This Explains the Videos

The Department has been hammering the Pursuit Training videos that past few days at roll call - this must be why:
  • Three men and a teenage boy who led police on an eight-mile chase late Monday and eventually crashed their vehicle in Chicago Lawn are facing a slew of charges for attempted robbery and carjacking.

    Officers responding to a call of shots fired near Kedzie and Carroll about 10:30 p.m. saw a minivan driving erratically southbound on Kedzie, according to Chicago Police.

    One of the minivan’s occupants then fired shots at another vehicle, and officers pursued the minivan until it ran a red light and hit two cars in the 5900 block of South Western, police said.
Everyone is edgy after the baby got run over in the stroller, but as we pointed out, if you can't chase offenders for murder, you're going to see a lot more murderers getting away.

This appears to be the same thing - on view carjacking and shots fired - why wouldn't the police chase and capture the offenders? The "Balancing Test" is to determine whether the necessity of apprehension outweighs the danger to the public. Call us silly, but the public is in a lot more danger that these animals will be out there jacking people over and over again unless they are apprehended at some point, and apprehension is going to mean a chase somewhere along the line.

That's what the City lawyers and Department egghead have bred into the criminal mind - if you run, Chicago won't chase. Don't believe us, believe what you're seeing with your own eyes. Hell, we wrote about this exact scenario a couple of times in the past ten years and it's happening exactly as we and our readers predicted.

What the department wants are whale guns. When it is a serious crime instead of chasing the car, you harpoon it. The harpoon gun will be mounted to the fender of the squad. Kind of like roping a calf. Rahm is already applying for a harpoon grant.

The city lawyers are only asking you to take the holistic approach to policing.

C'mon... carjackers are entitled to a reasonable head start before the chase so they can ponder the consequences of their actions and potentially turn their life around. They're headed for college, you know.

My problem with car chases is that its impossible to safely stop a fleeing vehicle in an urban setting without a crash. Very often innocent people are hurt Ive seen this too many times. Sorry But if I were the Supt There would be no chases period

I'd love to say that coppers should be out there trying to chase down these terrorists, but let's be honest; the city has zero interest in you being involved in a pursuit. Once the shooting has occurred, I don't know that the city really cares if the shooter is caught. They're mainly concerned with trying to make sure shootings don't happen, not whether it's cleared or not. I was working on zone 4 many moons ago when a current XO said on the radio that he was a sergeant and another sergeant couldn't terminate his chase. Just think about how that sounds now knowing an innocent woman died. Once that brilliant woman died from the wreck that evening, all bets were off. From that point on, the spotlight was on the police in these chases and the city has little to no intrest in us chasing people down; no matter the reason. Don't get the wrong idea, I'm not blaming the officers for the negative outcomes of these chases initiated by the urban terrorists, but car chases just aren't worth it in this climate. It'd be amazing to know you worked for an employer that backed up its employees and allowed them to do their job, but all chases are going to do is send you into civil litigation.

You predicted this and it will happen again. Anytime someone is fleeing the possibility of being Butt Raped for the rest of their life they will drive recklessly. Police pursuit is no longer viable, for the financial and psychological future of any involved police officer. However, when someone of prominence or wealth, is killed and the offender is not pursued, then we will see the Inattention to Duty or that old standby Official Misconduct used against the hesitant Officer. Do your time and leave, American Policing is no longer a Vocation or Profession, but then again, this is no longer the Nation it used to be. The American Dream is becoming an American Nightmare, unless you are here illegally. "G"

In the 1990's when I was a young aggressive PO, my partner and I made a traffic stop on a car listed on the hot sheet (remember those) and arrested the couple of car thieves. Later I asked them why didn't they run or try to get away? Their answer, "We know better than to do a car chase in Chicago. You guys chase us, the suburbs let us get away!" That was back when crime was really down and criminals knew that CPD didn't play around. These TV superintendents need to retire, quit or just go away so that you guys can get back to the business of policing! Signed, SMH (RET)

Milwaukee PD enacted basically a no pursuit policy three years ago. Officers are prohibited from pursuing vehicles unless a violent felony is involved or there is a great danger to the public. As a result auto thefts are up. Drug dealers are using this policy to establish rolling drug houses. They drive around in vehicles with illegal heavily tinted windows while delivering drugs ordered via cell phone. If a squad attempts to make a stop they speed off, many times taunting the officers because they know they won't be pursued. Neither the chief nor the mayor care.

It's a sad state of affairs, and an even sadder thing to say but let them go. It's not really in our nature to do so but it's all about self-preservation. You need to do your own balancing test. Does this chase really outweigh me losing my job, livelihood, freedom? If you can't get them in the first few blocks, let them go.

The public and the powers that be are SICK of the kind of
Policing that hews to ideals of old like catching Mistuh Bad-Guy
when he flees Police apprehension and/or resists being taken into custody.

Policemen are truly caught in the middle...

The public and the powers that be have a big problem with the sometimes messy
aftermath of Mistuh Bad-Guy fleeing and resisting after committing a crime.

The law demands Policemen catch Mistuh Bad-Guy and overcome whatever
resistance he puts forth.

So?
It's a "Shit Or Get Off The M/Fing Pot" preposition for the public and
the powers that be.

Change the laws if you have such a problem with Policemen rightfully
enforcing said law.

Change/Repeal the law so that Policemen will no longer be duty bound
to enforce self-same laws the public and the powers that be seem to have
such problems with.

That would require fortitude and have the very unintended consequence
of totally removing culpability/blame from The Police.

And guess who will end up wearing the shit-shirt for that?

The powers tha be KNOW this; therefore, the laws demanding apprehension
of fleeing criminals (especially forcible felons) will remain on the books.

tasked with being the firewall between decent society and that ever
rising ugly that's seeping under the doors.

Guess who you're going to have to reach
"Reasonable Accomodations" with to be
able to move about unmolested in this town
since The "out of control" Police are allegedly
