Camera Time

  • Starting in the next two weeks, some Chicago police officers will begin wearing body cameras, police announced today.

    As part of a 45- to 60-day pilot program, officers working afternoon shifts in the Northwest Side's Shakespeare District can wear body cameras on their headgear and clothing. The Shakespeare District covers parts of Logan Square, West Town and Humboldt Park.

    "[T]his new program ... will ensure more transparency from CPD and a new view of the work performed by our officers," Chicago Police Superintendent Garry McCarthy said in a statement. "While they are not the be-all-end-all, I believe body cameras will strengthen police and community relations."

    The department is being provided 30 cameras that attach to officers' glasses, headgear or clothing. Officers will turn the cameras on during routine stops as well as "high-risk situations," according to the statement. They will be required to inform anyone they contact that they are being recorded.
Rumor has it that this is purely voluntary. Rumor also has it that volunteers are rather scarce at the moment. Which means of course, that in short order, "voluntary" will become "mandatory" for certain people with certain spots they want to keep.

The terrible issue with this plan is there is no protection for officers on camera and the FOIA law, that poor officer in Flagstaff Arizona had his murder posted on YouTUBE and several other outlets after the news media filed their version of FOIA demanding the video, where is our protections???? Our lives matter!!!!!

Will these cameras have the same level of reliability as the PDT's and in-car cameras? Will these cameras be built to the high level of craftsmanship that the district stations have achieved over the past 15 years?

Did they even get training on how and when to use these? What if an officer forgets or doesn't have time to inform someone they are recording? What are the legalities and liabilities involved in the various scenarios? Who has access to the recordings? Does an order exist on this subject? It's just more nonsense with too many unanswered questions. An over exaggeration to recent and justified incidents involving police outside of Chicago

SCC, how about a post about Commander Don O'neill retiring from his six figure job on the police department to collect his six figure pension from the broke ass pension fund. Then, the minute he retires, the Department hires him back to a six-figure "civilian" job in the Department. Does he really get a six figure pension and a six figure salary? At the same time? Is this possible? And we wonder why everyone seems to be in favor of pension reform. Rahm and the gold stars!

Watch what you say at FOP meetings?! These bafoons are recording and streaming the meetings so anyone with a psssword can watch and listen. The Supt's office also knows who is identifying themselves at the microphone. I can't believe these guys support cameras. And if you think these cameras are "going to show how citizens really act", think again. Anything recording will not be released unless under judges orders. Or do you think there will be another way to leak video footage? When was the last time cpd car footage was released? Never!!

And do you notice that under Shields, the stage at the meetings would have 8 or 9 people sitting up there? Now it has whittled down to four plus the brain-dead "parlimentarian" who slept the whole meeting. Does this guy get paid?

I'm going to cancel my netflix and stop attending meetings, I can watch on my computer with a container of popcorn.

The Arizona cop is not the only one. A sheriff's deputy in Georgia had his last traffic stop recorded on his dash camera in 1998. It also turned out to be his murder, with sound. The deputy waited way too long to open fire on his attacker and died a horrible death as a result. His screams were terrible as he lie waiting to be executed. Asked why he killed the deputy, the combat vet murderer answered, "Because he let me."

That murderer was himself executed this very month, Jan 13, in a Georgia State Prison. Here in Illinois the corrupt governors commute their sentences.

BUT, that being said, these cameras are for hanging the PO and not some goof citizen. So, when you wear one, the smart thing to do is very little.

Just another start to say Chicago is doing it to win over the peeps. Time will pass and they will be forgotten and broken. .Hell the brand new cams in the Explorers all fail after about a month. Where I am at 75% of vehicle cams are non functioning. With camera tickets going over 1yr.

They've tried cameras on tasers and these will fade just like those did. Once we start showing how bad the individuals we deal with daily act, the $$$$ attached to defense atty's will go down. they are not here for the long run. It's just the knee jerk now. Departments won't be able to keep up with the storage and maintanence and they will fizzle out

when a detective is requesting felony charges the interview with the Assistant States Attorney should be video taped as well. Good get rid of VRI. Its only screwing us in the long run. The cities not hiring officers because of it and that's less officers contributing into our pension, safety issue, and also getting time denied is a lot worse since VRI.

These cameras are to watch our actions. People don't really care what we have to deal with on a daily basis. Putting people behind bars is about money. It cost money to keep people in prison that's why so many people get out of doing any time.

100 percent wrong about reverse seniority. Attend meetings and learn something and stop guessing. 95 percent of our dept is know it alls. When I attend meetings everyone who asks a question usually references the blog as their information.. The ask the question or make a statement then are usually told that the info the got is wrong, false or flat out never happened. The blog is filled with garbage info. Info that is put out in the comments section is usually posted by some know it all bitter scab who doesn't have a clue. There is no general order on this, there is no rule in place making it automatic to go by seniority. I can tell you that a supervisor worth his salt won't put a camera on a kid who works, locks people up and sometimes gets beefs so that guy can continue to work but also protect him from stepping on his yahoo on camera. Instead they will put it on the wagon guys, the traffic guy, the park cars or the guys who do nothing and never stop people or put hands on anyone. It's smart that way. Those guys don't get in trouble to begin with so no harm no foul. They wear it for 45 days and it's done nobody gets jammed up. My opinion of course

So,this is discretionary? Only when the call dictates if you turn the camera on or not? Thats like saying "wear your vest,if you think this call could lead to a shootout" One would think that a training class would be required or at least set some standards of use, that is not so vague. But, I;m sure trial and error will take care of that.Many times I wished I had a camera...careful what ya wish for.

If you read the order it starts off saying its to protect the officer.... but of course!
The content goes to a website evidence.com. Only supervisors and above can access the footage on evidence.com
If this is for our "protection" then why can't we view the footage? I can understand us not being able to edit or erase the footage but we certainly should have access to view it.

The real money is going to be in storing and cataloging all that video.

How long will it be stored for?

What's the size of the daily shift file?

What's the resolution?

What's the format?

Where's it going to be stored?

How's it get there?

Who's responsible for uploading it?

What's the process? Verifying the chain of custody and all that evidentiary stuff.

Is it subject to FOIA? What's the method of fulfilling those requests? Email? DVD? Something else? What's the cost?

How much bandwidth will the Dept/City require to handle all this video transmission to/from storage?

Who gets to review it, when, under what circumstances?

For what purposes can it be utilized?

Can it be edited? What assurances do you have that the video hasn't been tampered with? Is it encrypted? Is it watermarked with a temporal code?

Can the officer make an immediate copy of the shift video as a backup to guard against tampering and manipulation?

What if the camera is damaged or otherwise fails w/o the Officer's knowledge? Who has the burden of proof? What's the process for dealing with those situations?

How is this thing powered? Some kind of battery I suppose.

What's the battery weigh?

What's the lifespan? How do you know when the battery is at end-of-life?

How does it have to be charged?

How many charges can it hold?

What do the cameras cost?

How do they attach to the Officer?

What's the lifespan of the attachment point and method? (say it's velcro - that wears out eventually).

What's the cost of the attachment point and method? What's it weigh?

How do the cameras hold up in weather extremes? Cold? Hot? From one to the other rapidly? Does the lens fog up? What about rain?

What's the shock resistance rating? How many G's can it take?

How do you clean the lens if it becomes dirty from sweat, spit, or something else?

Is it a fixed focus or variable focus lens? How does one control that?


Lots and lots of questions here... I wouldn't volunteer for a damn thing...

The radio room guy/gal will be tearing their hair out trying to keep track of those things. Left in squad cars, taken home, given to partner while leaving a few hours early, one man car going home early and leaving it at desk that is about to change crews, prior radio room guy/gal fucking it up and so on and so on. And that is just at the District level of the whole complicated mess that will be part of the programs failure. I can see it working in some small department but good luck in Shitcago.

Been hearing a lot of rumors that the 10.5 hr work day, will go citywide next year. It is terrible, if anyone has read the order for the "pilot program" it sucks. The hours are terrible, there is only going to be 2 watches. To top it all off, we work FIVE days in a row.... Yes 5 days on, 3 off. Everyone needs to start calling the union about this, unless they feel like working 52.5 hr weeks.

The days of tossing the nickel bag down the drain are done. When the same shit head you gave a break too makes a false beef, the recorded footage will exonerate to bullshit complaint, but the investigators WILL gig you on G.O/S.O. technicalities for failing to inventory the weed or generating a case report. The reaswon the police now have to wear cameras is because the media has whipped the public up to a point where the police are no longer trusted to use their discretion in a rational manner.

When I came on in the early 80's there was debate in the academy classes about whether there should be more rule making and less police discretion.

With the cameras, that debate is over.

4-6PM Rush hour parking: No soft times on that anymore. From 1601 hrs to 1759.

Stop at stop sign means TOTAL STOP. No rolling thru.

Since the cameras sees all, there is no crime too small to enforce. The smallest break you give to a citizen may get you jammed up.

For the people saying that finally the public will see how the animals behave, are you that naive thinking the public cares or will not see the edited version that the copper was in the wrong and the aggressor. As a supervisor I telling all mynguys if they want to meet to ask any questions they have to meet inthe batchroom, this way the camera can be turned off without any problems. The supervisors officer is being relocated into the batchroom which is fitting since this dept is inthe toilet........

So let's say that these officers start wearing these cameras. They wear them day in, day out. We see white people, black people, latino people, all interacting with the police. Which interactions will be publicized the ones where white people go ape shit on the police or the ones where blacks and latinos go ape shit. Just wondering.

Hi People, Missy back here again and ready to help out on this. It' you people who will be wearing to make our citizens feel more confortable with you patrol people.
Must of you know I am not the parking guru anymore and Gia took my spot helping our mayor get out of debt. She is still trying to do 150 a day and I had to leave headquarters to show her how to get those great numbers in. My uncle Tom got me moved to help the dept start up these great helping hands in filming your close encounters -stops.

I will be at all the districts using these high tec- helpers and you can freely sign away after your sgt tells you where to sign. It all for protection of you people, sgt' like me and all bosses know a lot more then patrol people and just sign the sheet, we are your leaders. We will keep a copy for you because the company does not allow making a copy.Respect me and I will answer all your questions.

I bet you people missed me but I beeen busy being a good Sgt and helping with these cameras to help you people.

For those who visited me at
ST-ROgers hospital when I got hit writing parkers two years ago I have not sent the thank you cards out yet. I was happy to come back to be a merit sgt to carry on all the good work I did.

Well got to study for being a Lt by spring and then I will be someoes commander. Uncle Tom said I will make workers out of patrol peole like I am.

C'mon people relax and lets all learn from the red light camera quagmire where the citizens armed themselves with programs like trapster for defense and the city didn't make as much money as they thought they were going to. Soon they will be arming themselves with anti-camera technology(i.e. strobes)and you can flush this whole stinkin' topic down the toilet! Think positive!
