What we wouldn't give for an honest bit of reporting once in a while.
We were listening to WBBM on the way home today and they had a clip of Rahm talking in regard to the Budget Hearings today where the Black Caucus was giving McCarthy some flack. We almost drove off the road when we heard it. Rahm stated, not verbatim:

- The problem wasn't McCarthy, it was the breakdown of the family structure, too many single parent households, and culture lacking in moral direction that made the gang into a "family." Then the usual rigmarole about guns, sentencing, etc.
We rushed home and tried to nail down the quote...but WBBM wasn't streaming it. None of the other channels carried it at all. The papers had all sorts of quotes, but not that gem. We tried keywords, alternative media sites, the works and we couldn't find that quote.
We were shocked because it was pretty much part-and-parcel of what every conservative think tank, conservative author, conservative writer, conservative media-types, websites, and political candidates have been trying to put forward for decades now - that the dissolution of the family structure, particularly in the poorer strata of society and specifically in the minority communities, is the elephant in the room when addressing criminal trends.
Of course, every time conservatives advance this idea, the cries of "racism" are deafening, because the grievance-mongers can't have actual solutions based on actual facts out there - something might actually get solved and they'd have to find jobs and stuff.
But we heard it.

I too heard that speech and was surprised. As you say in the topic, essentially he said, in summary and not verbatum, that the police could not fix the failings of a cultural base/cause.

Bingo. And when you zoom in closer, there is an entrenched system that sustains that dissolution even though it has the best intentions. It's the system that steps up with free prenatal care,a free maternity ward stay,6 weeks of free postnatal check-ups,and a lifetime of assistance from food stamps, state-sponsored day-care, and a backpack full of school supplies every school year, courtesy of local businesses that want to encourage that endless line of subsidized customers they profit from.
So what's a teen-aged girl to do when that pee-on-a-stick test result is positive ? The Baby Daddy has no father around telling him to do the right thing. Baby Daddy himself might be awaiting sentencing. His job skills might qualify him for the drive-thru window somewhere, if he's lucky. So she signs up for those programs and the checks start rolling in. No family support needed. It's a tragic cycle that has to end but no social program or amount of money can turn it around. Family and family role models have to be the agent here.

SCC, there's one little 2-line paragraph where the CBS/WBBM writer seems to abbreviate/nonverbatim the mayor's comments down to "culture and even values". It's about 19 paragraphs down in the above story.

How about more business opening up in black areas, especially on the west side? We need black owners and the black middle class to make that investment, but I really don't think that they want to. Way too many risks and they know it. You can go on 16th Street and look for good businesses and find nothing, no restaurants, no grocery stores, nothing . The alderman could work on this and they could work on safe and secure charter schools, if they wanted to or if they did not take money from the union.

I also heard it. I was shocked and paused for a good 30 seconds. I was thinking,is this really the mayor and who is messing around with this audio clip. I heard him pause a few times also because you could infer he was confused as what to say. I assume he was really upset, finally spoke his mind and THE TRUTH SLIPPED OUT. Why is the family unit falling apart? The culture of society is a money culture. The mentally ill, guidance programs, social services are all being stripped bare so money can be be pulled from the lower agencies to big business and the 1%.
Congress is locked over business lobbied concerns. Subsidies go to businesses and few to family support concerns. I don't hear the president or mayor talking about giving people something to do by giving them jobs. I do hear about turning schools over to businesses and making the city look better.

Hey turd, welfare was expanded during the LBJ term 1st, the same jag that took SS from a private fund to be part of government budget. Nixon in 69 tried the FAMILY ASSISTANCE PLAN BUT WAS KILLED IN CONGRESS IN 72. Reagan started killing some of the welfare program in 1980 and in 96 Bush made more changes to the program. So maybe u should Goggle before u pop off. But maybe if u could read u would have seen that the comment was about Dem cities and not the government. The top 4 crime cities have been controlled by Dems for past 40 years.

Public Aid was available as an assist to working families. Family being husband and wife and their children.
In the mid 1960's the Public Aid rules changed to which Aid would not be available to households where the man/father/husband was in the household. So he would duck out when the Case Worker came around to check. Eventually the male stayed away more and more until he disappeared from the home completely.
Some social scientist say that this was one of, if not the , worst public policy decision ever.
