What are the Numbers?

A question for a Friday.

We're now a few years along from combining six Districts down to three. At the time, Rahm and McCarthy made numerous empty promises that the number of officers covering the combined geographic area would not change a single iota.

Of course, we knew this was a lie for many reasons. First, you didn't need double the desk officers, nor lock-up, or even administrative staff. We were amazed to see the combo-districts keep six tact teams for a while, but the certainly didn't keep double the tactical lieutenants.

Now we're curious two and three years later, how much manpower is actually down. The combined 012/013 experiment was listed as down nearly 120 officers from combined strength. How about the others? CrimeInBoystown has been keeping an informal count of 019/023 beat meetings and isn't happy with the numbers.

And a question for the media talking heads - if the Police Department is expected to operate down 20-to-30% from historical manpower and produce the same results in terms of crime and disorder issues, why aren't the City Council aldercreatures...a part-time job paying $100,000 with an attached $1,200,000 slush fund...expected to endure the same cuts and produce the same results?

The Alderpersons represent all the voters and are their servants. The CPD is hardly the servants of the voters and do not represent them before the city.

You'll appreciate this one, SCC.

Uptown Alderman James Cappleman on Twitter in January: "During 2014, I fought for & got a net gain of 29 officers [in the 19th district.] We are slated for more this year as well."

Same guy last week at an Uptown CAPS meeting: "I was told very clearly that it's not aldermen making requests or the public making requests [that increases manpower]."

You won't be surprised to hear that the 19th district lost a couple of officers last year and is down 27% since the merger.

Uptown has already had as many (or more) homicides this year as in any FULL year since 2003. It's going to be along 4 years.

002/021 started with 422 when they were consolidated.The new 002 was down to 306 Police Officers a month ago. Down 116 Police Officers, which is about 27-28% of original manpower. 002 will soon have pre-consolidation staffing levels once another 50-60 Police Officers are purged. Beats were redrawn larger and constantly in a RAP, calls piling up over the limit. Who gives a fuck? Just write more contact cards!

017 is down over 100 officers over the past 15 years. There used to be over 300, now, under 200. They have 2 officers working 3rd watch late rapids, maybe that would be "rapid". One is IOD, so, they have 1 late rapid officer.

WTF -- heard from FOP that City Hall is hell bent on releasing CR files from the beginning of time. Mayor 1% is trying to soften us by getting the public further enraged over greedy police officer pensions.

In 012 the new boss would like to know why contact cards are down 54 %? Says not meeting quota, I mean index. But when asked about manpower being down 150 officers you get the infamous stupid look along with how dare you bring up facts! Numbers are not down just manpower.

Fifty aldermen, with their staff and expenses, was a sustainable idea back in the day. Now, with a broke city and the fact that most city services are available online, that many aldermen are not needed.

Heh heh.... Look at 016. They can't even man all their cars on midnites. One of the largest districts in the city has the worst police coverage. Guess those white ministers don't have any play.

As far as 12/13 merge. Both districts combined the desk crew which means 2 desk people get to leave 2 hours early every day. Both districts kept the tact teams which we all know what that means. Get a head and you get to to leave 3-4 hours early. We need more beat cars filled than anything! Our new commander has been making the right changes that should've been done years ago when we merged. Our station security falls asleep most of the time. We still have missions teams for unknown reasons. Beat cars work just as hard as the desk crew and other teams combined. The merge was a big mistake management wise because it's still a mismanagement of police sources.

In the12th district we have 4 desk people working. We get more people turned away at the desk than anything. If you or a family member or friend need a report don't go to 12th (3rd watch). They will more than likely convince you that you don't need one or to call 311.

Definitely need to cut aldermen. Another way to get that idea out there loudly would be to do the same as conniving rahm does. Report it to the media to get your platform. Then exaggerate projections to be heavily in your favor and then throw it in rahms face everytime money issues/budget cut ideas come up, which is every other day.

I can't afford to go any further north to Edison park I no 016 is under maned but fuck I haven't seen a squad car in days and more and more shit birds walking up and down the area of northwest hywy , Devon , nagle wtf HELP!!!!!!!!!!! Can we at least protect the area that most north side coppers live in

Obviously SCC numbers are severely low! How much vri? Over 100 million? How much Cta extras? Housing? Special details? If we were staffed like we should be these extra incentives would be eliminated! But then again with the junk bonds ratings they may be eliminated anyway as the city cuts to save money!

Numbers are down obviously, whats going to happen over the next 20 months when over 2,000 coppers are predicted to retire? Will rahm do what is required to fund the pensions? will Dean shut up and never negotiate us losing any pension benefits? Will Bruce finally cut the budget to stop giving the illegals free taxpayer hand outs that are completely undeserved? read on a thread here about the WPA that was developed in the 1930's where able bodied people had to work on government projects to receieve any taxpayers funded welfare! No work no money, no housing,no food,no school sorry nothing! Maybe CPS should limit how many kids can attend? where is it written we must educated people that sneak here illegally? Cardenas wants to tax legally here suburban people that work in this city,and do drop some tax money on things purchased here while they work, what do illegals give? I reduced my workplace enthusiasm by 33% in the last 4 years and trending downward. Citing gross mismanagement and command ineptitude, the current downgrade is expected to continue to plummet for the next few years.

The merger of the 012 and 013 Districts was one of the WORST experiments that ever happened. Both units have such a different work ethic that amounts to OIL and WATER. Even to this day their is such a resentment on both side.
I have never seen a Police District with such LOW MORALE, DISRESPECT TOWARDS FELLOW OFFICERS, AND SUPERVISORS, AS WELL AS CITIZENS.
Trust me, I'm not the best worker, but not the worst worker either.
Their are so many FUCKING CRY BABIES and PRIMA DONNAS in this District along with a number of LAZZY and INCOMPETENT Supervisory Managment , starting from the Commanders Office DOWN.
Hopefully the NEW C/O in 012 will CLEAN HOUSE.
What this District needs is a new TOP STAFF, and some decent supervisors who can manage, lead, and bring back some kind of POLICE standards...

Fifty aldermen was actually the result of downsizing. Chicago used to have seventy aldermen who represented thirty-five wards, two to a ward. When the new plan was put in place twenty spots were eliminated, but the number of wards increased to fifty with one alderman to a ward.

What Chicago cannot afford is the increased size of aldermanic staffs and salaries for the City Council. As recently as thirty-five years ago, most aldermen earned less than $10,000 (certain committee leaders excepted) for what was a part-time job. Nobody objected to aldermen holding second jobs at the time. Now, we are paying lavish full-time salaries to part-time elected officials.

Chicagoans were promised greater professionalism and higher ethical standards in return for bigger salaries. It has not happened and some aldermen are pulling down about $180,000.

Numbers are low, listen to police district zones citywide, backlogs, crime scenes, yep we are safe! Let the people that hate and don't want to be policed police themselves why not? Then they can call callback unit for a report!

Just redraw the district lines and consolidate the wards into the districts. Could probably drop down to 21 districts, 7 each to north central and south and 21 alderpeople. Let them keep their 1,200,000 slush fund and stretch that money. Move the ward offices into the stations with the caps officers ensuring that aldermanic personel are not wandering into secure policing portions of the station. And before people gripe about that bit of the idea think about the janitorial staff that has little to no restriction within the stations.

If you saw a whore at Devon and Milwaukee, then I hope you called. 016 is so stretched that if you don't call, good luck on proactive work. Cars are called all over the district so difficult to stay on your beat. The troops do their best with the amount of calls and available cars.

Hire part time fir fighters and police officers .
Private security works at 911 center , why not at city hall , police headquarters and detail at mayors house .

What 12 needs is the following.
more manpower, break up some tact teams, or maybe the useless burglary team (weekends off) what a joke. Get rid of the 8 people in caps especially the two who have under 9 years each. Maybe start with getting rid of the crossing guard supervisor (when she comes in that is), the time keepers all of them. Maybe its time to get rid of the 2nd district secretary who should be on midnights. These watches are short, This commander is off to a good start dumping the foot people into day of groups. Oh and for godsake can someone please tell me what the intelligence officer does last time i checked come in late leave early. More people on the watch that is what is needed. my two cents. BTW two years to flee this city, and district. Feel bad for some of you.

You forgot about the the two officers who have taken over our quiet room. One had a bid desk spot who doesn't want to work it but won't give it up either. The other one who has less than 10 years, is afraid to work the street and no one will work with her because she is a officer safety risk. Come on Ed put these broads to work

019 district is killed by everyone bailing, the numbers are so low and on top of that you deal with } The mayors detail taking up 8 officers. There are 3 tact teams that work 5 hour days , 1 burglary team ran by sgt yoshimura, the sgt who was supposed to lay low and was never supposed to get another team because of his pepper spray incident downtown at the steak house! A entertainment team that doesn't do anything but write taxi cabs. There is a midnight desk crew that sits and watches movies all night and eats popcorn at the desk. If anyone comes in and asks them for a report they get mad because they have to stop their movie. A greek sgt that runs the Wrigley detail. He leads the city in overtime and does whatever he wants and makes up his own hours and day offs to pad his paycheck. A front office team that you never see . Even the LT's split shifts working only 4 hour days. Man power isn't so much the issue here. No accountability would be a bigger problem
