More Downgrades - Rahm is Angry

  • Moody’s Investor Service dropped the bond ratings of Chicago Public Schools and the Chicago Park District to junk a day after it did the same for the city of Chicago.

    For CPS, the downgrade doesn’t trigger any new payments to financial institutions, but the worsening of CPS’ ratings could potentially affect negotiations the district has entered into with several banks over those “swap” termination fees.

    Moody’s dropped CPS’ rating three notches to Ba3 from Baa3, with a continuing negative outlook. The Chicago Park District saw the same three-notch slide to Ba1 with a negative outlook.
Rahm is not happy at all:
  • Mayor Rahm Emanuel ripped Moody’s Investors Service on Wednesday for dropping the bond rating of the city, the Chicago Public Schools and the Chicago Park District to junk status and denied that his negotiating position with police and fire unions has been undercut by an Illlinois Supreme Court ruling overturning state pension reform.

    Emanuel portrayed Chicago’s economy as “strong and getting stronger” and said City Hall is making good progress in pension reform talks with police and fire unions. That includes the possibility of lifting the hammer hanging over the heads of Chicago taxpayers: a state-mandated, $550 million payment due in December to shore up police and fire pensions.
Someone correct us if we're wrong, but didn't Ramh make his millions in the world of high finance? He's at least passingly familiar with inflow and outflow as it pertains to money? No? Well then how did he make $11 million in such a short amount of time? Oh...right...the same way Hillary turned cattle futures into a pile of cash.

Side note - Dean, you've got Rahm over a barrel. Literally. You've got four aces. Any "progress" Rahm says he's making with the police and fire pensions is contingent entirely on the goodwill of the membership....and guess what? We don't have much. He's been fucking us since day one. Time to fuck him back. Here's a suggestion or three:
  • Miss a few meetings. Daley and Rahm's negotiators were famous for that. Schedule a meeting, then call it off the day before without giving a reason.
  • Demand the moon, stars and the sun. What have you got to lose? Time? Time is his enemy, not ours. Talk to the CFD guys and get those casino suggestions we made a few days ago written in blood, preferably his. Demons don't like contracts written in blood.
  • Show up, order coffee, a lunch or two, dinner if you drag things out, stiff Rahm and his negotiators with the bill. This opportunity may never present itself again. Drag it out all summer and all fall. Who cares? Then when December rolls around, walk away. He wanted to make firefighters bleed? He wanted to "stick it in the cops' ears?" Fuck this jagoff. You'll get our $550 million with or without him. He's up against a state law to pay.
Don't fuck it up Dean. Do not fuck it up.

A few years back had a burglary in progress at the former bakery at garfield and state. The parking lot was turned into some type of storage for trucks. There were some guys that broke into the building. The nightwatchman was hesitant to let the police in to the building. Once the police got in they saw the building had a race track for R/C cars, a skateboard track and pallets of school supplies. Some with school names on them. Textbooks, crayons and chalk. The owner of the property showed up. I'm told that he sits (or did) on the police board. I see that now the yard is used for storage of feld trees. Maybe from the last big storm.

Do not be nice or even trust any politician. They will stab you in the back. We pay into the pension every two weeks with no say. They mismanaged the pension. They caused the mess. The bill is due and they have the money. The seem to find the $$$$ for every other BS project they want if it gets them reelected. The anger needs to be directed toward Daley. He caused this then walked away with his fortune. He made so many deals to keep the machine running knowing it would break later on. Someone in the media needs to do a 2 hour investigative documentary on what Daley and his crew did.

Pension "reform", aka cuts, has been vehemently struck down by the Illinois a Supreme Court yet Rahm is still repeating his mantra that he won't raise taxes, find extra revenue etc. until he gets his pension "reform".
On top of Rahm's idiocy you've got Dean, yes sir Rahm, Angelo saying he won't negotiate on pension "reform" until Rahm makes the city's required $550 Million deposit into our pension fund.
Memo to Dean: there's nothing you should be negotiating as far as pension reform. You've got Rahm and his yes men by the short hairs. Ignore them, fuck with them, bad mouth them..... you know do all of the little things Rahm has repeatedly done to us.

How about making sure that we do not go to 10 hour days and for free health insurance once you retire regardless of your age, why should someone get free health care( or 2%) if they only worked 20 years and retire at 55, yet an officer who retires at 50 - 54 with 29 years gets shafted and must pay upwards of $1400 a month?

Listen up Flop. Dean had it explained to him when he had his splinter meetings trying to get us to accept this contract. Dean you have injured this body by accepting terms because, as you put it ......its gonna happen anyway.....you could have not allowed to put an end date on the 55 with 29 and a day on the covered insurance. Never....NEVER had we had a contract that stopped a benefit on a specific date. Normally a contract continues until a new one is ratified. But you had to burn all those from the 1985 exam that were hired in 88, 89, 90 etc who entered the academy under 25 and won't have completed their 29 years and a day until 2018, 2019, 2020 etc. We have worked the same amount of time as those we were hired with who were a year or two older but we do not get the same benefit. How do you burn those who have worked equally not get equal benefits......oh yeah you got yours.

And then he uses the old excuse that others are doing it, how come they're coming after me. He wants to know how come they are lowering the city's rating and not the state. I posted about pension fund problems and general financial problems of the city in 2008 when I retired. There were many comments directed towards me that were not very complimentary.
One of the biggest problems the city faces now is their swap agreements. I do not know what the agreements are but knowing what Daley did ( always the easy way out), these agreements are probably very costly. If these agreements are triggered, bankruptcy is a real possibility. I hope all of the active members saved their Retro money.

Just before Rham was elected the first time, a retired alderman ( and buddy of the mayor ) gave him the names of a couple of retired guys who could show him how to save a little money (millions).
He came into office knowing the city was in trouble. so you guessed it. He blew off the retired guys and listened to some of his slick buddies, who compounded the problem.
Way to go Rham!!!!

Needless to say, its also a slap in the face to the alderman who tried to halp.

The banks have figured it out. If you give Chicago wiggle room, Chicago will borrow more money. If you leave CPS with a better rating, Chicago will fund their graft there and use back doors financing. If the park district has a better rating, then fund the city there. If the city was a private company, it would stop all non essential projects.

How about an executive airport on the lake? You can charge premium landing fees and soak the rich. I know a great place for one.

The exact same tactics that Rahm's team is using in negotiations with faculty at the Shitty Colleges of Chicago. Another session blew up on Tuesday. All told the city has stalled negotiations for about five months by canceling or postponing meetings on short notice, sometimes when the bargaining team is waiting in the conference room.

I am willing to wager that Dean will indeed fuck it up. He is in cahoots with the mayor. The city's political establishment probably offered to take care of him and his whole family.

It is time for us as a union to watch over Disability Dean. He needs to be reminded that he is supposed to work for us and not for Emanuel. If there is any inkling of him tilting towards the mayor then we need to take proper action. If we don't then we have no one to blame but ourselves.

I notice that in almost every post about finances or pensions, someone mentions the city can't touch my deferred comp. Think again, if you research the facts deferred comp, even though you contribute and it's handled by private company, REMAINS AN ASSET OF THE GOVERNMENTAL ENTITY. This is part of the law regulating such plans allowing you to defer income tax on that earned money. Although it would be a set of drastic circumstances for the city to take possession of the funds, they have the legal right to do so. When Washington got elected and was fighting with the city council this was mentioned. Several of us checked with deferred comp and we were told ,no, it's your money, when pushed, we were finally told, yes it remains an asset of the governmental agency until you begin to withdraw your funds upon separation from governmental employment. Several of us were afraid of Washington, Jarrett his chief of staff, and the city council games and stopped contributing. Hindsight shows it was a mistake on our parts. However, when commenter states it's our money, they are flat out talking out their butts.

No, Rahm is not a financial whiz kid. He doesn't even have an MBA (should be a prerequisite for mayor). He obtained, his multimillion windfall on insider information, the kind that put Martha Stewart in jail. He hired Amir Ahmad from Ohio to come in and adjust Daley's City Hall ledgers, unfortunately he was sent to jail for a previous civic manipulation. Wonder how the new Treasurer will last or how much he has to cook books.
So now after 30 years of trying to screw over the retirees and pension system, the can has reached the end of the road and nobody is left to blame?

Dean has no authority to negotiate this...just look into our FOP constitution and by-laws! By negotiating, Dean is stepping into a precarious legal area called "consideration". It seems that when I call for legal representation from the FOP for duty related type of things I can't ever get a lawyer to be sent with me. I have had to call on others and then they call on my behalf and finally I get representation by the FOP. Has anyone got the same type of problems? I know that some in the past have been told that representation will be sent by Kathy, then they check prior the date of representation and there's no record of their call or request. I feel that only some get the FOP representation and others like me that rarely call and do need them, I just can't get them to help me.

This FLOP is not on your side. For Instance, I have a friend whom I've known for 40 years in the current FOP and asked him how to proceed on an issue . I was hung out to dry. This is nothing new, we haven't had a real union for over 20 years. Chicago politics at it's best.

What is lost in bankruptcy?
Your whole contract- wages, any assignments, overtime, if you have any time on the books- up to the judge, probably some holidays, seniority can be adjusted,.health insurance costs, pension contributions.
That state law that gives the money to the pension fund- up to the judge- he/she may give it to other parts of city government.

Unless you were shot , put people do disabilty back to work if they are able to drive their kids to and from school travel on vacations , sitting in a cramped jet for 3-5 hours .
Make these phony , sleep late everyday get up , go to work for four or 6 hours . You will see miraculous recoveries , disabled cured begging for full duty . Put them on first watch , first deputy office , back door public safety building , Holman square , Eros , crime lab . They are laughing all the way to bank , while driving kids to school , back home for a nap etc.

The above post is not accurate. The 20 years any age is right, but the percentage is wrong. If you leave in 20 you get 50 %, which is still great if your 42 years old when you reach the 20 year mark.

Bring them back as City Workers, not necessarily on the Police or Fire Departments.. Have them report to work on Midnights, give them a mop and a bucket, and see how quickly these "poor disabled fakers" become well again
