FOP Meeting Fail

Tuesday there was an FOP meeting. During it, Dean Angelo pretty much failed to answer a single question honestly or competently. From the comment section, we got this:
  • Highlights from FOP meeting yesterday:
    Mr. Angelo speech:
    -says he was misquoted in the paper but admitted everyone needs to "share" (pension debt). Never explained how non-property owners will "share".
    -avoided question and never gave a definition of "non-discressionary personnel" in the comp time agreement. (Doesnt everyone "share" already with taxes?)
    -says the "15%" elective time off (Dean's agreement) has problems. Never addressed why he signed off on it.
    -Sabich from 009 knew more about this agreement than dean.
    -refused to identify the person in HR/MLAS by name.
    -denied negotiating pension with Emanuel but when asked if Emanuel is lying, "No".
    -Admitted he hasn't submitted any new legislation, even though he campaigned on it.
    -said if you want a by-law change, you have to see him and he will help write it.
    -cameras coming to 015 next.
    -admitted to being a witness to part of Shields lawsuit.
    -was told not to mediate and to sue Shields for lossed overtime. (Everyone agreed).
An e-mailer related that Dean made four proposals for pension relief, but the media only quoted the one regarding raising property taxes. Um, duh. The media does Rahm's bidding Dean, not the FOP's. And now Rahm has you known as the guy proposing raising property taxes. Nice job there.

As to the HR/MLAS person being unidentified, we still haven't seen an answer to the question posed in our comment section asking if you do/did in fact live in the same neighborhood and attend the same school as Don O'Neill, head of MLAS. That might be the answer everyone is looking for.

If the Department is misinterpreting and misapplying the 15% time due memorandum of understanding, why isn't it being grieved? We do have lawyers on staff, right?

Most amusing was the 10-hour day survey. This little handout wasn't helpful:


Keep in mind - this was the survey conducted by the CITY, not the FOP. We have no idea what the questions were, but from various reports from 005, they were loaded so that the city got the responses they wanted, not the responses that would reflect an honest assessment of the program. There was no word from Dean if the FOP planned to consider their own survey - he kept referring to the survey as if he was accepting the findings without rebuttal or exploration. 58% isn't a very good indicator of anything. Addressing the survey itself, we got these points from various e-mailers:
  • As we've stated here many times, the start times suck. 
  • The time between the end-of-tour and court is going to result in more deviations and more unsuccessful prosecutions.
  • Of course, tact and saturation units prefer the schedule - they aren't tied to the radio and they're ducking early.
With this type of leadership, Dean might be the last president the FOP ever has in Chicago.

A special thanks to all of you idiots who voted for this slate. Dougherty wasn't the answer, but there was a third candidate for president. Dougherty and crew were there for years, Angelo and some of his crew were already there too. Term limits. 2 terms, no matter what spot you hold. Decertify already. You don't represent the district copper at all. Rahm is gonna stick it right in our ear, like he said. I am embarrassed by this crew. Your 1st v.p. barely has a grasp of the English language, Bella was being sued by the last crew, Dean Sr hasn't worked a beat car in ages, and his son is waiting in the wings. After 20+ yrs, I have seen this organization steadily decline. I'm at the tail end. Things should be better at this point. Guess what....they're not. I feel helpless, as my vote means nothing and my opinion means nothing. Disgruntled doesn't begin to describe it.

Anybody that voted for Disability Dean is a fool.

He comes in, gets his required number of meetings, some financial backers and runs and wins the FOP presidency.

So where was he for the prior 15 years?? Where we didn't see hide nor hair of him or hear him at a single meeting for about 15 years? Got his disability (for what) and hid at college as a professor.

Mike Shields might not have been the sharpest knife in the drawer. If he was the office staff wouldn't have found it and stuck it in his back.

We are to dumb to stick together. Why is it truck drivers and other workers for the city make upwards of $50.00 per hour?

We put our lives on the line everyday for less than that. The city has a boat load of money. They only spend it on that ghetto vote.

Here is what I don't understand. First of all, our own union is fighting against us. The first thing we need to do is elect people of integrity that are going to fight for our interest.

Last week our own union president opened his mouth and said "property taxes will need to go up". Who the fuck is he? Why is he carrying the water and message on behalf of Mayor Emanuel? Not only does it seem like he is working in sync with the mayor, he is working with the mayor. This is something not even a 16 year old would do. Yet he did it and he continues to side with the city against us. These are not a single or two small mistakes. These are purposeful and concerted actions to diminish our wages and benefits. The guy doing this isn't the mayor or some alderman. Nope, he is our own union president.

Fresh blood is in short supply! The seniors and Dean have taken the gifts of Rahm. It is so obvious when the board doe not sit behind its leader you know they see the writing on the wall.

And Dean cannot be that DUMB and not know that many answers!
May be The FOP board should bring notes to the meeting of relevant topic. The basic 10 hr day/ pension news/ body cameras/Changing of the mustache rule/baseball cap illegal.

Even his son did not go to the meeting!

Dean Angelo seems like a nice guy, but not a very astute politician. He is saying that he can do some things that don't make sense. I think he is in over his head and/or in bed with the city. I fear a little bit of both.

As for the 10 hour days, Dean insists we are not going there next year, but from what I hear and see I have a bad feeling about this. I hope Dean is right, but I wouldn't bet the house on it.

I"ve said it for years, dump the FOP and become self unioned. It's been done by other Departments with great success.
Why do we pay huge salaries to a any copper who has no real clue of negotiating or labor laws We pay lawyers to look at everything anyway.
Sell that building on Washington. Hire a law firm to represent/negotiate for us and we will have a real say so in everything.
A law firm would keep the City in check on our contractual rights. Come out to Police involved shootings to make sure you were represented on the spot.. Go with coppers answering CR allegations etc.
If you believe only a copper can get us the best deal/contract because they are cops, and are worth the Hugh cost, then why isn't Michael Jordan the one negotiating for all the NBA players?

I understand that questions and issues brought up by members at the general meeting could be difficult to answer correctly without some research.
But why not record all the questions and issues and start the next months meeting with answers or the Lodges official position on issues.
Perhaps a general meeting response section on the website.
There certainly has to be a better way to make these meetings more productive keeping our member better informed and our elected leadership more accountable.
Currently it seems as if important issues are brought up at meetings and go unanswered and are never addressed.

I was at the disastrous meeting. Early on Dean said that according to the survey, 2/3 of officers like the 10 hour day. Tom McDonnough showed up late and talked about the survey. When a PO said that 2/3 of POs like the longer day, Tom firmly corrected this PO and said, "no". 2/3 of POs completed the survey. So these guys, who are making decisions on our behalf, don't even understand this survey? Dean seemed quite satisfied that most POs like the 10 hour day. I am afraid that this goof is going to agree to it.

The Fraternal Order of Police is just one of many labor organizations who provide employee representation. Don't listen to all the nonsense about starting over. The only loss is the FOP doesn't have to turn over cash and assets. At this point I don't care about that, I'd rather have another union represent us professionally. Unfortunately, lodge 7 is broken beyond repair and run largely by incompetent individuals. The few knowledgable and experienced ones get frustrated with all the infighting and wannabe politicians. CPD deserves better. Food for thought: last year at this time the president was teaching at a community college on disability from the job and the Vice President was a range instructor. You get what you vote for boys and girls.

I know mike Pigott takes a beating on the blog but he stood up for his guys big time at compstat today!!!!!
Sup said he thought the 10 hour days were great for 5, Pigott said i disagree, our spike in crimes are right around the time the guys are hitting the 9-10 hour mark. Supt told him to adjust his starting times to which Pigott related he has tried but was told no by MLAS.
Chief Tracy told dep johnson to not just look into it but get it done!!!!
Career wise, not good to out someone, but forget all that, Pigott was stand up today.

How could Dean be so dumb? He claimed at the meeting that he wasn't negotiating our pensions. Then he says that Rahm came up to his office for 45 minutes after the memorial. What were they talking about Rahm's interest in helping our members? Whoever sent you the information from the meeting SCC is spot on. Every time Dean was asked a question from the members he turned to either Bella or the attorney looking for an answer. Its sad, this guy is the president of one of the largest police unions in the country and he has no clue. What a bad time to have someone this incompetent as our voice for pensions. Or is he that incompetent? maybe he was put in there by City hall? Either way we can't trust him to protect our contract let alone our pension.

I work in saturation south. I am in favor for the 10.5 hour schedule as long as it is in a unit. I still like the 4-2 schedule too. I do not like the 10.5 hour schedule for a beat car. There is definitely no need to extend the day for a beat car. They have plenty to do as it is during their tour. Being in a unit, we arent chasing the radio or dealing with nonsense jobs that make you want to pull your hair out at times.

Our schedule for Sheriffs Police is 3 on 2 off, 5 on 4 off. 10 hr days (1st-2100-0700, 2nd-0600-1600 and 3rd-1500-0100). Regular Days Off every week are either Monday/Tuesday or Thursday/Friday and every other Saturday/Sunday. It's an awesome schedule and good coverage. It's an extra 2 hours/day but well worth the 4 days off. Add 30hrs of time and get 9 days off, plenty of days for unannounced trip. Make it work for you, not THEM! Be safe.

The same could be said of virtually all labor unions these days. I suspect it has to do as much as anything with entrenched leadership that becomes unresponsive to the needs of the members. Not much different than politics in that respect, or in other organizations.

best thing you can do with most organizations is to sweep out the leadership periodically and start over.

The detective Division association has hired a law firm to explore the Dick's option on breaking away from the FOP. The city would love it because it would weaken the Fop numbers and the dicks could do there own negotiating at contract time. They would piggy back the fop7 contract wins like the sgt, Lts unions. The det's in the area seem very interested in breaking away from FOP too.

I have a theory about all this...liberals like Rahm hate us...so the 10.5 day accomplishes two things...makes us more miserable, hence leading to much less activity and fewer arrests....but it assures that more criminals will be free(not in jail) to vote for Democrat candidates...this will be made possible when Obama issues his final executive order which allows criminals and felons to vote...if you think I'm crazy then you don't understand liberals nor what Obama is doing to this country...just wait to see the pardons he issues in his final days...the 10.5 hr day is just a small thing really...but I believe him and the media are destroying police morale nationally with their anti police racist narratives they create. Ferguson and Baltimore are just the beginning of his Grand social experiment. The end is the next civil war...smoke em if ya got em.

You do drink the kool aid brother. The alternative is someone who "steals" from our pension fund for over ten years while making $120,000 as a professor at Calumet College. We've elected two presidents in a row that are in way over there heads. The difference under Shields was that there were inside people who knew what they were doing and that won cases for us. Dean's crew calls Don O'Neill and asks him how he interprets the contract and goes with that answer. No wonder Dean talks about his professional ways. This is not the guy that is going to protect our pensions. I'm retired and I'm worried, I can imagine how active officers feel.

There was more than three candidates. If your referring to McDonough. He is the reason Dean is in there. Dean gave him an inside spot for his support even after he campaigned on putting in representatives that were elected by the membership. He lied right from the get go. Keith Carter, Marlon Harvey, Tom McDonough didn't win their elections but were taken care of. Dan Gorman and Frank Dimaria did win. Lets face it we have 8 reps now because Bella is the only one that can answer questions without calling MLAS. How are we saving money?
Dean said one year ago that Baum and Sigmund would only cost $10,000 per month. Ask to see the books. I was told by a board member that the figure is more like $60,000-$70,000 per month. It must be nice to take care of your friends with our money!

I checked my old FOP books. It was 2002 that disability DR DEAN was the chairman of the trustees under Bill Nolan. Their entire slate of incumbents were swept from office in the 2002 election. The first time in the history of the FOP all the incumbents were not elected. Simply because Dean, Big Bob and Bill Nolan lied to the membership regarding our healthcare. They signed a temporary agreement with the city but told the membership at the general meeting they did not sign a temporary agreement. It went to the arbitrator and he told us they lied to us and none of them were re-elected. 12 years later everybody forgets the big lie and re-elects DR Dean. Sounds like he is up to his old tricks with his buddy at MLAS.

Makes me think, we all got retro thanks to the current administration correcting Mikey's late letter, but we all got what we had coming to us. Sup said he thought the 10 hour days were great for 5, Pigott said i disagree, our spike in crimes are right around the time the guys are hitting the 9-10 hour mark. Supt told him to adjust his starting times to which Pigott related he has tried but was told no by MLAS.

I got it from a fop guy from the county that the above listed conspirator’s emails were recovered for the state’s computers and they up the creek without a paddle. Dean knows it and has to evade the questions until the litigation is over.

That’s why the former state lodge president abruptly dropped out of his race for re-election at the 11th hour.

Our schedule for Sheriffs Police is 3 on 2 off, 5 on 4 off. 10 hr days (1st-2100-0700, 2nd-0600-1600 and 3rd-1500-0100). Regular Days Off every week are either Monday/Tuesday or Thursday/Friday and every other Saturday/Sunday. It's an awesome schedule and good coverage. It's an extra 2 hours/day but well worth the 4 days off. Add 30hrs of time and get 9 days off, plenty of days for unannounced trip. Make it work for you, not THEM! Be safe.

Unlike you, we remember the Nolan years and Dean on the Board. What we didn't foresee was the almost "Obama-esque" level of secrecy, the behind the scenes negotiations and the failure of the Board of Directors to keep Dean in check.

I have to defend Lt. PC because a few people are bad mouthing him on here and they're wrong. He has always been good to us. He always tries to help all of us however and whenever he can.
