Drip Drip Drip

  • As Police Supt. Garry McCarthy begins his fifth year running the Chicago Police Department, some aldermen – old and new – appeared to be losing confidence in his ability to reduce gun violence as summer approaches.

    On Thursday alone, at least six people were slain, and 16 others were wounded in shootings on the South Side. According to the Chicago Tribune, through Monday, there had been 120 more shootings this year than at the same point last year.

    Newly elected Ald. David Moore (17th) flatly said he doesn’t think McCarthy’s police strategies are working.

    “Some changes have to be made at the top, as it relates to who’s running the Police Department right now,” he said.

    Second-term Ald. John Arena (45th) seemed to grudgingly agree.
The Sun Times, the Better Government Association, Fox, the Black Caucus, now CBS.

The problem is that whoever would replace McGoofy will be someone who will continue on with Rahm's agenda of further demoralizing and destroying the deparent. Rahm wouldn't choose anyone who's a free thinker or who may stick up for the troops.

There is nothing that any police superintendant, programs, marches, money or whatever can do to stop the shootings. The real problem is the judiciary and the state's attorney and the one party system in Chicago and Cook County. The judges keep giving probation upon probation. The state's attorneys office plea bargins all cases so the state' attorney will have a high conviction rate and be reelected. Felony review assistants are under pressure as their future in the office could be in jeopardy. The only way to stop it is to prosecute it federally with 10 yrs or more for guns used in the commission of a crime and 5 yrs or more for possession if the person is a felon. No one fears the Cook County justice system. Are the aldermen just that stupid or are they part the the democratic smoke screen?

It ain't Garry's fault but like all the other stooges that take that job he refuses to acknowledge and call out the real causes of the violence. So, in a way he does deserve to get the ax for claiming that a weekly tweaking of numbers called Compstat could somehow tame an out of control culture of urban violence. The politicians will just keep making excuses for their constituents and keep blaming inanimate objects like schools and guns instead of fatherless families, lack of responsibility and a culture of greed and ignorance fostered by cradle to grave entitlements and excuse making.

No matter who holds the position, it will always be the same. It's been like this before I moved to Chicago, and will always be. The underlying issues need to be address first before you can see change. And those underlying issues aren't police issues. So stop acting like the crime is the fault of non-working police. You know better then that. These issues are part family breakdown, and part politics. No jobs, high taxes on business & people, etc... and corruption.. Is this city dumber than thought?

Almost any damn fool could be the Superintendent of the Chicago Police Department IF:

A. The were politically correct as a figurehead

B. They kept their mouth shut (didn't say anything stupid)

C. They had a competent First Deputy Superintendent who quietly ran everything

Gary McCarthy on the other hand

A. Politically correct only that he was an outsider brought in as a hatchetman by Rahm to cut the costs of the CPD and the officers and the public be damned

B. Just about everything Gary says is stupid or offensive

C. Gary has purged this department of almost all experienced commanders and replaced them with young over-promoted Yes-men. Who do we have as second in command. Maybe that is who the Black Caucus is really shooting for as Gary's replacement.

Superintendents are hired to be fired. The political class has there own agenda and it is not the same as ours. I am sure each racial and ethnic group has someone in mind. After all, we could get the current Baltimore police chief. I bet he will be available soon. But, I would say that I cannot think of one CPD superintendent in the past 30 years that has been innovative, has been for the working coppers and has the back of the working policeman. J-Fled and McCarthy did bring new ideas here which was outside the thinking process of our inbred gold stars, but that is all. Nothing will stem the violence in the Black communities except a crackdown by police and I don't see that happening with any leader.

yeah, this storm has finally turned into a hurricane from the lack of police hiring. Budgeted for 12,500..lucky if we have 8000. Each district is down at least 150 coppers from its 90 s peak days. Be careful what you wish for, I've been doing this for over 20 yrs and as annoying as McCarthy is, he's no Weis. There are an awful lot of nightmare scenarios as Supt from our own ranks as well from outside. Other than Sheriff Clarke from Milwaukee I can think of no improvements. I'd follow that guy to hell.

With a weak stance on crime via Cook County courts,jails and laws there are no consequences to actions here. More focus on black on black crime in the media and less cop on black alleged crimes. The city keeps changing superintendants when they need to overhaul the entire department, because too many employees, including officers are not qualified to do the job they are being paid to do.

Rahm took 300-400 million from Public Safety and used it for entitlements. 1200 officer erased from budget, lack of hiring when 800-1000 officers retired. Closed three districts and one area station. We are legit still down 2000-2200 from five years ago....WHEN CRIME WAS REALLY DOWN. And people wonder why CRIME AND SHOOTINGS ARE UP !!!!!!

IL is by far the worst state. Take a look at the graphs. IL went from over 50% funded to less than 40% in 5 years. While the market was doing well! Tell your kids they should go to WI if they are just starting out. Expect services and home values to drop.

You can shuffle things around all you want but it probably won't matter any. People who take these jobs go into it knowing they are short term jobs. That is one of the reasons that the pay tends to be more than one might otherwise expect.

Same thing happens with school superintendents for school districts that are in deep trouble. They come in knowing they probably won't be able to solve any of the problems the district has and that the district will likely end up either not renewing their contract or terminating their contract early.

Even if the city hired 5000 more cops it probably would not change much, and there is no money for more cops. Chances are that the number of city employees of all types is going to decrease over the next decade to help fund pensions. There is no realistic source of increased tax revenue available to fund pensions.

For those who think a city owned casino will solve the problem, look at the state lottery. My guess would be after all the connected parties get their cut, there won't be all that much left for pensions. It will be lucky to break even.

Mayor de Blasio’s Summer All Out program is turning into an all-out fiasco — with the NYPD forced to dole out massive overtime and cops choosing to retire rather than take part, The Post has learned.

Hizzoner’s highly touted anti-crime initiative is also relying on longtime NYPD desk jockeys to tame the city’s increasingly dangerous streets, which law-enforcement sources called a recipe for disaster.

Summer All Out flooded the city’s 10 worst precincts with 330 extra cops on June 8 — a month earlier than last year — to combat the recent spike in shootings and murders.

The cops, formerly assigned to administrative jobs, were initially supposed to work from 8 p.m. to 4 a.m., when most violent crimes take place.

But to quell widespread opposition among the rank and file, brass promised fatter paychecks containing at least 4¹/₂ hours of overtime per shift — or 22¹/₂ per week.

The sweetened deal includes a shift that begins a half-hour early, at 7:30 p.m., and at least two hours of guaranteed extra work per shift. The cops are also getting paid 2¹/₂ hours of overtime per shift to cover travel time to and from their new precincts — regardless of how long it actually takes.

But some veterans decided they’d rather walk away from their careers than walk a dangerous beat, sources said.

“Three or four . . . officers were sent to a certain precinct in Brooklyn, and instead of going and walking foot posts, they up and retired,” one source said.

Many of the All Out cops have been working desk jobs for a decade or more, so everyone underwent a two-day refresher course to get them familiar with the violence – and crime – plagued neighborhoods they have to patrol.

The crash course wasn’t nearly enough to prepare the cops for the dangers of facing down perps emboldened by de Blasio’s crackdown on stop-and-frisk and his anti-police rhetoric, sources said.

“Most of these cops have a cushy desk job, work from 7 to 3 or 6 to 2, pushing paper and then go home to Long Island,” one source said. “Now they are being thrown into the streets in the 75th or the 73rd [precincts] and they’re shell-shocked. They don’t know what to do.”

Many cops believe the All Out overtime would be better spent by letting existing patrol cops just work longer hours.

“If they have this kind of money to spend on overtime, they should just hire more cops,” one source said.

Others noted that while Summer All Out is supposed to target gun violence, many of the cops are being given “bulls- -t” assignments like enforcing minor traffic violations.

NYPD spokesman Stephen Davis defended Summer All Out, noting its success last year “in some of the precincts where it was deployed.”

“They’re not replacing street cops; they’re adding to cops on the street,” he said.

Reality check: All current exempts are clouted up with Emanuel, aldermen and the revs. If Emanuel merely hinted that they lock up their own mother for jaywalking, these whores would do it. There is only one acceptible candidate for McCarthy's successor:

Milwaukee County Sheriff David Clarke.

You guys know and I don't. But it seems to me no matter who you put in charge, it will NOT change the culture and it will NOT lower the crime stats.

That being said, what it can change is level of the safety for the coppers on the streets. Nobody should be 99. Nobody should be in a car that is more than 3-5 years old. It's about about reasonably safe working conditions and morale. CPD has been "who you know" for a century or more, that ain't going to change. But it's about giving everybody the best tools and the best chance to go home safe (and that, everybody deserves).

Chicago's crime problems are cultural--teen moms, no dads, an amoral subculture that harvests its values from rap music,the crass materialism of shiny objects and violent video games. Good policing can marginally impact symptons at the margins, but the problems are beyond the scope of law enforcement. Even a decent, honest political class--if we dare imagine such a thing-- would face an uphill battle in making a dent in the appalling cultural and social dysfunction that engulfs entire neighborhoods here.

Yes, I recall similar sentiments for a superintendent in the past; Leroy Martin. Recall when he gave the speech that no gang is as tough as his gang, the cops. But, look what happened with him. He seemed to despise female police officers ands turned out to be a very political leader. Rumors abounded about him and his off duty habits. He retaliated against those who took police action against anyone in the political class ( recall Channel 2 news and their editorial on him and one of the sons of our Rev. Jackson ?). I think things are better now that Daley is out of office. How much better remains to be seen. I really do not think anyone who is the chief of a major city can ever be truly for the front line officers. The political forces are too strong, especially in this town that has honed racial politics to a new high. You will hear blacks call for a black superintendent, Hispanics call for a Hispanic boss, but you have never heard and probably never will hear whites call for a white chief.

So stop pushing other people over the cliff. Like most of us, I may have issues with McCarthy but I'd never expect him to discuss the "real causes" (which, let's be frank ... is simply a buzzword for race) in public. Not a police officer. I have 2 questions though. 1) is anyone aware of how many candidates of any at all the CFD has gone through since the test in december? 2) my CFD lottery number is pretty bad. Is considering the next CPD test a bad idea? Is the job worth it? Thanks and stay safe.

Not sure what number they are up to, but they WILL get through all of the well qualified fairly soon. Despite what you read here, the job is worth it. This is a place to complain about the 10% of the job that's fucked up. 90% of the time it's the best job in the world.
