Where's the Weed Money?

  • Chicago's most powerful aldermen want to know why a two-year-old ordinance that empowered Chicago Police officers to issue tickets for small amounts of marijuana has been a bit of a bust.

    At Wednesday's City Council meeting, Police Committee Chairman Anthony Beale (9th), Finance Committee Chairman Edward Burke (14th) and Zoning Committee Chairman Danny Solis (25th) demanded City Council hearings into the disappointing results.

    "While the Police Department has clearly made great strides in implementing this law by logging fewer arrests for low levels of cannabis possession, I believe the City Council deserves to see all of the statistics firsthand and determine if we have successfully undertaken what the legislation intended, " Burke was quoted as saying in a news release.

    Solis championed the ordinance in hopes it would put police officers on the street for thousands of additional hours to fight more serious crime. He was also hoping to avoid saddling black and Hispanic young people with arrest records that would haunt them for the rest of their lives.

    On Wednesday, the alderman acknowledged that the results have been slower than he expected.
Someone want to run through the entire process again for slower members of the City Council and the media? Here's a clue:
  • It saves no time and there is seldom any court time involved.
Wait? What? A street stop, weed test, ANOV issued, test kit inventoried don't save time over a simple weed arrest? No, not really. With the miracle of computers and copy/paste, you can process multiple weed arrests faster and manage to get a court date out of it. In any event, we hear complaints constantly about "no test kits available" for the watches because the Tactical Teams took them all and locked them in the office because ::surprise:: they're under orders to produce weed arrests to make CompStat look good. Quota based policing to keep a spot - illegal, but winked at.

Hold on - coppers make arrests to go to court? Um, duh? Is anyone here old enough to remember Sound Impounds and the four separate court calls at 11th and State? That room was packed. Hundreds of cases a week, literally. Then the city went and put it on a key and suddenly, a lot less sound impounds. Talk about killing the golden goose.

Of course, in those cases, the city had a hammer to hold over the offender - they had their wheels, an actual asset to auction off if no payment was forthcoming. What do you have in a weed case? Half a blunt? Keep it, they'll grow more. No incentive, other than a Tact spot and nowadays, Tact is too often CompStat's bitch - get Cards, get ANOV's get weed tickets, and while you're at it, go to this detail - your day off is canceled. That's policing in the 2000's.

OT: Reliable HQ source says the failed squad police pilot program has been renewed for 2015, but with some changes. 024 is merging with 020 and they are going to the ten hour day squad police pilot program. And, Dept. will test body cameras on one of these squads!

I know most of the city council members have never run a business and reading the above I doubt that many have ever held a real job.
How to vector an employee's energy through motivational policy is not their strong suit.

Off Topic but the parents of the teen killed while attacking a police officer in Ferguson (this is what all headlines SHOULD say) flew to Geneva Switzerland to "testify" to the UN committee on torture. However, they were not testifying about how gang-infested neighborhoods terrorize the good citizens within and nearby, but about other stuff.

My question is: how did they fly there and who footed the bill? Was it paid for through their own hard-earned money, or were they sent there by other, invisible means?

Second: wasn't Michael Baden, the private "forensic pathologist" hired by the family to do the autopsy on the son, (who prior to his death had committed a strong-arm robbery on a store clerk), the same pathologist in the OJ Simpson case? why does a person hired by the subject of the autopsy get to testify before the grand jury? will he tell the grand jury of his bias?

And why is this grand jury taking so long?

Or are they trying the police officer in what amounts to be a secret court?

I remember sound impounds. The city would get something like $400 per impound. Out of that $400 the city had to pay the Officer something like $60. So the city got a total of $340. But the city got greedy and wanted to keep all the money and cut the Officer out. So the Officers said F it. Now the city gets $0, the same amount that they were paying the Officer. The city that works!

The city council, mayor, superintendent, CPD bosses, good citizens want real policing but don't want to pay for it.

Real police generate numbers if overtime is involved. Tact teams generate numbers if overtime is involved. Specialized units generate numbers if overtime is involved.

Detectives clear cases by arrest when overtime is involved.

Police are expensive with or without overtime. They are necessary.

The city counsel is an extension of the sitting Mayor's wishes.

If they actually thought for themselves they would propose real reform. Why 50 alderman? They rape the system worse then any city worker. They should all take drug and alcohol tests in a random fashion. The mayor should lead by example and volunteer to go first.

Police should work 20 years and out. Collect their pension and go do something else.

The city would save money by not having to pay over time at a higher rate. Probably enough to pay for our pensions without getting legalized dope or a casino.

Ya,right. This rumor has been circulating long before Team Policing was thought of.

At one point in time 024 and 020 were going to merg because the powers that be said it was costing the city too much money to maintain the 024 station.

Never happened.

And of course, we have the great success story of the merging of 12 and 13. Considered a success by the city BUT now they have decided to open a satellite station, where you might ask? Well, in the old 13th district building of course!

Oh, and now that the dust has settled, how are things going in the new 019? So far that has all the makings of an arranged marriage. But give it time. All the coppers in the old 23rd will come to like the 19th district coppers. Much like when that relative comes for a visit and never leaves. And make sure and ask all the fine citizens in the old 19th district how they feel.

Police stop a pot smoker, he pulls his card, tells the cop to get fucked. That is coming here and that will be the end of it. Pot will be mainstream in five years. By the way, I bought 25g of pot at Arizona state university in 1969 for eight dollars with seeds. Today 25g of medical marijuana in Colorado or California can cost $500 to $600 with no seeds. So who is bullshitting who with this medical recreational marijuana bullshit?

3 Illinois Police Officers Sue, Claim Arrest Quotas

Thursday, Nov 13, 2014 • Updated at 10:49 AM CST


Three patrol officers are suing the Normal Police Department, saying the central Illinois town improperly disciplined them for failing to meet arrest quotas.

The Pantagraph in Bloomington reports the officers filed the lawsuit in McLean County Circuit Court. They say they were disciplined for not meeting a minimum number of arrests per month for traffic, criminal and ordinance violations.

Normal Police Chief Rick Bleichner and Normal City Manager Mark Peterson declined comment Wednesday. They said they haven't seen the lawsuit.

Earlier this year the police chief said the department has performance standards but it doesn't have quotas.

The officers are asking for an injunction to end the town's policy on arrest minimums.

I think you're missing the idea of their argument which has nothing to do with agreeing with it or not. It's not that we hook up black people for crimes they commit. Their concern is that we are more likely to send white people on their way and tell 'em get lost for the same offense...while black people and Hispanics more frequently get charged. I'm in the burbs, a mostly black burb. Do I see people get stopped for being black? Negative. But in all the cases I've seen of people being overcharged, getting unnecessary impounds, weak cases that should not have ended in arrests...honestly it is almost always black guys and I'm not talking about low lifes. White guys seem to more frequently be "understood" or "not a bad guy" while black guys get more of a zero tolerance approach..that has several times ended up an officer error. Then of course they hate the officer and think he's a racist and while he's not, I see why they think that.

Why do so many of us get caught up in this decriminalization front? Do you really NOT realize this has nothing to do with blacks and browns in jail and blah, blah, blah? This is about keeping the daily population as low as possible so operating expenses are the same. The feds forced the county to hire COs because they are so understaffed. The more inmates, the more staffing costs and the more overhead. The end. Early release programs, home monitoring, boot camp...HAVE COST SAVING OBJECTIVES by decreasing the time the county/state feeds and houses you.

It takes just as long, probably longer, to ANOV them for pot as it does to arrest them. That coupled with the picture ID requirement for ANOV explains why the program never produced the results the uninformed politicians were expecting.
They need to stop making it a racial thing because it's not.

For me, back in the day, it was 1 sound impound a tour. Between my partner and I we were at 11th & State all the time.

THEN, the city decided to cut me out of my 3 hrs. SOUND IMPOUNDS stopped immediately.

That's what I'd like to know too.
The city really wanted Furlo by watch so if you're FOP and you're going to let the city have that then through give and take negotiations you acquire something in return.
What the Hell did we get for giving the city furlo by watch?
