40,000 CR Files?

This keeps popping up - what's the progress on it?
  • Regarding the CR files that are the subject of the current fight about releasing via FOI:

    They all exist all right, about 40,000 of them and they are on disc, every one of them. Entire file, not just a one sentence summary. Including at least a couple with one former FOP President John Dineen as the accused. Also including my entire career with 27 years of CR files but not one sustained complaint.

    The older ones are not supposed to exist. But they do. Now what? 40,000. You can bet that if the Tribune gets it's hands on them that there will be a link for the public to view the entire group of them.

I was at the FOP meeting Tuesday. Only the last 4 years are subject to FOIA requests. City Told FOP and the other unions not to fight this. ALL of the supervisor unions caved. TRO in effect. Sgt. Ass. sticks it to us again like the 2% for retiree health care. Thanks Jimmy. Judge wants arbitrator to rule on the violation of our contract about retention of CR #'s

Bad lawsuits coming down boys and girls. Seems that some closed CR numbers are being re opened. Does not look good for a few officers. I happen to know one of them who in my opinion is one of the best officers I have ever known. Strong and a true leader. He was great in 10 years ago and still a worker now. Never trust the brass J you taught me that.

Speaking of numbers didja hear how FOP discovered THOUSANDS of unfiled grievances in the basement over on Washington St? Dean brought it up at Tuesdays meeting. Seems like Rich Aguiliar couldn't be bothered with doing his job once he knew he wasn't gonna be reelected. The people that were filing all those desk sgt grievances were told by FOP that there cases were not gonna fly after the first guy lost his case even tho the arbiter said his case stood alone. And not just desk sgt grievances. All kinds. If you haven't heard shit about your grievance call FOP and demand an answer. Especially you people with the out of grade desk sgt beefs. Rich A cost a lot of people a lot of money by blowing these cases off. At least the FOP says this is cause to reopen the cases and go in front of another arbitrator. Every PO that hasn't heard shit about there out of grade for desk sgt needs to call FOP Immediately and demand answers!!!!!

The 40k CRs were always kept secret until Dean came along with his cousin's FTO Don O'Neil. The CRs now surface thanks to that duo. If a complaint is not sustained it is a rumor which affect your future employment.

NO ONE should be required to wear a name tag. The only form of identification a Police Officer should be required to publicly display is a star number. If the public wants to complain/praise an Officer all they need are those numbers. The City knows how to identify you from those. There is too much information on the Internet with which a person can damage an Officer with by knowing his/her last name.

This is incorrect. The records on CD that were given to ALL the unions are one line descriptions, not even summaries. For instance, accused name, date, classification, findings, penalty. That's it.

Second, all the supervisors' unions filed grievances and joined the lawsuit originally filed by FOP. As a result, the judge issued an order that the City CANNOT release the list until after an arbitrator has ruled on all four grievances.

So, to you rumor mongers and instigators, GFY.

even for the past 4 years, unless complaint was sustained and discipline imposed, CRs are exempt from release, says it right there in the FOIA Act. No other law enforcement agencies in Illinois turn over complaints that did not result in discipline, so why would CPD ?

Dean knew where all the Desk Sgt Grievances are kept. He also knows that all grievances are kept in a database. Blaming Donahue and Aguilare is getting old Dean. Dean, if you think misconduct was committed, bring charges, they will stick because you will appoint your brain dead pals to a committee, the appeal will be won, and you will get your ass prolapsed when the lawsuit is over.

Guys and girls, wake up! Why do you only believe Dean when his is blaming someone else who isn't there to defend themself?

well I guess they really don't have anything to worry about then huh.. especially if it was from 10 years ago.. Because most of us know who have been run through the wringer that any lawsuit that is filed past the two year mark of the incident is beyond the civil statute of limitations. if the incident occurred 4 years ago from today's date there is absolutely nothing that can be done.. much like the kochman case which was just tossed out because of the statute of limitations. cmon, stop trying to scare people and spread nonsense.. especially when you have no clue what you are talking about. also, sometimes a lawyer will try to argue to beat the statute of limitations rule that the offense wasn't discovered till recently so the statute of limitations clock has not yet started yet so the lawsuit can proceed. The great thing about a CR number from years ago is that they CANT argue that because if the incident happened in 2006 and a CR number was started in 2007 or 2008 then they cant argue that it wasn't known because it was known because they beefed! They beefed but they didn't sue in time so there goes that... and there goes you stupid rumor about how you know one of them... try again troll. so dont worry "J".. just someone trying to screw with you who obviously has a bone to pick with you but tries to make it seem like you were the best of friends ten years ago.. because if you really did like and respect "J" you wouldn't put it anonymous on a blog, you would call or text "J"... you moron.

A little bird told me the following. FOIA requests submitted to the department requesting email correspondence provides results going back well before 2000 even though the department is only required to maintain the last 2 years of emails. The archives are searched and all emails are turned over.
Based on that it is safe to assume the department will release all CR files regardless of how old they are. If they have these older files and only release the ones that are 4 years old or newer everyone will ask what the department is hiding by not releasing the older ones.

That's hard to believe since FOP had a flood when the HMS Shields was already capsized. That is why Harold Brown now has a renovated store. Hard to believe any documents would now be found in the basement.

These weren't "in a databox." These were original paper grievances IN A BOX! They never got processed, I presume because the dope doing it took it upon himself to decide they weren't worth it and he was busy running for re-election. I respect the response that was written back about what I posted. I posted the bad cr beef coming down on J. I respect him as a man and above all else as an officer. I have texted him and gave him the heads up. I re read the post and what I meant to write was that he used to work in 010 years ago. I never meant the beef was from 10 years ago. I have no bone to pick with him and in fact respect his strong work ethic. He has always worked no matter what was surrounding the police. He is the real police and has gone above and beyond helping officers and the families of fallen officers. I also respect the post that was posted sticking up for him for the simple fact that this blog is often a cop ripping another cop behind his or her back. That was not my intention but was stating no matter how good you are it is not worth it at the end. Sorry for the confusion. Sgt K.G.

Listen up, all complaints against all officers are kept forever on your complaint history file. Your disciplinary history file is purged evey 5 yrs. there are two files one is permanent and the other purged every five yrs. the complaint history file states the complaint and the findings, that's it......I think it's wrong to release them but I'm just a cog in the wheel going around and around ending up nowhere....

The three other unions failed to show up in court because the city told them not to or there would be consequences...

They only filed the grievances AFTER FOP won a TRO. Nothing like jumping on the band wagon as it's crossing the finish line.

Go to the meetings cement head. They have been in court for months on this. Better yet go to the court hearings and listen if you don't trust FOP.

They (the city) tried to hit me with 30 days pending. Ag-u-liar told me to take the 30 days and save the job. Went to court and won. Not even a reprimand. Not sustained when it should have been an unfounded thou.

To be honest, I do not give a damn if they release our complaint records. I have a little more than sixteen years on this department and haven't received a cr from a citizen in over 11years. I probably have a total of only 6 in my file. I have made plenty of arrests, written numerous tickets, completed numerous trr's after some very physical arrests. I have never served a day of suspension time. I have been named in federal law suit before with other officers, in which subsequently before the start of trial, me and a few officers names were dropped from the suit. In retrospect, I have been very fortunate, thankful and no longer patrol aggressively. I'm only concern with the 1st, 16th and the 22nd.
