppy and directed one of 'pet' teachers to have all of Prosser's teachers game the University of Chicago Consortium school survey and they got caught doing it. Check out the link to the article here:

So, what happen? Hunter was forced to take a LOA in January, 2014 and to start burning up his remaining unused sick and vacation days, then he will be forced to retire in August, 2014.
Who'll take over for Hunter as Prosser principal? Dr. Karlen Lusbourgh, formerly an AP at Simeon HS, who was forced on Hunter by CPS honchos who wanted her to keep an eye on the operations of Prosser two years ago. Lusbourgh is also considered a BBB protégé.
Did I mention Hunter had political hack Michael Klonsky, of the 60's radical group The Weathermen, trolling the halls of Prosser for three years until Hunter was forced to take a LOA?

When Rahm's detail started in the old 019 at Bel/West(now known as Bel/West)a person was attacked that was assigned to the detail. "Iron mike" was the W/C and C/O J. Kenny was the D/C. As U might imagine this was a major event so C/O Kenny ended up putting on his uniform and driving up to 019.
All the Coppers involved were in the back by the tact office. It's no secret that "Iron Mike" and Kenny didn't like each other. So C/O Kenny asks if we have everything under control(arrest, IOD, statements to the DTs)and "Iron Mike looks at Kenny(an educated man)and says "I think everything is copestetick."
Kenny's face was priceless. It was like "I have to deal w/this monkey fucking football as a leader of one of my watches." It was awesome!

The misfit O'Connor picked for supervision where I work finally got a royal beat-down by the Commissioner. It was a pleasure to see him dispatched to an undesirable shift.

Patrick O'Connor shouldn't ever be allowed to choose another supervisor after clouting in that asshole.

When it's all said and done, aint a damned thing any of us can do about it. That is, except bitch on a blog. I've given up concerning myself with the machinations of the Chicago political culture. Dad always advised me that "Life Aint Fair". The majority of the people in this city, are getting exactly what they voted for.
In twenty one months, I'm done. Then, the ole lady and me are off to the south. My sincere condolences to those of you who have to stay here. Because we all know it's only going to get worse.
