ACLU Whines "Not Our Fault"

Saw this comment in yesterday's post about the qualified immunity being gutted:
  • They make it impossible for us to do anything and then when we don't they invent away to sue us
  • Authorities last year suggested Chicago’s spike in gun violence in 2015 was due to the “Ferguson effect” — cops afraid to do their jobs because of the scrutiny following the shooting of a black teenager by a white officer in 2014 in Ferguson, Missouri.

    But with Chicago now plagued with an even steeper rise in fatal shootings in January, compared with the same period of 2015, street cops are offering a new reason: the “ACLU effect.”

    They say the Chicago Police Department’s pact with the American Civil Liberties Union of Illinois to monitor police stops in greater detail is prompting officers to stop policing, leaving the streets to the criminals and leading to the spike in gun violence.
Um, duh? Who wants to stop two or three jagoffs and end up with an hour or two worth of paperwork? An hour or two away from actively patrolling. An hour or two that will be scrutinized by an entire platoon of lawyers looking for any little error with which to make an example of you and cost you many many hours worth of suspension time?

It's far easier to only ride on real crime being committed rather than quality-of-life stops or street corner dope sales or any other of a dozen stops that might lead to something, but more-likely-than-not, only lead to paperwork.

The ACLU is already laying the blame on the police:
  • But the ACLU rejects any correlation between declining street stops and rising violence, said Karen Sheley, director of police practices for the ACLU of Illinois. Other cities have scaled back their street stops without an explosion of shootings, she said.

    The reduction of “invasive” street stops is actually a good thing, Sheley said.
Remember, this is the woman who just a few weeks ago was applauding the reduction in stops. And she "rejects any correlation"? The ACLU is staffed by a special kind of stupid, aren't they? She's seems to have forgotten when the NYPD scaled back stop-and-frisk by something like 97%, shootings went through the roof. We imagine Chicago is experiencing the same upsurge...like St Louis did, and Ferguson, and Baltimore.
  • The ACLU had pushed for the changes to allow for better monitoring of stop-and-frisk practices and their impact on minorities. The ACLU released a report in March that found blacks accounted for 72 percent of stops between May and August of 2014, but just 32 percent of the city’s population.
72% of stops...72% of stops... Where have we seen a statistic like that before? Oh yeah, at HeyJackass.com, where blacks accounted for 80% of the shooting victims and 70% of the identified assailants. Imagine that. And it's holding exactly true for 2016.
  • The ACLU also reviewed 250 contact cards filled out after stops, and found that half didn’t list a lawful reason for them.
That's not what we're hearing from people who probably know. The ACLU is actively searching for "wrongdoing." The are contacting people who have been stopped and asking all manner of leading questions in an effort to jam someone up:
  • Are you sure you weren't handcuffed;
  • Didn't they go through your pockets;
  • Did you get a receipt (even when not required);
  • Can we get a copy of your receipt
We have one story where the ACLU contacted the subject of a stop and attempted to get him to lie about his receipt that he had already thrown away and to falsely accuse the officers of not giving him the receipt. The subject turned out to be a paid informant and called his handlers to see if the ACLU was about to burn him to the people he's been snitching on. True? We have no idea, but we'd believe many things about the ACLU before we'd believe in a fair Chicago Police Department promotional exam.

We are going to be damned one way or the other.

Better get use to being called on the carpet. We have always been dammed if we do our jobs. But now we are being called out for not doing them. The sheep wanted this.

The supervisors have all seen the writing on the wall. They tried to understand what 3510 S. Michigan was spawning. But has anyone been to a recent roll call lately? We can barely get through one without simple questions coming up regarding any one of the recent change in department orders or rescinding of McCarthy's command structure. Let alone the great FETAL comments that placed each officer in jeopardy and where city hall wants them to fail.

Without competent leadership the poor officer on the street has lost any motivation.
With the constant bashing from the media and the lack of support from the community and mayor you can see how and why crime is increasing. Why stop anyone? Why chase any bad guy?

I love the media going to see Officers playing hoops with the kids.
But ask yourself why is this a news story. Because News affairs has to put some positive spin with officers in some good stories or we will eventually start looking like the police in Iraq or Iran where no one calls for the police.

In 29 years I have seen the Department go through some heavy scandals. But this is much more, this has taken the breath out of this Department. All while they keep kicking the remains. My Love of this job is gone. My paranoid concern for my own survival has taken over and I cannot wait to pull the pin.

I am so tired of this crap. Rant over!

I'm sooo glad this was brought up. I have 2 informants that were contacted last year by a law firm concerning stops that I had put on them. I arrested one and contact carded the other guys. 3 weeks later both give me the card of the law firm and told the whole story. They both are from Humboldt Park and have also told me how reporters from Chicago Public Radio are also trying to have a big "scoop" by partying with the sets and ginning up activity.

I'm not sure why this is a surprise to the ACLU that blacks get stopped more than white. Most of the violent crime is in the black community, leading to our CPD leaders to put most of the extra resource (VRI, Impact Officers) in these same communities. Of course blacks will account for more than 70% of stops - that's where the crime is. - that's where the extra cops are!! Not rocket science. Hey, ACLU, Chicago is one of the most racially segregated cities in the world - we have very few neighborhoods that have an equal mix of different races. Most are all black, all white, all Hispanic......,

The vary term "Invasive Street Stops"implies that the police are wrong for making the stop! Yet, the reality is that Community Policing is based upon the principle of Proactive Policing. Proactive means you identify problems and attempt to stop them before they reach fruition. So if you have over 200 people of color shot last month, by other people of color (except for the ones shot by shop keepers being robbed), it is safe to say that a lot of people with criminal intent are running around that community, armed. Stops based upon Reasonable Suspicion will find those weapons before they are fired. However, if you intimidate the Police, threaten to sue them, fire them or jail them; then WHY WOULD ANY OFFICER IN A SOUND STATE OF MIND TAKE THE RISK? So, some Highland Park, Winnetka, Wilmette Liberal, (Rahm is from Wilmette) who does not even live in Chicago, and certainly not in Englewood is going to dictate how we Working Class peons should treat the next lower level on the food chain. Put some Section 8 Housing in Winnetka or Wilmette, then talk to us about Invasive Stops. Or wait until some University of Chicago students start getting killed; then they'll be DEMANDING Invasive Street Stops, but there will be none. This current trend may alter an entire generation of policing, and it is not for the good of Reducing or Preventing violent crime. Remember, the alternative to Proactive is Reactive, and at that point it is after the crime has been committed. What we are witnessing now is Neurotic Liberals, guilt ridden over their wealth attempting to pay back Society by "Helping". Retired after more than 30 yrs on the job. It has been like this forever. Citizens have no clue about the shit we have to deal with each tour of duty. We only have each other my Brothers and Sisters in BLUE! Love all of you. We always put our fellow officers safety and well-being before our own. That's just the way CPD was and is! God bless us all. Off topic. SCC can you or anyone else explain why a class of recruits that graduated in November 2015 hasn't started working anywhere yet and are receiving full pay while staying home and were told it may be quite a while before they do get their assignments. Is this old news that I just missed or are they keeping everyone in the dark to avoid more controversey? I spoke to an instructor from the academy and an FTO and neither were sure of any of the details on why there are trained and state certified recruits sitting at home while all the districts are short handed. All they could do is offer up what they suspected was a shortage of FTO'S and the Dept of Justice looking into insufficient training issues. I think the media would have a field day with this.

Talk about creative statistics. 32% of the city as a whole. What about the neighborhoods these stops took place in? I'll bet the percentage of blacks in these areas is 80% or more. I would imagine if you go into the rest of the city the racial makeup of the stops would mirror the population of the neighborhood, Don't you just love the ACLU's moonbat libtard concept of affirmative action law enforcement.

Just curious why there is no talk of the massive computer hack of department computers that's going on 4 days now. Direct from the brains at 35th Street, nearly a quarter of computers are infected with a virus that routes all information to a remote server in Amsterdam, and from there no one knows. The Department can't get a handle on it, and won't tell anyone if their personal info stored in the finance division has been compromised. If this were the private sector, the best and brightest would be hired to fix it in a day. The 3RD largest police department with a treasure trove of personal information on anyone from cops to felons can't get it fixed after several days. Good to know both how secure our servers are and how much the department cares.

The ACLU is calling and reaching out to "victims" of the street stops asking leading questions and documenting everything about the stops. When officers names start coming up a few times the CR'S are coming possibly civil rights violations. Be very careful about your stops, it doesn't matter how legit they are because this is a witch hunt.

This is no joke, stop proactive policing! You're freedom is more important then theirs.

And yes, there are officers being looked at for civil rights violations right now, violations that you wrote up and you handed them.

Excuse me but this is NOT a pride thing. This is an "I don't want to go to jail or get sued for everything I own for simply doing my job" thing. Since you're not a cop I'll assume you don't really understand what's going on. I'm not mad at you. But how would you like to go to work with someone who doesn't understand what you do micromanaging and dictating the rules, and threatening to sue you or inprison you at your every move ? Sounds unbelievable right? Buts that's what we're at these days because we don't have any advocacy and people don't understand what we do. The public just wants results without a real understanding of how it's done. Never in the history of crime and punishment (to my knowledge) has a 3rd party dictated the legality of a stop or arrest. That has always done by a judge in court after reveiwing statments and evidence. Somehow the mayors office has said "hey it's okay for this organization that has a long history of suing cops to scrutinize all of our stops and pounce at anything that they deem imperfect or infringing on someone's rights. And that will be our official departmental policy. Judges know the reality since they deal with criminals. States attorneys and trial lawyers do as well. ACLU deals with "victims" never offenders. That sound like a good idea to you? You, Joe or Jane citizen that pays taxes and foots the bill for all this madness. We the police can't strike or march downtown like you can. But You can do something about it. Now imagine having to navigate through all this "liability" and cries from the public to use less force and less stops while still giving police service and catching bad guys in a city that yields 500 homocides a year not including life threatening injuries.

Just curious why there is no talk of the massive computer hack of department computers that's going on 4 days now. Direct from the brains at 35th Street, nearly a quarter of computers are infected with a virus that routes all information to a remote server in Amsterdam, and from there no one knows. The Department can't get a handle on it, and won't tell anyone if their personal info stored in the finance division has been compromised. If this were the private sector, the best and brightest would be hired to fix it in a day. The 3RD largest police department with a treasure trove of personal information on anyone from cops to felons can't get it fixed after several days. Good to know both how secure our servers are and how much the department cares.

I read this article, and then realized that the officers serving in some rough areas have to be incredibly brace to have situations like this occur. Then, I thought about what is about to happen to the officers who returned fire, to protect themselves. Their lives are now about to get flipped upside down and they will be treated like filth, all while trying to protect the people in that house. ACLU and attorneys will be all up in their lives for a while.

Its simply stunning what you guys go through. None of that will be discussed. The only thing most of the ignorant public will take away from this is "why didnt you use a taser, and why did you have to kill the guy?"

Totally off topic. After reading the Sun Times article about the CTU one gets the impression that they get FREE MEDICAL. They are being asked to pay less than 1% of the member's medical cost. They are being asked to pay more than 2% of their pension contribution. Tax payers pay 7% of a teacher's pension contribution. No wonder the schools are so screwed up. What arrogance. Why were these facts kept secret from the people??? Rahm and Daley kept these secrets.

A Contact Card that took 2-3 minutes to do, now takes about 25-30 minutes to do. Stop 4 bangers in a car up to no good and a police car will be down 2 hrs doing the new ISR reports for a simple street stop. Utterly ridiculous; they could just had officers be more descriptive and articulate more on the old contact cards which would have added what, an add'l 1 minute to the report. The ACLU has ruined proactive policing and the body count continues to go through the roof.

1. That 72% big elephant is very close to the percentage of violent crimes committed by a certain race.
2. That 72% big elephant is very close to the percentage of the police department's resource and man power that goes into certain neighborhoods that contain a certain race of people.
3. No one is pouting. Police department is giving the people what they asked for. ACLU is proud of making the police do less stops. THey take full credit for that but refuse to take credit for the extreme increase in crime.
4. Police have always paid 9% of their pay checks into the pension. The city hasn't paid their part for decades. Politicians even have borrowed from the pension and decided to not pay back.
5. The ACLU effect is in full speed. Prepare for the summer because this is what the people wanted.... less stops.

Years ago when Illinois lawyers pushed to make it more difficult to process DUIs and when they got what they wanted coppers discovered all of the new legal hoops put in place, DUI numbers went down big-time. I work with a guy at the airport has age,is maxed out but stays he wants the "overtime" Think about this how this works say your pension is $60,000 a year you are telling the pension board and city you can have that money for a few more years,as you work after you make over $60,000 then that is profit. So you work all year everyday and make say $40,000 total of $100,000 now you worked all your regualr hours + overtime and got paid $40,000 because you left the $60,000 on the table!

Black citizens of our city are disproportionately affected by crime in this city because their own people, that they live with in their communities, commit 75% of the crime. Let's examine this phenomenon. Blacks account for 40% of the population of this city and of that 40% approximately 9% are responsible for the black on black crime. So with you're recent ISR authoring which must be completed for every stop you are effectively saying that the rights of those 9% who commit all the crime are more important than the officers who are tasked with controlling crime and more importantly that the 9% should enjoy more protection than those 31% of blacks who are law abiding. You, along with BLM, the media, our government officials, and all the phony racebaiters have the blood of the 31% of the law abiding citizens of the black community,who are the true victims here, on you hands, your face, you know what you're completely drenched with their blood. Is the victims whose blood has been spilled the price that must be paid for criminal justice? You have literally transformed the Criminal Justice System where only the criminals get justice at the expense of the police and law abiding citizens. What about their freedoms to exist in a civilized society? Our Criminal Justice System should be renamed the Criminal Relief Fund. Their slogan would be where society suffers because of a few who cannot and will not conform to a civilized society. Keep empowering the wolf and he will pay you a visit someday because he has no fear of the police and lives for the day he can take advantage of The Criminal Relief Fund you created. Now their could be a secondary purpose here and it very well could be that your policies are designed to create more legal work for lawyers and by the creation of this legal work the blood letting that you are enabling is just collateral damage. I think they call that filling up your pockets with cash at the expense of society or being an aclu lawyer.

Thinking people cannot believe you or have any respect for someone who is quoted what you said as mentioned in the original post. The decreasing numbers speak for themselves and as the assault rate including beatings, shootings, deaths increases, I consider the Public Policing Division of the ACLU in part responsible for such activity. You know, I have been in this area for six decades and this city and state is simply circling around the toilet like never before. Even during the sixties, we could always count on the police. They were literally under the gun then and they always did their job and I don't remember any of this de-policing. But I also remember the politicans supported the police as did most people. I do not think that is so much the case anymore. And it was the ALCU who arranged a nice little court case that ended the practice of locking up little thugs standing around the street corner supposedly doing nothing on a free assembly case. We still remember the surge in gang activity when that was decided in when the mid 80's? It was just after crack came to town.

Just great. The ACLU is now calling the shots on Chicago policing. Their methods have "worked" in other cities, and all cities are exactly the same, right? The 72% thing is the big elephant in the room, the thing that can't be talked about in a politically correct society, basically that stereotypes exist for a reason. I still don't appreciate the fetal thing, it smacks of "you won't let me police the way I want, so I'm taking my badge and gun and pouting in the corner", but I get how this is a reaction that some cops will have, and is why the ACLU should be kept out of the situation. The thugs will still fight amongst themselves, but the crime will undoubtedly hit a larger percentage of decent Chicagoans than before fetal. Thank you ACLU for nothing, and thank you Chicago police for putting your pride before the job. Remember, the affected citizens are the ones who are going to be tapped to fund your pension a SECOND time...

Stfu civilian? This isn't a pride thing! I don't enjoy being fetal it really eats me inside but you'renot going to be there for me when I am being sued or worst prosecuted!
