Cooked Books?

  • Mayoral challenger Jesus “Chuy” Garcia said Friday he’s offered a broad-strokes plan, with no specific revenue solutions to solve Chicago’s $20 billion pension crisis, in part because he has “good reason to think the books are cooked” by Mayor Rahm Emanuel’s administration.

    Garcia has punted the question of new revenues needed to solve the city’s pension crisis and the $10 billion in unfunded liabilities at the Chicago Public Schools to a post-election commission that would report back in 90 days, if he wins the April 7 runoff.

    He won’t even talk about asking more of taxpayers until he orders “performance audits” of every city department starting with the largest: the Chicago Police Department.
Well, you could start with the top-heavy brass. We have more Deputy Chiefs than at any time in the history of the Department, redundant supervision of certain bureaus and divisions (one Commander reporting to one Deputy Chief reporting to one Chief along with all the assorted hidden staff spots that go with it), and entire rank structures that have no purpose (Captains), and a supernintendo that makes more than the mayor along with a bunch of New York tag-a-longs.

But we don't believe Rahm is cooking the books so much as keeping two sets. It would certainly make for interesting reading.

After reading the Joravsky article in the Reader about Crain's being wrong abut the TIFs, and after reading the very interesting information in the comments below that article, there's no question that there are two sets of books and that there's enough money to fund that balloon pension payment that's coming up.

The HUGE problem is the bosses, which you need clout to become, get to leave their Department, be it Police, Fire, Streets & San, collect a pension, then go on to another department, and collect yet another pension check after a few short years.

Look at Orozco (fire), Starks, Williams, Byrne...

How much money are they collectively draining from the pension fund?

Off Topic, I was at Chocolate Shoppe Ice Cream in Edgebrook tonight and was surprised to find an anti police theme painted on the walls. The mural compares South Korea, Syria and Ferguson and shows Police/military figures and a dead bird with the words civil liberties written on it. Won't be giving them my money ever again.

I know everyone on here seems to love Chuy but c'mon the guy is clueless. He can say and even intend to fix all these problems but he has no idea how to do it. Plus, he's a Karen Lewis commie who is going to up entitlements and drive even more business out of this city. Don't get me wrong, Rham is an arrogant self serving piece of shit. Read the sun times yesterday there was Susie Mendoza city clerk with a couple of alderman with a hand truck loaded with paperwork, she wants chuy to get a calculator and figure out the shortfalls that are in the tens of billions! Sue we know your a friend of rahm, but your city clerk and you do revenue collections via the city sticker (that you out sourced to a Bedford park company you could hit even keep that local), what are you promised? Is it the Secretary of State position next time? Your office collects but yet you dump this on chuy really pathetic guess your office cannot add up the bills you need chuy to do it?

The dumping of unpaid obligations really shows we need new elected blood, not people that are incompetent, really a pathetic showing to do this and take credit for not doing your jobs!

As an outsider to Chicago, I would like to see Chuy win in the general hope he shakes up the bureaucracy. Even if he brings in his own self serving crew, there is the reasonable hope he would kick out the old guys. And since it takes time to set up a self serving regime, the overall level of self dealing would be less.

Want to save money for our pensions?

Look at our "exempt rank members," past, present and future. Their "rank" is a "gift" given by someone. They get more money and other perks for whatever time they remain exempt/beholding to their "benefactor."

The most insulting "gift" they get is their "exempt pensions." Getting a gift for life based on who you know not on a competitive exam, not that I believe current exams are legit.

So, here's what the next mayor should do:
1. stop any new/non contractual spending.
2. consolidate departments and management.
3. pay your bills on time
4. charge cost over-runs to the contractors
5. 401k's for ALL non-union employees
6. shift control of pension money to the union
representing their members (after city meets their pension obligation)

I probably won't vote for Chuy but he makes a good point. Just look at the duplication of services of the CFD and CPD scuba diving units. Both departments have SCUBA diving units. Both departments have boats. Both departments have helicopters. And nobody can point to anything in writing as to who's in charge at a water emergency.

Why?

And the helicopters are perhaps the most outrageous in terms of cost. If you look at the YOU TUBE video's not only does NYPD utilize their helicopters for law enforcement and water rescue, they fly the exact same helicopter the CFD uses!

And how many supervisors are needed on these units?

If the taxpayers knew the half of it.....

I know there are numerous cops that hate Rahm and will vote for the devil himself if he were to run against him. I voted for Chico in 2011 and Fioretti in the primary.

Our budget is the largest in the city and the easiest to go after. VRI will be gone and OT curtailed if Chuy is elected. For the record I don't work VRI, just bringing it up as an example. Chuy is a supporter of the "hands up, don't shoot" movement and has a son with gang ties. Our job, which is almost impossible to do at this point, will only get worse.

It's your vote, do what you want with it. I'm reluctantly voting for Rahm because I will not cut off my nose to spite my face.

Speaking of brass, I may be a little OT here, but I attended the wake of the mother of a PO the other night. They’re a great family all of them and none of what I’m saying is meant disrespectfully towards them. Neither of the parents were the police. Imagine my surprise when we pulled up and saw the Mounted Unit was stationed at the front of the funeral home. Seemed a little curious to me since I’ve attended a lot of police officers’ families’ wakes and, except for LODD, I’d never seen this before. I talked to a bunch of other guys and none of them could remember seeing anything like this before either. I also found out that the officer was never assigned to the Mounted Unit. The mystery was solved a few minutes later when DC Georges appeared in soft clothes. Apparently, he’d ordered the Mounted Unit to the funeral home because of some connection to the family. I’m just wondering (sarcasm here) if I can expect the same type of protocol when one of my family members passes?

There are ways to generate revenue !!

READ BELOW:

- New Amusement park on the vacant US Steel site. Public-private partnership. Make it nice and clean and safe. Charge like $60 per person to keep out the gangbangers. It would give people an alternative to Six Flags monopoly they have.

- A new massive indoor water park. Make it year round right off the lake by northerly island, charge $60 per person to keep out the gangbangers.

- Gated communities on the south and west sides. All that vacant property is a waste. Take a few blocks at a time, Wall it off, build nice homes, playgrounds, and watch new tax revenue roll in.

- Give away city owned vacant homes to developers. Simply give it away for 1$ with no strings attached.

- Make Northerly island a new navy pier. Put shops and bars there, expand the planetarium charge admittance to keep out the gang bangers.

- Legalize pot. Then city tax it.

- No new taxes for businesses or residences. Set it in stone to instill investment confidence.

- CUT $400 MILLION FROM CHA'S 800 MILLION BUDGET.

- Cut upper Police brass.

- Cut wasteful city employees.

lieutenants could supervise 2 or 3 districts , inspectors eliminated , that is a sergeants responsibility , if sergeant doesn't do his job than the lieutenant writes up the police officer and sergeant

Quick question, where is this casino located at? Are you referring to the mythical idea that has been bandied about for the last 20 years? You're going to give your trust and vote to someone who is saying he is going to give money to the pensions from the proceeds of something that doesn't even exist??? I truly don't understand why people feel that Emmanuel is any better qualified to run a city than Garcia. He was a dance major who realized that he wasn't that good (or probably that smart either) who wormed his way into politics and used those connections to make himself a millionaire with those same connections. He hasn't done anything but sh** on the police, firemen, teachers, and city workers since he got in office. Yet, you plan to vote for him because you don't like Karen Lewis? Really? I think I'll take my chances with Garcia.

I couldn't agree more with the posting. CPD is way too heavy brass wise. No need for all these commanders, captains and deputy chiefs. They should eliminate more than 50% of the top heavy brass that we have; it's unnecessary anf not needed. That would clear up a lot of the pension problems

You better stop period. Who are you to decide what type of pension someone gets. That's what's wrong with things right now. If someone is promoted and works 4 years as an exempt they are entitled to their pension just like you're entitled to the last 4 years salary you work. To level the playing field should you get a pension based on the salary you were hired with? You're no better than the pols who want to cut others benefits to give it to someone else.

Lastly you are a fool if you think police would want billions of dollars to be in the control of the freakin fop. Get real. With the waste of our dues money going on so blatantly would not want to give them control of anything.

How much of public money goes to private interests with privately owned charter schools? If privately owned charter schools were so much better than public schools why can't they fund themselves? Why do they need public money in the hundreds of millions? Same with the parking meters. Why are city employees doing most of the emforcement? The parking company is not paying the city for those employees salaries. They are winning on the front and back end. Chicago loses billions from the loss of publicly owned schools and meters and skyways but private corporations are fat and happy.

What happens at your household when there is in a pending financial crisis or large bills coming up? Do you spend more than normal to amplify the crisis by the way of creative financing versus conventional financing, where your loan is tied to a daily market rates with tons of penalties attached if your perceived solvency is downgraded? Do you spend the same and just pretend like the crisis doesn't exist and hope that someone else miraculously solves the problem for you? Or do you put a spending freeze into effect and only purchase essentials? This is not rocket science but does require a common sense versus a socialistic approach. Well the socialistic approach has gotten us into this huge hole do you think it's time to re-think our strategy?

How many able bodied sworn officers are assigned to the academy? You could cut that number by 50% and still function quite well. Summer is coming and with all the furloughs in the near future, the patrol division could use the help. Put police officers in the job they were hired for. To be in patrol in a squad car. Not to teach a class , sometimes just one. Just ridiculous.

The credit union states they will not credit our checks until the date they are due. In other words, if they receive the money transfer a day or two before the 'date on the check', you will not see it in your account until the date it is payable. They get the use of your money for a couple of days until they release it to you.
When pension checks come out, my brother gets his money as soon as the bank gets the transfer from the pension fund. But my friends who still use the credit union sometimes wait one or two days until the credit union decides to release their pension money to them.
Whatever their excuse is, the credit union is one to two days slower to give you your money than a bank.

It's someone that goes against an organized labor action of which there is not one issued by FOP. So you called yourself a "SCAB" not even knowing what one is. Strange. FYI...I got my "SCAB" check with no problems. Also eleminating VRI would not cause Rahm to hire and even if he did it would have no impact on the pension issue. What will happen to all government employees if you get robbed of your pensions. They turn the taxpayers against the pensioners hoping we will be distracted from focusing on them stealing hundreds of millions off the top. Did you know that today, more than 1/3 of all property in the City of Chicago is in a T.I.F. district? This shifts the tax burden to the other 2/3 of us. Because the taxing bodies need to get a specific amount. Therefore when the T.I.F. districts are started, they subtract that revenue from the taxing bodies and divert it into the slush fund. Then the rest of us have our tax bills increased by increasing the multiplier. This is their scheme. Speak up now.

Not for posting, trying to help all civil servants get your pensions. All of these 1 percenters are the biggest welfare queens of all time, ripping us off.

After the election, when Rahm starts telling the public the hard truth about how deep in debt the city really is, they will freak out. Look for the Board of Education to ask the State for permission to file bankruptcy. Now that will put a burn in Karen Lewis ass. For that will nullify all union contracts as well as the pension fund. It is not possible for the city to come up with 2 billion by the end of 2016.

The mystery was solved a few minutes later when DC Georges appeared in soft clothes. Apparently, he’d ordered the Mounted Unit to the funeral home because of some connection to the family. I’m just wondering (sarcasm here) if I can expect the same type of protocol when one of my family members passes?

And, I know an officer who (both husband and wife are coppers, so they make well over $120k) and that officer closed their credit union acct because the direct deposit was always a day later than it was supposed to be.

5) you see it more because big companies and rehabbers have been the ones buying the homes for sale (not individuals or families) They clean them up then either rent or sell.

7) Don't listen to the lies the Obama admin. tells you about the housing market. It's still in trouble. And, going to get worse when they raise the interest rates later this summer.

I worked on my masters program in public administration when Detroit sank. And each point that was brought up in Detroit has now been brought up in Chicago.

Watch the replay and you will be shocked and learn why Chicago will not change until someone pays off the pensions deficit first. And why Chicago should stop all unneeded infrastructure work since the bills for this work will come in several years after the current mayor is gone.

Our Mayor has police officers working 1 man cars , beat cars down , wagons doing double duty as a best car and transport vehicle . Can we all agree this is a safety issue ?
Streets and San , water dept , forestry , garbage trucks , electrical all have a minimum of 3 man crews , that do very little work . One man drives crew to a sight , sits ,sleeps ,reads in truck , one changes light bulb , one runs hoist , what a joke people . There is plenty of waste . Telephone tax for 911 tripled , look at waste over there , lot of do nothing middle management . CFD fully staffed while CPD patrol one man in the city . Rahm is not your friend , do not know about Chuy , time will tell .

Im not the original poster but the credit union used to have some pretty shitty rates. Completely uncompetitive. The only people satisfied with the credit union were people with their heads up their ass, dildo's who loved having a debit card with a CPD vehicle on it, and bust-outs that need signature loans.

Give Choo Choo Garcia a chance to audit every city department budget.
Why are people making $30,000 to $40,000 in overtime . It would be better to hire some part time workers . Look at water pumping stations , many get paid to sleep while working overtime , privatize it and save a third in salary and no pensions .

True I live in burkes 14th ward formally 23rd ward, north of archer and Narragansett, we have a few here section 8, but brother is in mount greenwood they are moving in everywhere there, the rich have an investment company they buy any bargain houses do a good job rehabbing, and then they first try to sell them and then they rent them out, some are section 8 but some are not!

I have to agree with this writer. I first joined the credit union in 1972. I am in the process of taking my money (shares) out. I have direct deposit there on a pension check. Service is good, but rates are not competitive with other credit unions. I am heading over to the Navy Credit union ( prior army service). The CPD credit union has gone downhill. The only ATMs that you can access for your money is in a 7-11 when you are out of the city.
