Merry X-Mas Captains-to-Be

There's a list out. No, they didn't make captains. They made a list of lieutenants who will attend training in anticipation of vacancies occurring one day. There is a rumor about going back to One Watch/One Captain, but no one is sure.

Here is a list of the blessed:

22 names, 14 from Units. More than a few heavier-than-whale-shit connected folks, some who have served next-to-no-time in patrol, at least one former Commander and a couple who haven't even been lieutenants for a year yet.

Must have been an attempt to balance out the over-representation of units? Or maybe someone realized there weren't enough people with the letter "R" in their names. Seems as good a reason as any, but a lot more political players listed now.

    Only 22 are going to school. He lost was whittled down from 76. Of that 56 got the interview and from the 56 interviews the Supt narrowed it down to 36. From that he made a class of 22. The rumor is that he is making 22 off the bat to be able to send one to each of the 22 districts (no coincidence in the number 22). The position of district XO will be eliminated and the XO will have the first choice of either 1w or 3w with a new Capt getting the other.
    After that class is settled in there will be some promotions and a few retirements. The last 14 will go into school and be pulled "as needed" to backfill those spots.

    Wow! Gusty Gonzalez with three big bites of that merit apple. LAPA has been extremely good to her and her husband who also made the eligibility list. Good people but come on. There are a lot of good people out there.

    Is that the 021 Dist D. Harris? How and when has he ever displayed great leadership? Heck, some of these...as Dean says, "girls and guys", did not even lead at NATO.
    With the sign of the times, we need great leadership.

    Speaking of Dean, he just revealed he is not capable. K.K. even said that Dean bombed the press conference, missed the opportunity and admitted that it was a "moment for Mike Shields". It got so bad that they purposly cut the power just to put an end to the 10 minute "spork in the eye".

    Absolutely disgusting, a lot of the names (not all) on this list.

    Multiple bites at that Merit Apple because of clout, nepotism, birthright, political affiliations and/or who fucked who. Many of these "Best & Brightest" never dialed Felony Review in their illustrious career, haven't been in a beat car since their probation ended and a handful don't even have a star on their sleeve yet.

    Chicago-style "transparency" is alive and well within the CPD. G-Mac talked a decent game, but anyone with an ounce of grey matter recognized him as the fraud puppet he is the moment he set foot in St. Sabina's pre-City Council okay.

    Anyone that thinks this job is legit is a damn fool.

    The 2nd list is an eligibility list, meaning once the first 22 are promoted then they would be eligible for training then possible promotion.

    The list confirms to me: that the Superintendent is a coward. He is a politician. He is not a leader or a police officer. The list is too long – its window-dressing. The Superintendent cannot make a freaking decision. Headquarters has 4 commanders that do nothing (they are too dumb to do anything) they were moved there because the Superintendent didn’t have the balls to demote them. The same logic applies with the list – the Superintendent is not smart enough or has the courage to make a top 10 list of the best candidates. He made politicians and cry-babies happy, but that’s a list of people that will never get promoted nor should most. He is a joke.

    What's the matter with John Riordan? I never had a problem with the man and I have known him for 28 years and worked with him and for him several times in those years. Good man as far as I am concerned.

    Want to bring up family clout? I recall when he was a sergeant, every time I saw him, in his patrol car, in Starbucks, whatever, he had a pile of orders and books, studying for the Lt. test.

    Maybe he picks good people who work hard.

    Sort of like bum rapping Admiral Chester W. Nimitz because his clout got many of the Lt's and Commanders and Captains under him promoted to high positions within the Navy and many of them had not only ships named after them but entire classes of ships named after them. Fletcher, Spruance, etc.

    He was my tact lt. in 24. Knowledgeable, led from the front, always took care of the troops. Guess that's why he wasn't considered. Same B.S.; different names.

    how many were merit sergeant or lieutenant , assign them to a 12 hour shift 1730 - 0530 hours , that is when we need supervision to monitor gps , tactical , 3rd watch leaving early , ooops xo been know to leave and not swipe in and out

    Congratulations to all the newly appointed Captains....I'm reading a lot of comments on various blogs and social media sites congratulating these fine individuals ....I'm reading a lot of comments such as: well deserved he or she is a great boss they were or are a worker or the real police or he or she is a great guy or gal.
    Seriously? ??? This is a 3rd or 4th bite of merit apple for some of these great bosses. Whether by merit or secret study group or flat out given the answers you can't make capt let alone Lt without the assistance of a current or former exempt. An alderman or other political office holder a reverend or other important person.

    Superintendent McCarthy has repeatedly talked about transparency and an end to the old clout days. This list says otherwise.

    Superintendent, you would look more legit if you would just keep your mouth shut when you are doing what you are told.

    Can anyone name the person on the list that was taken out of the 011th district tact office in handcuffs for "allegedly" planting guns on youths of the 011th district? He and two of his teammates were all stripped & fought the case for years. Oh, and IAD also found a locker in the basement of 011 with u inventoried guns.

    Seriously, he beat the case, but this is his second merit bump.

    Wth! Dj from 1st watch is a great boss! Unlike merit hack Lt Ry from 1st watch with his stand up inspection and his "let me look at the g.o's and I will get back to you" Self lol! DJ looks out for p.o's and has gone to bat for the 1st watch. I can see he is annoying at times when he rides on our jobs but he came from the old school when bosses were out there backing p.o's up. He actually shot a couple of people. He needs to go about getting made a different way. And I don't mean kissing ass. He is not that type of boss.

    Screw XO's, we need watch commanders back.... No consistent response in anything. Sergeants have no vested interest in the watch operations. Need someone with the trump card. Start holding lieutenants accountable so sgts can do what they need to do and support them.

    Be nice to O'Shea!

    He did his time on the watch in 011. He sat in the chair as the W/C / DSS for three days before Cmdr. Washington made him the Tact Lt. He then served admirably as the Tact Lt for a whole year before moving to Narcotics, where he patiently awaited his promotion to Captain.

    I salute you, Captain O'Shea! It's a true leader who can go from Lieutenant to Captain while working the watch for only three days.

    I can only speculate that when people get a powerful job in this town and want to keep the job and maybe get something else when they leave, they learn to play ball with the mayor and the power structure. I recall when he was a sergeant, every time I saw him, in his patrol car, in Starbucks, whatever, he had a pile of orders and books, studying for the Lt. test.

    Can anyone name the person on the list that was taken out of the 011th district tact office in handcuffs for "allegedly" planting guns on youths of the 011th district? He and two of his teammates were all stripped & fought the case for years. Oh, and IAD also found a locker in the basement of 011 with u inventoried guns.

    I don't buy the idea of Captains going back to first and third watch. The Lts lost their grievance for out of grade pay as Captains a couple of years ago because the arbitrator said they were not working as XO's. If the city starts having Capts runs watches, now the city owes a lot of back pay to Lieutenants for out of grade pay. The arbitrator even said if the city goes back to Capts running watches, the Lieutenants can re-argue their case, and have a compelling argument

    What he probably means is they will forever draw from it at Captain's rate (not patrolman, or sergeant or lieutenant).
    So, you pay in for 16yrs at p.o., 4yrs as sgt, 5yrs as lieutenant and 4yrs as captain, then you get a CAPTAIN's pension for the next 25yrs. It depletes the pension disproportionately.

    You missed a step. Of the 76 that were sent through the supt picked 56 to interview. The interview was with GMac, Chief Tracey and The 1st Deputy. If the 56 interviewed they chose 36 to be on the final eligibility list. They chose to promote 22 of the 36. Not sure what the plan is with the final 14

    Then the Only fair way to do it would be that when you get promoted you take all of the money you put into the "PO pension" along with the associated funds the city put in AND any interest and/or investment gains and move them to the "Sgt Pension Fund". And so on up the chain. As you can see, a class of 50 Sgts would cost the "PO Pension fund" a ton. They would have to write a check for possibly a million dollars or more to the "Sgts fund" thus depleting their fund once again. And this same process would have to happen as an individual moves up the ranks.
    Moving up the ranks is not what is killing the pension fund.

    All I can say is study harder and get promoted. Your pension is bigger, your comp time is worth more etc. you act like a captain should retire on a PO's salary. Let's not forget, when you came on you too were making a lot less money and paying proportional less into the fund. How about when YOU retire after 25 years of paying into the pension fund (at a higher % with each new contract) should your pension be 80% of your base salary form 1990??? I know...that's different.

    My Partner and I were assigned a shooting on west 47th. When we pulled up there was Lt. DJ and Sgt. M(the usual guys U'd come to expect in 009 to show up to calls)already in battle mode. Lt. R might be a semi cool dude, but Lt. DJ is the real deal CPD Boss. Make no mistake about it.

    What's the matter with John Riordan? I never had a problem with the man and I have known him for 28 years and worked with him and for him several times in those years. Good man as far as I am concerned. Want to bring up family clout? I recall when he was a sergeant, every time I saw him, in his patrol car, in Starbucks, whatever, he had a pile of orders and books, studying for the Lt. test.

    I didn't know Riordan can read. He's the reason the watch secretary on mids in 19 runs the place. He couldn't do the admin stuff.

    He's never been a paper guy even as a det. but he knows how to be the police. Funny as hell. I agree he may not give the impression of intelligence but the guy is scary smart, always scored high on the promotion tests.

    I agree. Worked with John up north. Not a paper guy but a great cop and always took care of the troops working with and for him. One of the last members of the Riordan family which started with his father, the 1st Deputy Supt. who was murdered in 1981. John was too young to take advantage of his clout. It would be a big mistake to underestimate him. He'll be a good captain.

    Why are Lieutenants that just got promoted on the second list, i thought you had to have 2yrs in the rank of lieutenant to be considered for captain. WTH IS GOING ON HERE.

    Are they promoting Et's, Detectives, Lieutenants whats next?

    When Lt. Riordan got wind PJ was sound checking last summer at Wrigley he came out & listened. My stock in PM went up just from Riordan standing outside, smoking, and avoiding "The Big B" on 1st watch.
    Go get John. Can't find a better man!
