The Return of Brown?

So Masters Masters Masters left the Cook County terrorism task force.

Rumor has it that Downtown Ernie Brown is coming in to replace him.

Anyone have a scoop?

Not long after he left CPD for Darien he was skulking around the halls of 35th St trying to get his old job back. Thank G*d he was given a pat on the back, thanked for his service and sent on his way back to the SW Burbs.

I'd say he and Toni might be an item but she does have a bit more class than that.

I hope.

Masters turned the Cook County EMA into a goofy secret squirrel outfit. Used to be a couple of guys from the CCSO and a resource list (generators, light trucks, ETC). Now, it's daily "security briefs" which are just clippings from nationwide newspapers and other open source stuff wrapped up in "confidential" emails. The emergency management community will miss him like a toothache.

Did anyone ever get to the bottom of how Masters got his police certification? His online resume claims he is a Part Time Police Officer. A quick internet search shows a Michael Masters being sworn in as a Part Time copper in South Chicago Heights in March 2013.

Anybody got any scoop on that aspect of his High Speed Low Drag career?

Actually, it is not hard to obtain a top secret security clearance. Everything depends on your being honest in your answers and not lie, good credit and positive job references. The people turned down are caught in deceptions when they fill out the questionnaire. Being an asshole does not disqualify you. Even minor arrest record and drug use will not disqualify you. Mental health issues just might if they were not being treated.

MASTERS MASTERS MASTERS became a part time cop because the chief in South Chicago Heights is tied very tightly to the Daley family; Ray Ray Hamilton helped get him through the P/T training without having to attend. What has the Training board have to say??????

Masters has been the director of cook county homeland security for a while now, so if the drug dealing Ernie Brown is taking over it ain't from masters. Brown came soooooooo close to being taken down, if only that politically/racially appointed do nothing in the IAD office didn't over hear how he was about to be caught. Ernie would be doing federal time now instead of stealing another paycheck somewhere else.

Masters received his certification from a suburban law enforcement training organization. It is a certification for a part time officer. He is the only person in CPD history allowed to obtain the part time officer certification. He could not get the regular certification because he did not qualify, that is be enrolled in one of 7 certified police academies around the state.

Masters and Hamilton both have police badges from the village of golf as police officers, because they got the police dept in golf federal money for training....They both have not worked one police tour....

Cline joined the police force as a cadet in 1968 but began to make a name for himself in the late 1970s when he joined forces with the U.S. Drug Enforcement Administration for the city's first successful busts of curbside drug markets. Over the next two decades, Cline's work in narcotics helped refine the city's approach toward investigating drug sales and trafficking. But it wasn't without scrutiny.

In 1981, federal prosecutors chose not to use evidence collected in three searches of Charles W. Wilson after questions surfaced about the validity of search warrants Cline approved. Under pressure to clear up the controversy, Cline instead invoked his 5th Amendment right to not testify against himself but continued to work for years with the DEA on federal drug cases.

arien Police Chief Ernest Brown has accepted a new position outside the city and will leave his post sometime in the next two to four weeks.

"This is a very bittersweet moment for me," Brown told the City Council Monday. "I will be leaving my post in Darien to embark on a new chapter in my life. Thank you all very much for the support I have received. It is my prayer that I have served the city with integrity and honor."


Mayor Kathleen Weaver said she knew beforehand that Brown had been successfully recruited by another employer — whom neither she nor Brown would identify or discuss — but the news of the chief's impending departure took aldermen by surprise.

"I'm shocked," said 6th Ward Ald. Sylvia McIvor, who also serves as chairman of the Police Committee. "I didn't see this coming, but I certainly wish him the best."


Brown, 62, spent nearly 30 years in the ranks of the Chicago Police Department before coming to Darien. He rose steadily through the command ranks and achieved the post of deputy superintendent in Chicago before he was sworn in as Darien's top law enforcement officer in November 2011.

McIvor was one of three aldermen who voted against his appointment at that time, but is quick to note that her vote reflected dissatisfaction with the candidate selection process that had been employed rather than any shortcoming on Brown's part.

Weaver, who personally selected Brown and has been one his strongest supporters during his tenure, said she felt a need for an outsider to assume the role of police chief four years ago.

"I felt that our Police Department was not going in the right direction," Weaver said. "The most current and most effective police practices were not in place, and that's why I felt we needed someone from the outside."

Weaver said Brown has played a key role in modernizing the department and transforming its internal structure in areas ranging from patrol duties and evidence storage to immediately and effectively addressing complaints made against officers.

"The improvements in accountability and transparency are two huge steps forward," Weaver said. "The numbers bear out the fact that the crime that is happening in our city is being swiftly addressed. For example, the number of residential burglaries is down by 46 percent. (Brown) is leaving the department in much better hands."

Weaver said she intends to follow the same process she used four years ago to identify and qualify candidates, but added this time an internal candidate would also receive consideration along with those from outside the Darien Police Department.

"We will certainly conduct a thorough search and cannot rule out someone from inside the department," she said.
