Casino Deal Coming?

    I was at the sergeant’s union meeting Thursday night.

    You may have heard the radio commercials that state the City of Chicago wants its own casino.

    It turns out that all 5 public safety unions’ (FOP 7, Fire Local 2 and the 3 PBPA Units) met with the City this week. The city has proposed that a casino will in fact be built. Sources say the votes are there to push it through in the state legislature.
    Initially it would be a rush job and be placed at someplace McCormick place and eventually a new one would be built from the ground up.
    ALL casino funds would go DIRECTLY to the police and fire pensions without the city getting their hands on it. (Hopefully that will be in writing.)

    Here is the catch.. the city wants a five year grace period on paying the full amount due by December for the police and fire pension funds. The way it looks the unions will vote yes on this deal.

    It would be smart for the city and our unions to put out commercials countering the negative radio commercials bashing Chicago and state the reason the Casino is necessary; to fund the public safety pensions.

    The reason for the current negative commercials is because there are plenty other towns that want Casinos.
    The commercials state that Chicago is trying to screw the “children”; probably because these other towns like Waukegan wish to use the cash from their casinos to fund education.

    The bottom line is Chicago has the biggest hole to plug because of the pension fiasco.
Sounds almost like a good deal....except for one thing:

That raises all sorts of red flags.

Rahm had trouble winning this last election. He's also decided to govern as if he weren't running again, which is actually very likely. And we all know how "gentlemen agreements" come to Chicago to die.

And a five year window - we imagine the initial shiny new-ness will be all worn off the casino by that time, meaning revenues are going to be...dropping!

We also imagine Rahm and his lawyers will stick in some language about the pension money coming out of "net profits" after the "capital improvements" of the actual facility are paid off or some nonsense, anything to keep us from seeing a dime long past the 5 year window. We don't trust Rahm any farther than we could throw him.

Here's a bit of free advice to Dean and Ade and whoever is in charge over at the Lieutenants organization - you have Rahm over a barrel. Demand he follow state law - make him bleed. There may never be another opportunity. The casino is a wonderful idea, but at the moment it's a pipe dream. Nothing has been passed. Not a damn thing.

The only thing on the books right now is a City obligation to fund the pension by whatever means necessary. He can alleviate the financial pain later, but right now, he is on the hook. DO NOT let him off of it based on a fantasy casino that doesn't even have a life on paper yet.

Look at Block 37 - how many years has that been vacant? Michael Reese Hospital grounds? Vacant and costing the city $200 million it doesn't have. Big plans die under Chicago pols. Bring Rahm to heel first.

The fop rep said the vote was unanimous to allow legislation to be drafted where all chicago based casino revenue will go directly towards the police and fire funds. I bet half that board dont even know the mayor has a big bill to pay in 2016.

I have no doubt Ryan over at the Lts Association will sign off on this. If he was any deeper in bed with Rahm he'd bump Rahm's old lady off the other side.
This deal is pure BS. Screw Rahm, let him borrow the money if he has to but make him follow the deal we have in written law. It's funny that people are lining up to build casinos anywhere they think they can get the state to let them but Rahm acts like the city has to build this one. Let any one of these developers foot the bill to build and operate the Casino with the city holding the license and being guaranteed a flat 50% with a minimum dollar amount every year. License to be retained by the city and contract renegotiated, including awarding the lease to another firm through competitive bidding every 5 or 10 years. You'll have people lined up to build this thing for us.
Most importantly don't belive a word Rahm says and never, ever, in your wildest, most delusional dreams trust him.

That's a five year of unchecked skim and thievery from the casino and when the novelty wears off and that casino sinks to the bottom of the shit-mud of corruption (with doctuh Dean still running interference for Rahm while he laughs his ass off in D.C.) and wildly over-heated revenue projections of which Coppers are pre-ordained by city hall to recognize nary a penny.

Hell. Fucking. No.

Absolutely NO concessions, amended agreements or alterations to the downstroke due by year's end. This term is non-negotiable.

And while we're at it, let's throw a bunch of additional verbiage in the contract that benefits US for once. A few suggestions that immediately come to mind:

1) the operating entity - whether city, State or combination thereof - keeps nothing past operating costs until police and fire pension funds reach 100% funded.

2) 50% of profits realized in excess of pensions being completely funded will be distributed to CPD employees below the D3 pay scale (CFD to have similar limitations on what ranks are eligible). Much like stock dividends, and to be remitted on a quarterly basis.

3) at no time while it exists, will any monies derived from casino profits be applied to any entitlement program.

4) Casino security will be off-duty CPD employees below the D3 pay scale exclusively and will compensated at the rate of time-and-one-half.

If the unions sign off on this without any stipulations then for sure they are getting bought off.

Again... we get 3% a year over and above our current crap contract for agreeing to the 5 years. Because you know damn well someone's getting something for signing off on it.

I used to think a casino was a good thing, not anymore. The thought of Rahm and friends,Daleys,Burkes, Madigans, Vaneckos, Cullertons etc etc running this thing and sitting on some casino board at huge salaries and pensions makes me sick.

Make him shore up the pension obligation RIGHT NOW and then when the casino is built, the City can skim, and they will skim, back what they have laid out.

Is the city currently paying the proper portions into our pensions? They want a 5 year grace period, on old debt, I hope during those 5 years they are going to pay what they are aupposed to.
I'm also skeptical about casinos being the holy grail. Have you been to horseshoe just over the border in Indiana? It feels like a house party in englewood, especially if you go on a weekend.
The city might be wise to negotiate with the casinos ,surrounding Chicago land , and get some type of payment for not opening a casino. Las Vegas does it with Hawaii. Vegas sends $ to the Hawaiian govt with the promise if them not legalizing gambling. Not only in the island but on the cruise ships that sail on Hawaiian waters, which extends around 2 miles out.
Then the city needs to allow gaming machines and poker rooms.

My concern is that this is just another bill of goods promised by the politicians. If they broke their past agreements then what assurance do we have that they won't break these agreements? Even if it is written on paper I don't trust them. You can judge someone by their past behavior. By that measure the city has very little credibility.

Also may I warn you that the casino industry is ever expanding. What assurance do we have that once the city gets one license to open up a casino then they won't open up another and another in a few years? Isn't it interesting that when the city enters into contracts with insiders (the parking meter deal, the millennium park garages, tax increment finance districts, etc.) the city says "it is a written contract there is nothing we can do". But the same city enters into written contracts with us and then they trample all over it.

The Chicago area has plenty of casinos and no the revenue stream is not very consistent. It is a business just like any other business and the revenue stream goes up and down. Plus they have competition from other casinos. The best fucking solution- fund our pension like you were supposed to do in the first place. Stop playing games with my retirement. If you can find money out of thin air for all kinds of pet projects then you can find money for our pension.

A casino is not a magic bullet. Just look at how many casinos there are in the Chicago area. Do you honestly trust the city to run it in a complete legit way? I am willing to bet this is just another ploy by Rahm to not pay into our pension for another five years. Then once the five years are up and our situation is worse the city will say "oh dear, the situation is now even worse, we can't afford it".

The casino is a done deal no matter how we vote. It's been a done deal for years and ties in with Nay Pier and the "DePaul" stadium being built. The river walk is going through and Chicago is looking like a tourist destination that will rival New York.

The pension is safe with all Chicago has going on. Stop all the Chicken Little hand wringing and act accordingly. This city is a cash cow......if we can only get the politicians and their pals to stop stealing.

I still have high hopes for Rauner and people like him that we need in public office. Career politician should be an insult to hurl at these thieves. Public office was supposed to be a "service" not a perch to fleece the public.

Give me a business person that wants to give back and serve after a career making their own money any day.

If the city is so broke that they could not come up with the over $600 million to go to the pension fund, how in God's name will they come up with the money for a casino?

And Chicago is not even guaranteed that they will get a license from the state to build one.

Seems like history is repeating itself. Remember little Richie buying up all the land from the old Michael Reese Hospital? How much money did he spend making that purchase to build his legacy, Chicago's Olympic Village for the 2016 Winter Olympics!

Initial cost projections were at $85 million. With cost over runs, who knows what the final figure would have been.

So the city buys the land BEFORE they know whether or not Chicago will be chosen to be host city.

We all know how that turned out.

So now Rahm wants to rope us into a deal that could end up the same way?

If you read the Public Act, even though it talks about the $550 million Rahm needs to put in, the actual number required by law is 10% of the fund's actual value - about $35 million. That's all he HAS to put in. I believe tis deal has him committing to at least $400 million minimum each of the 5 years until the proposed casino is up and running and the monies are being deposited in the pension funds.

Letting the city off the hook for the pension payment is a big mistake. Pushing it down the road is what got us into trouble in the first place. Don't compromise our pensions on something you have no idea what exactly the revenue will be. The City has ben fighting that legislation since it passed in 2010 because it makes them responsible for funding the pensions.

The Casino is NOT the answer. The insane rate of spending must stop! Maggie Daley Park, by the way, what did she ever do for anyone but her own family? Does anyone recall seeing her on the podium for our annual memorial parade? $62 Million on a parking lot(s) blunder, Millions for plastic bike poles, and new congestion,then the mastermind for that deal leaves suddenly. Two Heads of the Public School Systems gone. One just asked to leave after the strike, then given a golden parachute, while the other left pending federal investigation and she is still on the payroll. Millions of dollars in loans to Daley's relatives, lost! The aforementioned fiascoes, which would have been scandals anywhere other than Chicago are the reasons for the financial disaster. Casinos failed to bail out Atlantic City and Las Vegas has not yet recovered from the collapse of 2008. Now, they charge for parking downtown and comps are far and few between. Some hotels are even charging a recreational fee to use the pool! All of that was free when the money was rolling in, but those days are gone everywhere in the U.S..You can't live today and tomorrow on yesterday's Great Ideas. The Casino might have worked when it first surfaced almost twenty years ago, now its time has passed, just like Taste of Chicago, another great idea, in the 80's. Watch the skies !! Bargaining units should not let Rahm under any circumstance off the hook, casino bill will go through anyway. Make City pay the 550 million NOW. City had 4 years to begin payment and have done nothing to pay what is mandated under Illinois law. City is really offering ZERO, worse , Rahm an/or his fellow 1% are trying to push through a bankruptcy bill for local governments that will put the fat cat bondholders first in line to get paid at the expense of retirees. And of course Rahm's water carriers at the Tribune support it, see page 22 editorial in todays's Tribune.

Remember , the City (Rahm) didn't pay retroactive pay for 1 yr of Earned Overtime...think that was fair?
There's also an expected increase in Health Insurance and of course Property taxes, how does it look for a 5 year moratorium on that?
I don't know how much profit a casino makes a year, but it's quite obvious they don't lose. Why is Las Vegas such a success?
There's an existing cash cow at Ohare and how about restructuring the parking meter deal and ask LAZ for more revenues instead?
I hope We don't fall for that poor-mouth bullshit from the City. No favor for Rahm. They're building that Casino without Our blessing anyway.

the city is on the hooks for the pensions, but it does not mean pensions will be paid out in full.

the sheer scale of the pension liability is such that it is doubtful that they could even be paid out, assuming the politicians wanted to.

the amount of money needed in total across the state as a whole to fully fund employee pensions dwarfs the ability of taxing entities to reduce spending and/or raise taxes to fund it.

it is just not the city. virtually every governmental entity in the state, including the state, owes far more to its pensioners than can ever be paid.

if it was just a few pension plans at issue, you might be able to raise taxes and/or cut spending for that entity to cover the deficit in the pension funding.

the unfunded liability that state itself has is well over $100 billion. by some more realistic estimates it may be more like $300 billion.

The entire budget of the state is less than $70 billion a year, and much of that is funding by deferred payment to vendors and new debt to cover operating revenue deficits.

Even if you could take 10% of that and use it to prop up the state pension plans, it might not be enough.

The pension problem is exacerbated by the health insurance costs the state has also guaranteed for pensioners. No one really knows what that number is but reliable estimates suggest it is at least $50 billion of additional unfunded liability.

The numbers are staggering.

Fyi there is another push these unions should beware of and unsure if this will be encompassed in the legislature regarding pension and I believe should be considered or debated over and that is video gaming. The county and state are aware that Chicago is pushing through to allow off site gaming like in most suburbs. This may take away from casino profits as there will be a mad rush by local taverns or cafés etc to get regulated macines ( up to 5 ) in their estaishments. I guess I'm hoping these will pay into the debts too as there will be numerous off site locations once allowed.

The current law says the City must pay now. This is our ONE AND ONLY chance to force the City to pony-up and pay a comparatively small amount to help shore up our pension fund.

The five-year "grace period" is laughable, and full of bad faith from the City.

Per your post on 21May15, and per the prediction and warning from former City Treasurer Miriam Santos, the City has ALREADY ENJOYED a grace period of OVER TWENTY YEARS of not paying their fair share into the fund. At the October 2014 Retirement Seminar, Pension Fund Director Regina Tuczak stated that the fund will be bankrupt by 2020 if it does not receive a cash injection by then.

If the market falls, it could go bankrupt sooner.

I have heard that the city is considering taxing people who work in Chicago but live elsewhere, great idea, also tax people who use our museums. other states charge a surcharge if you live out of state. To all of you guys and gals out there still working, its great to have the free insurance when you retire, but when you hit 65 it all changes quick, I have been retired a few years and come January 2016 when I start on medicare, my wife not medicare age and my disabled son, I will pay the city of Chicago $1100.00 per month for coverage. that's right $1100.00 PER MONTH. What alap in the face, I put almost 40 years on the job!!!. so think about any deals that the police unions make with the city, we are all getting screwed.

Ade should be more concerned if his kid (Patrick Ade) will have a PE teaching job at Prosser Career Academy HS next year. The kid hasn't scored well enough on the CPD entrance exams to get into the academy and now word is Prosser may get shuttered and re-opened as an alternative school.

It looks the money spent on the kid's Loras College education didn't pay off for Ade.

Next fall should be interesting for the POs by Grand/Long Aves. as the brand, spanking new Noble charter school, (ITW Speer Academy HS) is opening on the corner directly opposite of Prosser. I'm calling it the THUGS (Prosser) vs. GEEKS (Speer).

Hey SCC- Lets get the story straight, also in this so called proposal, is raising the retirement age to 55 yrs old, and no grandfather clause. Theres also other things in there too, like raising our pension contributions. Its not as easy as building a casino and the money is OURS. The FOP walked out of the meeting, to the huge dissatisfaction of the other unions, who are all for idea. I will say, in this climate, 5 extra years means a lot more stress and aggravation that we will deal with. Stop bending over for what is OURS. I agree with FOP on this one, don't give in on any benefit !!!!!

I don't understand why the Union would give something up to get a Casino when the State Constitution clearly says Pensions will not be diminished or impaired...Not paying the 550 million is diminishing and impairing the pension. By law, the city has to make that contribution, no matter what any Union official agrees to. What Rahm is really proposing is that the pension pay him 550 million for a chance at a casino..That's ludicrous..And if Angelo thinks Rahm's promises can be counted on, he is crazy..Is there a way to impeach Angelo?

He said the thing thing in 2014. He takes an educated guess based on the bids to testing companies. I'd imagine they have one soon, but it may be in 2016. Bernstein also predicted the upcoming Lt's test was going to occur last year as well. The Sgt's class he gave had Current Sgt's sitting for the first part.

For the last couple of months that I have been reading SSC, the great majority of postings are about the current President of the FOP. I am a retiree and have been for several years now. If the membership (Current & Retired members) is this dissatisfied with the current President, then why does anyone start the process of recalling the current President? Why wait until something bad happens. The bad that I am referring too is the making concessions that he does not need to make. With the recent Supreme Court decision of the rights of pensioners, there appears to be a real fear that the current President is going to do just that. This should be a no brainer for both the active and retired members. Lets fact it, a PO in his or her 20's might not think about the pensions as important as we retiree's or near retiree's are thinking about it. But if the younger members of the bargaining unit thinks about it, it is to their best interest to see that no harm comes to the pension. Because I am no longer working I can only judge the sentiment of the members BY WHAT I READ ON THIS BLOG. It appears that many of our members are very distrustful of the current president of FOP. I say let us get the ball rolling on a recall. maybe the membership should recall this president and appoint SOMEONE WHO HAS PREVIOUS UNION INVOLVMENT. We need someone who is not affair to stand up and fight for us. I do not want a someone to go off half cock just to pick of fight with the current major. Someone who is professional enough to get his or her word across but not in a way that the major will just say, the hell with you. The former President comes to mind on someone who was arrogant and cocky and could not get anything done with the major. What I read of Angelo, is he is not that person. For all of the officers coming on today there got to be someone who has this prior experience. Another suggestion is maybe if it is all possible the next president of FOP(he or she) should hire a experience union person to handle the administrative duties and functions to deal with the political negotiating with government officials and have a police officer who is president of the FOP deal with the every day problems that are unique about our job as a police officer. Since FOP won the right to be our bargaining agent or representatives we have had police officers as our president. Lets face it, the past presidents, Denien, Nolan, Donahue, Shields and now Angelo have done a terrible job as to representing us. Not only have they done a terrible job, the attorneys that they have hired has done a terrible job in negotiating for us. For the youngers officers our there, if it was not for former major Jane Byrne we would still have three or four organizations representing us. Like her or hate her, Byrne gave us the right to organize and our first contract because we did not go out on strike with the fire department. I do not know the current president of the FOP but from reading SSC there is a great fear that he is going to throw us under the bus. If that fear is this wide spread than recall him. Get him out of there, get someone in that position with the best intensions of the men and woman of the CPD. If this fear is this wide spread them get him our now or start the recall process so either we can have a person who has our best interest in mind or send Dean a message that he MUST LISTEN TO THE MEMBERSHIP. One way to find out if Angelo might throw us under the bus is at the next meeting, someone should ask him what is he going to get in retirement benefits from his previous teaching position? How much social security benefits is he going to receive? These are fair questions. The answers might be an insight of what he is planning? Dean got to go!!!!!!!!!!!!!!!!!!!

[I find this to personally reprehensible. The lawful gun shops are highly regulated. It's not their fault what's done with the product once it leaves the shop.

THE 2ND AMENDMENT NEEDS YOU THERE, AT CHUCK'S, TO STOP THE GUN CONTROL BULLIES

Once again, Fr. [Faker] Pfleger and his band of gun grabbers plans to descend on Chuck's Gun Shop in an effort to get the shop to close down. Their latest effort involves a planned blockade of the shop on June 6th during which "demonstrators" will prevent you from entering Chuck's to exercise your 2nd Amendment rights. Needless to say, this is not the kind of activity that you, as a law-abiding firearm owner, should tolerate.

WHAT YOU MUST DO TO PROTECT YOUR SECOND AMENDMENT RIGHTS

What you fail to comprehend is if Rahm decides not to pay the 550M, 33M in State revenue will go towards our pensions. If we take Rahm at his word, we will most likely get nothing...but we will have waited 5 years to get nothing. While 33M is small, it is larger than nothing... genius.

What all you geniuses fail to comprehend is that if Rahm simply decides not to pay the $550M, the city will not receive approximately $33M in revenue from the state sales tax, which is shared by the state with the city. Instead, the $33M from the state will go directly into the police and fire pension funds. $33M isn't shit! If you think you're gonna make Rahm sweat by demanding the full $550M, think again. He'll just not make the payment.

Ever hear of taxation without representation?

Let the suburbanites vote on City funding if they are going to be taxed and put up ALL the aldermen's positions as a referendum "Shall we have 50 Aldermanic seats or 20 seats in Chicago" and see how many are left.

CUT WASTE. CUT SPENDING. Then, if you are still dying on the vine, see where new revenues can be gotten.

As it stands now, there should be no compassion for the whole "bureaucratic machine" that dug a big rut in the budget and continues to dig faster than revenues coming in.

1) Put a 5-year freeze on ALL new developments.

2) Cut the number of Aldermen and their staffs and budgets by at least 50% (25 Total Aldermen - MAX)

3) Cut taxes on cigarettes and liquor - YES CUT - and you will see more revenues generated.

4A) Balance the budget cutting 20% across the board. Can't cut 20%?

4B) Terminate ALL directors and senior staff who can't figure it out and right there you will probably save more than 20% of the costs to run the city.

5) Realize that EVERYONE has to tighten the belt after so many years at the public trough because the Private Sector has already gone through this.

Sometimes even BIG Spenders need to cut their costs. I did.

As a pension trustee from a suburban PD I have this advise. Make the city pay their $550 Million OBLIGATION when its mandated to be paid in 2016. If they make you wait 5 years you will be losing 5 years of compounded investment returns on that $550 Million in your pension. Do the math 5%-10% investment returns over 5 years on that $550 Million. You will never make up that money. Protect your pensions.

It's more than just the sales tax. Any grants, Federal monies, bequests that can legally be redirected will also go to the pension fund, instead. Buh-bye, pet projects.

So, HELLLL. NO........let the Rammer put in his 500 Million NOW.......let it earn interest upon interest upon interest.....we could NEVER make up that amount of $$$$$$ into the fund......had ALL the city's payments been made when due, our fund would be in great shape.....they didn't pay when interest in the 80s was 18 percent, in the 90s when it was 12 percent......so let them pay NOW.....each and every one of us has paid our share each and every pay day......do NOT let the Rammer ramrod us with this "deal "......no more kicking this can down the road.....

A person retiring today, without insurance guaranteed as a contract benefit, would pay about $ 675.00 per month, with another raise in January 2016. Should the FOP lose the healthcare lawsuit, city health insurance will be terminated in 2017.
